City of Owosso Curbside Recycling Community Engagement Registration Form

The State of Michigan legislation, passed in December of 2022, amended the Natural Resources and Environmental Protection Act of 1994 – specifically Part 115 – requiring all cities of over 5,000 be required to provide ACCESS to curbside recycling for at least 90% of single family households by 2028. 

The City of Owosso and area waste collection providers (aka haulers) currently do not offer curbside recycling services. Owosso City Council will soon decide whether or not to vote to seek a single hauler recycling contract or vote to adopt an ordinance requiring all local haulers to provide curbside recycling service for those residents who want it.

The City of Owosso will host several community engagement sessions in April and May 2026, to share factual information and to gather input from residents to help guide their planning process for meeting the requirements of Part 115. 

Townships and rural municipalities are required to provide accessible drop-off stations by 2028 and county officials are developing plans to meet these requirements as well.  Stay tuned.
