近月,香港特區政府以臺灣殺人案為由,提出修訂《逃犯條例》;修訂一旦成功,中國大陸將有權向香港法院提出申請,將逃犯引渡至大陸受審。

對於條例修訂,社會各界已先後表明憂慮。法律界指出,條例原意乃是出於對中國大陸人權保障及法治水平不足之憂慮,現時港府「堵塞漏洞」之說為混淆視聽。縱然修訂草案聲稱將不會引渡政治犯,中國大陸司法制度仍難以令人信服,並非「不犯事便不用擔憂」。歐盟、美國等政府均已警告修訂條例將損害香港法治,若然修例通過將影響香港的國際聲譽。臺灣政府亦表明即使修例通過,亦不會提出引渡殺人案疑犯,故修例失去迫切性。面對眾多反對聲音,港府一意孤行,未免令人感到疑惑與不解。

作為保良局蔡繼有學校的師生和校友,我們明白關心社會是我們必須履行的公民責任;尤其是次修例對香港將影響深遠,更不容許我們置身事外。眼見特區政府不惜一切強推修例,我們更需要堅守良知,挺身而出;我們要求政府順應民意,撤回對《逃犯條例》之修訂。

We represent a group of deeply concerned staff, alumni and students over the proposed amendments to the Fugitive Offenders Ordinance.

Concerns over the bill have been expressed by the various interests of society. Legal professionals have noted that the original extradition bill excluded Mainland China out of worries over its human rights violations and rule of law; it is not, as the current government claims, a ‘legal loophole’ to be mended. Though the amendment specifies that political prisoners will not be extradited, the record of the Chinese legal system does not inspire confidence that this will be the case. Foreign governments, including the United States and the European Union, have warned that the bill will undermine the city’s rule of law, thereby irreparably damaging its international standing. The Taiwanese government has also stated that it will not seek the extradition of the murder suspect, even if the proposed bill passes. Facing pressure from all sides of society, the motivations of the Hong Kong government in persisting are questionable.

As members of Po Leung Kuk Choi Kai Yau School, we understand that it is our civic duty to speak our genuine concerns over the immediate threats facing Hong Kong. We hereby urge the Hong Kong government to listen to public opinion and withdraw the proposed bill.
