Through a grant from the State of Maryland's Connected Devices Program, Bright Minds Foundation, the Education Foundation for Howard County Public Schools, was awarded more than 6,000 Chromebooks to distribute to school families who meet qualifications to participate in the program.
NOTE: This program will provide one (1) device per household while supplies last. If you have already received a Chromebook through another Howard County community organization (Community Action Council, Office of Children and Family, MakingChange, etc.), you would not be eligible to receive another Chromebook.
Adults eligible to receive a Chromebook must be: 1) a parent or legal guardian of an HCPSS student and 2) meet one of the income qualifications below. If you meet these qualifications, please fill out this form and you will be contacted by a staff member at your child’s school when the computer is available for pick up. If you have not yet enrolled your student in the HCPSS Free and Reduced Meals (FARM) program, please do so at

Qualification Options (must meet one):
1. Households with an income at or below 200% of the Federal Poverty Guidelines
$30,120 for a household of 1
$40,880 for a household of 2
$51,640 for a household of 3
$62,400 for a household of 4
Or $10,760 more for each additional household member
2. Households enrolled in the federal Affordable Connectivity Program (ACP)
3. Households that currently participate (2023 or later) in government assistance programs such
as:
- Child receives free or reduced-price school lunch
- Federal Public Housing Assistance (FPHA)
- Medicaid
- WIC
- Pell Grant (current award year)
- SNAP, formerly Food Stamps
- Supplemental Security Income (SSI)
- Veterans Pension and Survivors Benefit
Receipt of Chromebook: Families who qualify for a Chromebook will be notified by their child's school with a date and time to pick up the device once Howard County Government and Bright Minds Foundation volunteers have processed each request. The person picking up the device must be a family member who is at least 18 years of age. Once a family is in receipt of the Chromebook and it's charger, the Howard County Public School System holds no responsibility for care or maintenance of the Chromebook or charger. The family receiving the Chromebook assumes all responsibility for both the Chromebook and the charger.
