Every year, the Humboldt County Association of Governments (HCAOG) partners with local jurisdictions and transit agencies to complete the Unmet Transit Needs (UTN) process required by the Transportation Development Act (TDA). The process is required for Humboldt County transit agencies to continue to receive TDA funding. The annual hearing and comment period ensures that available funding goes toward addressing any unmet transit needs that are reasonable to meet before being expended on non-transit uses such as streets and roads. Comments are accepted year round with a deadline of December 31st to be considered in the fiscal year UTN Report of Findings for the following year. Although unmet transit needs may be identified, there is a lack of sustainable funding sources necessary to make a finding that the need is reasonable to meet. Comments are still valuable to reference when seeking external grants and in making the case for additional local, state and federal funding for public transit.
