Dear Member of Congress/Senator:

As faith leaders throughout Oregon, we believe the federal budget is a moral document. It establishes priorities for our nation and incorporates a vision of the kind of nation we wish to be. At a time when one in six families in Oregon struggles to put food on the table, the federal budget must protect the most vulnerable in our society. At the same time, we recognize that good stewardship demands solutions to our nation’s long-term debt.

The faith community’s commitment to ending poverty is encapsulated in the sacred teachings of our Scriptures, where it is commanded: “There shall be no needy among you,” (Deuteronomy 15:4). Helping our fellow human beings is not simply a matter of charity, but truly one of responsibility, righteousness, and, above all, justice.

This is why the faith community has long organized social service networks that offer care and support for millions of the most at-risk people in our society regardless of religious background. But, despite our best efforts, we know that additional federal cuts to vital human service programs would threaten to overwhelm our agencies by dramatically increasing demand for their services. We cannot do this work alone.

Accordingly, we urge you to pass a federal budget for 2013 that accomplishes four goals:

<ul><li><b>Restores economic opportunity and reduces poverty</b> by making much-needed long-term investments in education, infrastructure, affordable housing, health care, and job creation.

<li><b>Meets immediate needs by protecting safety-net services for the most vulnerable</b> including, but not limited to, the Supplemental Nutrition Assistance Program (SNAP), Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), Temporary Assistance for Needy Families (TANF), the Emergency Food and Shelter Program (EFSP), the Emergency Food Assistance Program (TEFAP) and the Older Americans Act.

<li><b>Ensures adequate resources for shared priorities</b>. Any deficit reduction agreement must be balanced between spending cuts and significant new revenues.

<li><b>Recognizes an important role for government action</b>. We need strong public structures that combat poverty, restore economic opportunity, and rebuild a robust middle class. Faith communities and charities cannot do it alone.</ul>
