An Open Faculty Letter to President Bollinger and the Board of Trustees
Dear President Bollinger and Trustees:
Our University, through its endowment, invests in the fossil fuel industry. Yet we know that fossil fuels cause climate change of unprecedented destructive potential. If fossil fuel corporations burn all the coal, oil, and gas reserves they have already acquired, they will, by mid-century, add about 2800 gigatons of carbon dioxide to the atmosphere. This amount is five times as great as is projected by the Intergovernmental Panel on Climate Change (IPCC) to raise the Earth’s average temperature by at least 2 degrees Centigrade over the pre-industrial average—a figure beyond which the dangers of grave and irreversible ecological change become intolerable to the life of our civilization. And yet fossil fuel corporations continue to acquire more reserves at the rate of almost seven hundred billion dollars a year. We also know that many in this industry have spent large sums to mislead the public, deny climate science, control legislation and regulation, and suppress alternative energy sources.
To put it bluntly: The fossil fuel industry’s leaders are knowingly pursuing, and declare themselves intent on continuing to pursue, a business model that is damaging climate stability and thus imposing unconscionable risks not only upon our own people, but also upon populations who have not significantly contributed to rising temperatures and sea levels. The industry reaps the rewards and refuses to pay the costs. This is not only reckless, it exacerbates long-standing global inequalities of wealth and race.
We believe that in the long run, these holdings of fossil fuel companies do not serve the University well, either morally or financially. For if the world decides to pursue a rational course, between two-thirds and four-fifths of the assets held by these companies will be “stranded,” rendering them economically worthless.
Our sense of urgency in signing this Letter cannot be overstated. Humanity’s reliance on burning fossil fuels has already led to a marked warming of the Earth’s surface and oceans, the melting of polar ice, the rise in sea levels, the acidification of the oceans, and an extreme, wildly fluctuating, and unstable global climate. These physical and chemical changes, some of which are expected to last hundreds—if not thousands—of years, already threaten the survival of countless species on all continents. Because of their effects on food production, water availability, air and water quality, extreme weather, and the emergence and spread of human infectious diseases, they pose unparalleled risks to human health and life.
The World Health Organization estimated in 2005 that climate change caused some 150,000 deaths worldwide each year. The heads of the American College of Physicians and the Royal College of Physicians of London in 2009 joined leaders of medical colleges from 12 other countries in calling climate change “the biggest global health threat of the 21st century.”
Divestment is an act of ethical responsibility and a protest against current practices that cannot be altered as quickly or effectively by other means. The University is either invested in fossil fuel corporations or it divests. If the University regards divestment as “political,” then continued investment is a similarly political act, one that finances present corporate activities and calculates long-term profit from them.
The only way to remain “neutral” in such circumstances is to bracket ethical principles even while being deeply concerned about consequences. Slavery was once an investment issue, as were apartheid and the harm caused by smoking. We are proud that Columbia, in 1985, was the first Ivy League university to divest from racist South Africa, even as opponents of divestment argued that to do so was “political.” Columbia’s leadership made the global campaign against apartheid far more effective, with large numbers of universities and colleges following Columbia’s example.
Financially, no unequivocal evidence exists that divestment would damage the University or its endowment. As awareness grows that burning known fossil fuel reserves would accelerate climate change to a catastrophic degree, and as fossil fuel consumption moderates, it is likely that, over the long term, planned divestment would actually strengthen the University’s portfolio. Of course, Columbia properly invests its endowment for the long term and should not be guided by the prospect of short-term fluctuations.
Recent pronouncements from authoritative quarters support our call for action:
The governor of the Bank of England, Mark Carney, has said that the “vast majority of reserves are unburnable” if global temperature increases are to be kept below 2 degrees Centigrade. (October 13, 2014)
Christiana Figueres, Executive Secretary of the United Nations Framework Convention on Climate Change (UNFCCC), states that the “continued and dangerous rise in greenhouse gases . . . is in large part the direct result of past investments in . . . fossil fuels.” She warns that “institutional investors who ignore climate risk face being increasingly seen as blatantly in breach of their fiduciary duty.” (January 15, 2014)
World Bank President Jim Yong Kim, the former president of Dartmouth, includes divestment as a legitimate tactic: “The good news is that there is action we all can take to turn economies around . . . we can divest and tax that which we don’t want, the carbon that threatens development gains over the last 20 years.” He goes on to urge: “Be the first mover. Use smart due diligence. Rethink what fiduciary responsibility means in this changing world.” (January 24, 2014)
Christine Lagarde, the managing director of the International Monetary Fund, has spoken of the need for “making sure that people pay for the damage they cause… We are subsidizing the very behaviour that is destroying our planet, and on an enormous scale. Both direct subsidies and the loss of tax revenue from fossil fuels ate up almost $2 trillion in 2011….” (February 5, 2014)
The aim of divestment is not to lower the financial value of fossil fuel corporate shares, just as it was never the intention of Columbia’s South African or tobacco-related divestments either to force minor adjustments or to eliminate industries. Instead, divestment aims to throw the University’s moral and intellectual weight against the carbon dioxide-releasing companies’ insupportable business model. And indeed, the most comprehensive study of divestment to date, published by the Smith School of Enterprise and the Environment at the University of Oxford [and cited above,] indicates that past divestment strategies forced changes in corporate behavior, government regulation, legal statutes, and even share prices, that would not otherwise have happened.
Persuasion, or “engagement,” with fossil fuel companies has definitely failed. The British environmentalist Jonathan Porritt recently said that after years of working with Shell and BP, he “came to the conclusion that it was impossible for today’s oil and gas majors to adapt in a timely and intelligent way to the imperative of radical decarbonisation… These are companies whose senior managers know, as an irrefutable fact, that their current business model threatens both the stability of the global economy and the longer-term prospects of humankind as a whole. It got harder and harder for me to look them in the face knowing what they knew, and witnessing at first hand the intricate patterns of denial and self-deception that they were forced to adopt.”
It seems self-contradictory to argue that though Columbia owns a very small percentage of shares in these corporations (shares that, moreover, represent a small percentage of its own holdings), the University can nevertheless exert greater influence on corporate behavior by retaining rather than selling that stock. If Columbia were a major shareholder, that argument might make sense, but Columbia is not.
We are under no illusions about our civilization’s current reliance on fossil fuels, but the shift away from them needs major acceleration. To achieve this goal, not only must research and education be pursued with vigor, but pressure must also be exerted. If there is no pressure, then grievous harm due to climate change will accelerate and entrench itself for a span of time that will make the history of Columbia look short.
We the undersigned are faculty and officers of the University. Many are also alumni and donors. We appeal to our colleagues, fellow alumni, and donors, as an act of conscience and fiscal responsibility, to join us in signing this statement asking the University to divest, as soon as practicable, from holdings in fossil fuel corporations.
In order to exercise leadership in a world that cries out for it, more specifically we ask Columbia University, Barnard College, and all affiliated units to agree immediately to freeze any new investments in the 200 largest publicly traded fossil fuel companies, which hold the vast majority of the world’s proven coal, oil and gas reserves; and to divest themselves of all fossil fuel holdings, whether held directly or through private entities, over the course of five years.
