Whiteaker Community Council                            Healthy Homes Application

In 2021 Oregon Legislature created groundbreaking legislation to achieve healthy home standards for low income households having below 80% AMI, and communities impacted by environmental justice factors. 

Whiteaker Community Council has partnered with the Oregon Health Authority to repair and rehabilitate dwellings in the Whiteaker neighborhoods to address climate and environmental hazards, ensure accessible homes for disabled residents and make repairs to ensure safe and healthy homes.

All eligible applicants will receive an initial Healthy Homes property assessment by a licensed contractor before work is agreed upon. All services provided are free of charge to home owners, tenants and landlords. 

 Submittal of an application is not a guarantee of funding. Income eligibility, the condition of the property, the work scope, program priorities and availability of State funding will be all used to determine eligibility.

This portion of application is to be completed by  landlords only : 

In exchange for the Improvement Funds contributed by the WCC, the landlord commits to maintain the affordability of each rental unit that receives Improvement Funds for a period of three years from the date of completion of improvements. Annual rent raises as determined by the Oregon Office of Economic Analysis are exempt from this agreement. 

In the event of a tenant moving out during this three-year period, the landlord commits to maintain affordability for the incoming tenant for the duration of the three year pause on rent increase, with the exception of annual rent raises as determined by the Oregon Office of Economic Analysis. 

In the event of non-compliance with the affordability commitment, the Landlord shall have sixty (60) days to cure the non-compliance. If the non-compliance is not cured within this period, the Landlord shall be required to repay a prorated portion of the Improvement Funds based on the remaining duration of the Commitment Period.

Healthy Homes program is supported by Eugene Mission Volunteers that will assist residents in preparing for home renovations in advance of work performed by contractors, such as moving furniture, clearing landscape, minor demolition and assorted duties. 
Volunteers may also assist with post project finishing work such as painting, sealing and replacing furniture or heavy items. 
All Volunteers are supervised during work in homes by experienced team leaders.

This demographic survey information is required to be requested of every resident of every residence that has been repaired or rehabilitated with WCC Healthy Homes funding.

A satisfaction survey that charts your experience and support received during home renovations is requested from head of household. These results will help us understand how to better provide services for future applicants.

The selection of renters and or homeowners who will receive repair work from Whiteaker Community Council will be conducted in a way that does not discriminate based on race, color, religion, sex, handicap, familial status, sexual orientation, age, gender identity or national origin or because all or part of the applicant’s income is derived from public assistance programs.
