WE THE UNDERSIGNED:
1. Urge Deep River Councillors and staff to reject the application for change to the Town’s Official Plan in the Wintergreen Lane area that is due to be presented for discussion at the Town Council meeting of 2025 April 9 by Kennedy/Jp2g.
[Quick Reason: Five blocks here were acquired privately in 1995 as part of a conservation agreement with AECL and the Town. They were sized such that each was suitable for just a single dwelling on the riverfront side of Wintergreen Lane. The intent (and the severance rules pre-2006) meant the other side of Wintergreen Lane (the “Interior”, towards Balmer Bay Road) would remain available for conservation and trails. Unfortunately, owners and rules have since changed. This application now asks for further rule changes to subdivide the centre block of the five so four dwellings can be squeezed onto it. There are many very good reasons why additional housing is not appropriate here. See letters, maps and official submissions for more details.]
2. Pledge to donate to the Four Seasons Conservancy (FSC) in the likely event that FSC must purchase the one (Kennedy) block in the middle of the five to ensure it is not divided into several, neither is the“Interior” ever built on.
[Quick Explanation: FSC is a registered charity. FSC owns much of the valuable ex-AECL land east of the hospital. All was purchased through tax-receiptable donations. FSC has offered to buy this one threatened block outright, for more than 4X the price paid by the Kennedys. FSC must borrow for such purchase (several hundred k$). If purchased, FSC will impose a conservation easement on the deed preventing development of the “Interior” and allowing no more than one dwelling on the riverfront. Your pledge to donate will (a) give FSC more confidence we will be able to pay off our debt, and (b) demonstrate that your signature on this petition carries real weight. Note that the market value of the block is heavily dependent on whether the application to change the Official Plan and then sever is approved or not by Town Council.
