Letter to President Hill, Re: Controversy concerning Jasbir Puar's Talk at Vassar

Dear President Hill:

As scholars, educators, and and academicians engaged with political developments in Israel/Palestine and their effects in the United States, we are deeply concerned to learn that our esteemed colleague, Prof. Jasbir Puar of Rutgers University, has become the target of a rash of hate mail and other threats since delivering a talk at Vassar College earlier this month. These heinous and misinformed attacks are the direct result of the talk Prof. Puar presented at Vassar on Feb. 3, at the invitation of the American Studies Program and seven other academic programs and departments, including the Jewish Studies Program. We feel strongly, as we’re sure you’ll agree, that universities have a responsibility to provide invited speakers with a climate of security and safety, especially when their views are controversial. We also believe this responsibility to defend the free speech rights and integrity of invited guests continues even after they leave your campus, when they are subjected to vilification and hatred—as Prof. Puar has been, particularly in the ugly op-ed article in the Feb. 18 Wall Street Journal (www.wsj.com/articles/majoring-in-anti-semitism-at-vassar), which was also an attempt to smear Vassar College.

We realize that you have recently addressed the controversy at Vassar in a thoughtful letter to your faculty, students and alumnae. Your recommendations for a series of lectures representing diverse points of view on these matters and an “open dialogue” on BDS go beyond the hostility we face from some of our own college and university administrators, who unfairly and inaccurately interpret criticisms of Israeli policies or support for BDS as “anti-Semitic.” Nonetheless, we respectfully suggest that your statements and actions in response to such attacks might take into account more fully (a) the larger political context and outside forces that cause these controversies to escalate in the first place; and (b) the actual nature of and official documentation behind Prof. Puar’s scholarship.

With regard to the context and political pressure groups, we call your attention to the report published in October 2015 by the Center for Constitutional Rights and Palestine Legal, two very respected civil rights organizations. The report, titled “The Palestine Exception to Free Speech” (https://ccrjustice.org/sites/default/files/attach/2015/09/Palestine%20Exception%20Report%20Final.pdf), reveals the ways in which “a network of lobbying groups, watchdog groups, public relations entities, and advocacy groups funded by, working in coordination with, and/or staunchly supportive of the policies and practices of the Israeli government primarily drives efforts to silence speech on behalf of Palestinian rights” and how these efforts are overwhelmingly aimed at college and university campuses. Palestine Legal responded to 112 campus-based incidents of suppression of speech or academic freedom related to Palestinian rights or Israeli policies in the first half of 2015 alone, nearly five times as many as those reported from other types of institutions. More importantly, these groups—the report lists 18 of them that operate nationally—are supported or even initiated through many millions of dollars in donations from right-wing, hawkish Israel advocates such as the casino mogul Sheldon Adelson and media owner Haim Saban. In other words, we are not talking about two equal sides here; in a way that mirrors the relations between the Israeli state and Palestinians, the discrepancy in resources and power is vast.

Above all, the effects of these anti-BDS campaigns on student activists, faculty and visiting scholars have been truly pernicious and discriminatory. The CCR/Palestine Legal Report states: “university administrations have canceled programs, sanctioned students, fired professors, and scrutinized departments in response to external pressure. In so doing, universities treat students who speak out on Palestine differently than other students, indicating that the viewpoint of the speech, and not the facially neutral explanations often put forward, drives the censorship.” Such practices have created a climate of fear and intimidation that discourages student activists and faculty and scholars who write or speak out on behalf of BDS and justice for Palestine. They fear the denial or loss of jobs and fellowships, censoring and blacklisting of their work, as well as continual harassment.

We know Vassar College has not engaged in the most discriminatory tactics documented in this report. However, you as President of the College could do more to create the genuine “balance” and fairness you claim to seek. Deferring to pressure from Israel advocacy organizations and alumni groups, who are being mobilized around the country by the anti-BDS forces described in the Report, is not helpful in this regard. Nor are efforts to de-credential or discredit Vassar’s SJP chapter and pro-Palestine student activists. And failing to directly counter vicious attacks in the mainstream media on Vassar’s students, faculty, and invited lecturers, however controversial their views may be, will simply add fuel to the fire of this climate of intimidation, harassment, and discrimination.

With respect to Professor Puar, we want to point out that her work—from her acclaimed book Terrorist Assemblages (Duke University Press’s best seller) to all her other published writings and lectures around the world—is of the highest professional and scholarly rigor. She is beloved by her many students in Women’s and Gender Studies at Rutgers University and was honored with an appointment to the Edward Said Chair in American Studies at the American University in Beirut a few years ago. As anyone who heard her Vassar lecture and other versions of it (for example, at the National Women’s Studies Association conference in Milwaukee in November) can attest, her words are carefully chosen and grounded in serious scholarship and thorough research. The lectures and the article on which they are based, “The Right to Maim” (anthologized in the on-line collection, Borderlands, edited by Nadera Shalhoub-Kevorkian), concern Israeli military actions in Gaza in 2014 and their aftermath that have resulted in the systematic debilitation of Palestinian bodies and environments. Professor Puar did not make up these facts, which the Wall Street Journal has condemned as a “blood libel” and classical anti-Semitism. They have been solidly documented in official reports by the United Nations Human Rights Council, Physicians for Human Rights, and Human Rights Watch. Even The New York Times has reported on the deliberate targeting of schools and hospitals in the siege on Gaza in 2014 and, more recently, the Israeli government’s decision to use not only rubber-coated bullets but also live fire against Palestinian youth and civilian demonstrators. Professor Puar puts all this, and the euphemism of “collateral damage” and a “humanitarian” maiming short of killing, into an analytical framework based on philosopher Michel Foucault’s concept of biopolitical control. But the facts on the ground on which Professor Puar bases her critique and analysis are very real.

Given all this, and the obscene and threatening bombardment of hate mail to which Professor Puar has been subjected since the article on Vassar by Yudof and Waltzer appeared, we urge you to write a letter to the Wall Street Journal, in your capacity as Vassar’s President, condemning in no uncertain terms the unjustifiable attack on Vassar and on Professor Puar. We also hope you will think about the political realities we’ve outlined here in your future discussions with Vassar’s students and faculty (and visiting scholars) who advocate for BDS and Palestine. To be able to truly speak and organize freely, without discrimination or threat, they need the administration’s support and assurance against harassment, including from powerful alumnae/i and their sponsors. Other institutions (most recently Harvard Law School - http://palestinelegal.org/news/harvard-law-loses-250k-after-palestine-exception-event) have refused to cave in to such threats. Vassar College now has an opportunity to be a beacon of academic freedom and fairness.
