Georgia introduced a new law on 28.05 (effective immediately) which only allows foreign citizens to take a theory test for the driving license exam if they can present a valid residence permit (temporary or permanent) or prove that they have been in Georgia for over 185 days in the las 12 months.

This makes the process a bit harder and longer, as you need to get the residence permit prior to getting the driving license tests.

1. If you live in the European Union (EU) for longer than 6 months, you won’t be able to use the Georgian driving license in the EU country you live in and in the EU.

You could use it everywhere outside the EU but NOT IN THE EU! (it doesn't include Iceland, Norway, Liechtenstein, Switzerland and UK)

To use it in the EU you would need to exchange it to a local license. 

Many EU countries exchange Georgian license without exams for their current residents. Ireland, Hungary, Slovakia, Poland and some more.

Ask your local driving school or driving license authorities if you can swap it to a local one or not.

2. Usually, You can't use a foreign driving license in your country of Residence (even if its not EU) if you lived there for more than 6-12 months. They will ask you to change your DL after 6-12 months usually. Check specifics with your local driving school.
