Women and Gender Constituency (WGC) Advocacy List

The Women and Gender Constituency (WGC) is one of the nine official stakeholder groups of the United Nations Framework Convention on Climate Change (UNFCCC). Established in 2009, the WGC now consists of about 64 women’s and environmental civil society organizations and networks. Members of the Constituency are officially accredited to the UNFCCC, and in their application, have associated themselves with the WGC. The WGC currently has two co-Focal Points, Bridget Burns (Global North) and Ndivile Mokoena (Global South) who act as a liaison for WGC members to the UNFCCC Secretariat, providing information on side events, delivering interventions, and meetings with Co-Chairs and other Secretariat staff. WGC members liaise over a closed Constituency list.

The WGC also hosts an 'OPEN' Women's Caucus, typically daily at 9am, during each of the UNFCCC meetings, for all individuals (Member States, UN, IGOs and Civil Society), interested in networking and advocating women, gender and climate justice issues. The WGC hosts an open Caucus mailing list for sharing key information on gender-related news and side events.

In 2015, attempting to bridge the gap between the closed communications of officially accredited and members of the Constituency, and the open communications of all those interested in women, gender and climate justice issues, the WGC opened up a new 'Advocacy List', for members of civil society who want to engage in developing strategies and positions with the WGC.

As we work towards implementation of the Paris Agreement, we are working to better clarify the roles of each of these lists, and the first step is requesting that all those who want to join the Advocacy List, agree to a certain set of values and principles, and provide basic biographical information.

GUIDING PRINCIPLES AND VALUES FOR THE WGC ADVOCACY LIST*
The below Guiding Principles articulate the collective values that we consider key to our work and to our lives as women's rights, gender equality and climate change advocates organizing at the UNFCCC. These principles are in line with the positions of the WGC and will inform interactions and statements made in the upcoming meetings.

This Advocacy List is a safe space, guided by respect and appreciation of diversity, commitment to human rights, gender equality and promotion of a just, safe and sustainable environment and world.

Specifically, as participating individuals and organizations, we commit to the following:  

• Create a learning space – for newcomers and veterans alike - where contributions are valued, questions are encouraged and self-reflection is fostered;
• Support, nurture, and care for other activists, including mentoring and providing opportunities for younger activists;
• Uphold respect for the choice and human rights of all people, as well as respect for diverse opinion, experiences, choice and human rights of all categories of women and girls;
• Promote/commit to an understanding of the links between our diverse issues – within social, gender, ecological, economic, redistributive, reproductive and sexual justice – and ensure we are not trading or prioritizing the rights of one over another;

And we align ourselves with the following positions of the WGC:

A just and gender-responsive climate agreement will, among many things:

• respect and promote human rights and gender equality:
• ensure sustainable development and environmental integrity;
• require fair, equitable, ambitious and binding mitigation commitments in line with the principles of Common but Differentiated Responsibilities (CBDR);
• call for urgent and prioritized adaptation action and resources that respond to the most vulnerable countries, communities and populations;
• demand a sustainable energy paradigm that prioritizes safe, decentralized renewable energy systems that benefit people and communities;
• ensure adequate, new, additional and predictable climate finance for developing countries;
• provide resources to reconcile loss and damage already incurred from climate inaction;
• ensure full, inclusive and gender-equitable public participation in decision-making, with increased mandatory ex-ante and periodic human rights and gender equality impact assessments.
