"Canada Disability Benefit" Tool - Worksheet
The Disability Action Hall made a tool to help Albertans think about what a disability benefit needs to include. We based the questions from Model 1 & 2, prepared by the Parliamentary Office Report (November 16th, 2023), page 3.
  1. This tool will not send a letter to the Government of Canada.

The Canada Disability Benefit should be a top-up to social assistance. The amount needs to be indexed every year above the official poverty line based on the community we live in. 

More information:
Alberta's social assistance monthly living allowance combines all your living costs such as food, rent and utilities (Core Benefits). Some provinces split these benefits across different programs). 
The official Canadian poverty line, "Market basket  measure" (MBM)" does not include costs to live with a disability). 
The CDB Act states that the Governor in Council must take the “Official Poverty Line as defined in section 2 of the Poverty Reduction Act into account.  
The low-income cut-off for a city in Alberta greater the 500,000 is =$2450 per month, or $29,400 a year. ($700 more on top of AISH $1787 for 2023)
A living wage in Calgary is calculated at $3,318 per month or $39,816. November 8, 2023) or $1,531 more on top of AISH $1787 as it costs more to live with a disability). 
To qualify for Calgary subsidized housing, a single persons income has to be below $39,500 for a bachelor suite.
To qualify for Fair Entry and including a low-income transit pass (Band B) in Calgary, a single person's income has to be below $29,380.
As of November 2023, 'Expatisan' website says it costs $3,422 a month for a single person to live in Calgary.

The CDB Act does say that the definition of disability will have the same meaning as the Accessible Canada Act’s definition of disability, which is: “Disability means any impairment, including a physical, mental, intellectual, cognitive, learning, communication or sensory impairment — or a functional limitation — whether permanent, temporary or episodic in nature or evident or not, that, in interaction with a barrier, hinders a person’s full and equal participation in society.”

In Section 3, The Canada Disability Act says it is meant for people of working-age persons with disabilities. Did you know seniors can also apply for the "Disability Tax Credit" as it is not limited to age? People have to sign up for the "Canada Pension Plan-Disability" (CPP-D) through Service Canada. as soon as you develop a severe and prolonged disability that prevents you from regularly working.

The benefit should be based on an individual's net income (before tax), not family income or household income and be tax-free.
More information: Carla Qualtrough, the former Minister of Employment, Workforce Development and Disability Inclusion, have said the CDB will be similar to the Guaranteed Income Supplement. The GIS pays a fixed monthly benefit amount based on your level of income and relationship status.  In 2023  the GIS cut off after $21,168 if you are single, widowed or divorced. GIS also considers the income of you and your spouse or common law partner. The GIS is tax free.

The amount should be same for every Albertan with no claw backs from the Alberta and Federal Government. (Other than taxes).

(Albertans are taxed at 10% with an income greater than $21,003 to $ 142,292  per year, 2023). 
The Canada Disability Act Bill was passed without any language that stops insurance companies and other providers like the Government of Alberta from clawing back the benefit.
