2020-2025 Consolidated Plan + Analysis of Impediments Survey
The City of El Paso's Department of Community and Human Development invites the public to provide feedback on what priorities and community needs should be integrated into our five-year plan, the 2020-2025 Consolidated Plan, and Analysis of Impediments to Fair Housing Choice (AI).
Your feedback is very important to us, so we ask that you complete the following survey!
The 2020-2025 Consolidated Plan is submitted on a five-year basis to the US Department of Housing and Urban Development (HUD). This plan allows the City to submit annually an application to HUD for four federal grants, which provide millions of dollars to the community for an array of social service programs and public facilities improvements.
The four grants are as follows: the Community Development Block Grant (CDBG); Emergency Solutions Grant (ESG); Housing Opportunities for Persons With AIDS (HOPWA); and HOME Investment Partnership Program (HOME).
The Analysis of Impediments to Fair Housing Choice (AI), is a supporting document to the Consolidated Plan. The AI study will serve to identify existing impediments to fair housing choice and to formulate a Fair Housing Plan for the City of El Paso. The Fair Housing Plan will consist of measurable actions aimed to overcome the effects of the impediments identified on the study.

There are no costs to you for participating in this survey. The information you provide will help us properly direct the use of federal funds that are granted to the City of El Paso, and it will assist with formulating a Fair Housing Plan that will provide measurable actions to overcome the effects of any impediments.
This survey is anonymous. No one will be able to identify you or your answers, and no one will know whether or not you participated in the survey. Staff from the City of El Paso may utilize data in its research. Should the data be published, no individual information will be disclosed.
