2013 Rules Summit
The following matters have been proposed during the Rules Summit discussion this past week and are now ready for a membership vote. Please consider your options and vote prudently: upon Commissioner approval, all passing proposals will become rules for the 2014 UEFL season.

Proposal 3: Crew Division
These items relate to UEFL Rule 3, Crew Division.
Poll 1: Crew Chief Points, Incorrect Call (3-3-a)
Proposes the assessment of -1 points towards a Crew Chief's overall Crew score when a member of his crew commits an ejection with a Quality of Correctness of "incorrect." PRESENT RULE: Crew Chief receives zero (0) points per "incorrect" crew call.

Proposes the assessment of X points towards a Crew Chief's overall Crew score when his crew encounters an instant replay challenge. Note that in the event Poll 2 passes, precise points (X, above) will be determined during the run-off (supplemental) ballot. Related to Poll 5. PRESENT RULE: Not covered.

Proposal 4: League Scoring
These items relate to UEFL Rule 4, League Scoring.
Poll 3: Instant Replay Review and Consultation (4-2-b-6, 4-2-b-8, 4-2-c-1-a, 4-2-c-1-b)
Proposes adding "instant replay review" to several rules that presently contain the phrase "umpire consultation," so that ejections which occur at several phases during instant replay review will be addressed and treated in ways presently afforded umpire consultation ejections. PRESENT RULE: Not covered.

Poll 4: Active Duty Death and the Wally Bell Memorial Award (4-4-i)
Proposes the assessment of X points towards an umpire's overall score if umpire passes away during the season. Note that in the event of passage, precise points (X, above) will be determined during the run-off (supplemental) ballot. PRESENT RULE: Not covered.

Poll 5: Instant Replay Challenges (4-7)
Proposes that instant replay challenges throughout the championship and post-season shall result in points assessment (X schedule). Related to Poll 2. Note that in the event of passage, precise points (X, above) will be determined during the run-off (supplemental) ballot. PRESENT RULE: Not covered.

Proposal 6: Challenges and Appeals
These items relate to UEFL Rule 6, Challenges and Appeals.
Poll 6: Restriction on Appeal Eligibility (6-1)
Proposes that only UEFL members and participants may file an appeal; removes the ability of a guest to appeal an Original Ruling. In the event of passage, challenge requirements (whether log-in is required, whether certain plays [e.g., pitch location balls/strikes] may not be challenged, points reward/penalty for challenges) will be determined during the run-off (supplemental) ballot. PRESENT RULE: Both league members and visitors/guests may appeal an Original Ruling.

Poll 7: Refiling or Re-Challenging a Ruling (6-1)
Proposes that a challenge denied on QOC grounds may be renewed as irrecusable and vice versa. Allows multiple challenges on the same Original Ruling; allows challenges to be reinstated based on newly discovered evidence not present at the time of the initial decision. PRESENT RULE: A play may presently only be challenged once.

Poll 8: Throwing of Equipment as Irrecusable (6-2-b-5-c)
Proposes that ejections exclusively for the act of throwing of equipment not related to actions indicating overt resentment at an umpire's call shall be deemed irrecusable. PRESENT RULE: Not covered.

Poll 9: Check Swings as Irrecusable (6-2-b-5-d)
Proposes that ejections exclusively concerning the call of check swing (ball [no swing] or strike [swing]) shall be deemed irrecusable. PRESENT RULE: Check swings are subject to QOC determination.

Poll 10: Post-Appeal Editing of Original Post (6-5-b-8)
Proposes that UEFL post language shall routinely and directly reflect the associated Quality of Correctness. PRESENT RULE: Not covered.

Poll 11: Defining the Realistic Different Outcome (6-5-c)
Proposes formal designation of calls that "realistically result[] in a different outcome of the at-bat" pursuant to pitch count schedules. This rule would define a called strike on a x-1, x-2 or 3-x count as fitting the "realistically resulted" criterion unless x-2 results in a foul ball. A called ball on a x-2, 1-x, 2-x or 3-x count would fit the criterion of "realistically resulted." Meanwhile, a called strike on a 0-0, 1-0 and 2-0 count, and a called ball on a 0-0 or 0-1 count would not fit the criterion of "realistically resulted." PRESENT RULE: Not covered.

Poll 12: Entry Fee (8-3)
Proposes an entry fee requirement to gain entry into the UEFL. If passed, terms will be drafted during the subsequent run-off (supplemental) ballot.
