Stop the Drill - Protecting Against Offshore Drilling 

With the signing of the executive order Unleashing American Energy Act in January of 2025, federal agencies are moving quickly to open new offshore drilling opportunities.  Additionally, in April 2025, President Trump signed the Unleashing America’s Offshore Critical Minerals and Resources executive order, which promotes deep seabed mining that poses serious threats to California’s coastal economies, marine ecosystems, and climate goals. 

In response, Measure D was placed on the ballot to strengthen our current protections in Santa Cruz County against onshore facilities for offshore oil and will add protections against onshore facilities for seabed mining.  While there are protections currently against onshore facilities for offshore oil and gas, there are no protections against land use changes for seabed mining. At the heart of Measure D, a YES on D vote would strengthen our opposition to  offshore oil and gas development, and would now require that any land use change to facilitate onshore facilities to support offshore oil and gas would now also include  seabed mining, and any zoning change for these kinds of facilities would require a vote of the people.
