A coalition of labor unions, homeless service providers, and housing justice advocates across LA County have joined forces to expand our ability to reduce and prevent homelessness as well as make housing more affordable.
The Affordable Housing, Homelessness Solutions, and Prevention Now Initiative is a citizens-initiated ballot measure campaign that, if qualified, will ask voters to repeal the existing 1/4 cent sales tax that funds homeless services (Measure H) and replace it with a 1/2 cent sales tax in LA County to both increase investments in homeless services as well as invest in producing more affordable housing, preserving the affordable housing we have, and protecting low income renters at risk of homelessness through the LA County Affordable Housing Solutions Agency (LACAHSA).
Key Facts about the Measure:
- The first ever guaranteed local revenue stream exclusively for housing production and preservation and renter supports in the history of L.A. County
- And the first ever attempt at citizens initiative policy measure for all of L.A. County
- A minimum of $3 billion dollars over the next 10 years for housing production and preservation
- A minimum of $1.3 billion dollars over the next 10 years for programs that support low income renters, including emergency rental assistance and access to legal counsel
- Capitalizing LACAHSA with guaranteed funding that can never be taken away and driving forward a seismic shift in how we approach housing production, preservation and protection in L.A. County
- A contingent allocation to the county that incentivizes them to maintain their current $100M annual commitment to their housing trust fund—and if they reduce that commitment, their money from this measure reduces as well and goes to LACAHSA
- Stabilizing our homeless services system with guaranteed long-term funding
- Codifying a commitment to wage equity for nonprofit employees, and creating multiple pathways to get there
- Establishing protections for public employees to prevent outsourcing
- Mandating that at least $2B over the next decade will go towards the production of new housing built by high quality union construction jobs
- (80% of the minimum funding allocation to new construction)
- No sunset - these funds will continue unless voters repeal the measure, and while the funding to LACAHSA is guaranteed, the funding for services can be adjusted and shifted to fund housing in future years.
