This document is to gather information on the status of the drug markets and law enforcement efforts aimed at closing them. The information generated here will be used with strict confidentiality to help inform and hold accountable the DEM and all law enforcement agencies involved in the DMAC’s efforts to close the drug markets in the Tenderloin and Mid-Market neighborhoods.
Please fill out a report twice weekly, ideally on Mondays (of the prior weekend’s observations) and Thursdays. Dan will give a verbal report to the Director of DEM every Friday. The information gathered here is crucial to giving an accurate depiction of the street-level experience of businesses and stakeholders. We will also use this document to check our own progress in holding law enforcement and the Mayor accountable to their promises to close the drug markets.
Two types of information will be most helpful with each twice-weekly report; 1) drug market activity and location as well as any movements or changes in behavior you observe and 2) observations and intensity of the level of law enforcement presence, which agencies you observed and when, were they engaging or merely driving by, etc.
