Sign the Vote16 CC Petition!
As the Vote16 CC team, aiming to expand the voting age in Culver City to 16 years old for our local elections, we must collect signatures to appear on the November 2024 ballot. Our petition will last six months (February to July) with a goal of collecting 4,200 signatures. This is why we need your help! If you are a Culver City registered voter, we encourage you to please sign the petition to give CC teens a voice and a chance to raise their civic concerns in our city. Because our petition only puts Vote16 onto the ballot, there are no attachments nor commitments to your signature. 
To collect our signatures, we are trying to knock on every door in Culver City and to reach every voter. Unfortunately, we may come at an inconvenient time, you may not be home, or you may live in a neighborhood that we do not have access to. However, no matter the issue, these are not reasons not to sign our petition. Summary of Proposed Measure

INITIATIVE MEASURE TO BE DIRECTLY SUBMITTED TO THE VOTERS

The city attorney has prepared the following title and summary of the chief purpose and points of the proposed measure:

AN INITIATIVE TO AMEND THE CITY CHARTER TO ALLOW CITY RESIDENTS AGED 16 AND 17 TO VOTE IN CITY AND SCHOOL DISTRICT ELECTIONS 

The proposed initiative measure (Measure), if approved by the voters, would amend the City Charter to allow Culver City residents aged 16 and 17, who are otherwise eligible to vote under state and local law, to vote in City of Culver City and Culver City Unified School District elections. 

If the Measure is approved and the Charter is amended, certain conditions would need to be satisfied before 16 and 17 year olds would be allowed to vote in a City or School District election. The City Council and the CCUSD Board would each first need to do the following for their respective elections: (1) approve the budgetary funds to cover any additional election costs that may be incurred; (2) determine that logistical systems are in place to conduct the election; and (3) determine that including 16 and 17 year olds in the election would not prevent consolidation of the election with the County election, which has occurred since 2020. The conditions include having equipment, software, and procedures in place for voter registration and for casting votes during the election. These systems and logistics must be technically capable and ready to handle accommodating 16 and 17 year old voting. Additionally, the Charter amendment would allow the City and the CCUSD to independently decide, as to their respective elections, the manner, method, and times at which 16 and 17 year olds may cast their votes, which would not need to be the same as those for persons 18 and older. 


Petition for Submission to Voters of Proposed Amendment to the Charter of the City Culver City

To the city council of the City of Culver City:

We, the undersigned, registered and qualified voters of the State of California, residents of the City of Culver City, pursuant to Section 3 of Article XI of the California Constitution and Chapter 2 (commencing with Section 34450) of Part 1 of Division 2 of Title 4 of the Government Code, present to the city council (or other legislative body) of the city this petition and request that the following proposed amendment to the charter of the city be submitted to the registered and qualified voters of the city for their adoption or rejection at the next statewide general, statewide primary, or regularly scheduled municipal election pursuant to Section 1200, 1201, or 1301.

The proposed charter amendment reads as follows (additions are underlined): 

SECTION 1500. GENERAL MUNICIPAL ELECTIONS.

General municipal elections for the filling of all elective offices, other than the Board of  Education, shall be held in the City on the date of the statewide general election. 

The election of members of the Board of Education shall be held in accordance with State law, except as provided in Section 1506. Expenses for Board of Education elections shall be paid by the School District. 

SECTION 1506. VOTING AGE.

(a) Culver City residents aged 16 and 17, who are otherwise eligible to vote under state and local law, may vote on City and School District candidates and ballot measures, provided that each legislative body has approved budgetary funds and determined that logistical systems are in place, and that inclusion would not prevent consolidation of City or School District elections with County elections. 

(b) Subsection (a) above, as it pertains to the City and School District elections separately, shall be subject to all of the following conditions: 

(1) Equipment, software, systems, and procedures for voter registration and voting are technically ready to handle voting by persons aged 16 and 17 years old.  

(2) Any program for allowing voting by persons aged 16 and 17 years may  specify the manner in which, method by which, and times at which, votes by such persons may be cast. The manner, method and time of voting for persons aged 16 and 17 years old need not be the same as for other persons.
