I(Jebailey) Firmly believe, unless a character is winning every single tournament or has a very easy to do game breaking glitch that banning should be a last resort. With the recent release of Kokonoe in BBCP, it's a topic I see discussed nearly everyday and I always want to see the best interests of a community keep a game going if they really enjoy it. So with that said this page isn't for an official answer because every event may vary, but it could at least be a start to a more unified decision that can make a decision on the character's fate.
This is information from Nerd Josh who also happens to main Kokonoe and even feels she is too strong for this game with no bad matchups.
Kokonoe should be banned for examplifying that she can -
Kill off 5a at the start of the round. Has a blockstring infinite.
Does 20% more damage on standard BnBs then the rest of the cast.
Blackhole is inescapable by a good fraction of the cast.
Blackhole can lead to death with the appropriate meter starts if the opponent is at 100% health.
Her not being affected by SMP as much as other characters. T
he fact that her neutral overwhelms a lot of characters and her graviton meter was obviously not regulated before release.
Here is more information on her strengths as a character from Jyosua a Florida player
-Oppressive neutral -low profiling hurtbox
-5A (fastest normal) hits crouching opponents
-FANTASTIC hitboxes on all normals/air normals
-very high damage with fullscreen corner carry -instant overhead into 4k with corner carry (midscreen), 5k in the corner. Both meterless damage.
-Great mixup.
-Unblockable super reverse prorates. Leads to ~7k damage in the corner.
-Setups into unblockable super. Have been adjusted to bait DPs, counter assaults, reversal supers, and sometimes bursts. -Infinite, gapless blockstring that gets her enough meter after any combo to lock an opponent down and hit them with black hole. Very easy to bait counterassaults due to all her standing normals being jump cancellable (except 6B)
The overall gist is that she hits you once, puts you in the corner, and then locks you down until she has enough meter to hit you with the unblockable.
Everything is gapless and very easy to bait counterassault with, so burst is your only real option. If you get hit again, you won't have a burst and will die.
You'll start the second round without a burst, letting her run a train on you if you so much as get touched. Don't forget that Bursts can ALSO be baited by jump cancelling, but they have to be hard baited due to the speed that they come out.
-6C normal that is low invul, and leads to 4k+ damage combos easily without meter while corner carrying.
More Various Info gathered in favor of how strong Kokonoe is:
-She has no unfavorable matchups, and completely dominates over 50% of the cast
-She has guaranteed touch of death setups/combos from anywhere on the screen (NO other character in the game can do this)
Using tourney results as a means to ban a character isn't effective in the US. We all know that EVERY character isn't going to be represented in a game when it gets here, and those that are may not be used to their full potential. What we're REALLY asking here is, should we ban a character based on potential, or on the player's skill? That being said, the character's offensive potential can be realized within a solid week of practice mode.
Like Eshi said, the majority of high level players in this game won't touch her because of how ridiculous she is. Anyone with good gaming sense can win with her nearly effortlessly. I knew she was broken after playing with her for 10min in pmode day one, and I'm not a S tier level player like Steve, Ivy, Bananaken, etc. It will take players like that minimal effort to perform ToD setups.
We cannot use JP as a metric to ban a character b/c they will exhaust all resources in order to truly ban someone. They can afford to do this w/o the expense of the community as they are all congregated together. That being said, 3 of the nations top players (NO's Rachel, Dogura's Azrael, and Dora's Bang) could not beat Tsujikawa's TWO WEEK OLD kokonoe. NO has been using rachel since CS1/2 iirc, and Dora has used bang since CT. Tsu is already arguably the best BBCP player in JP. Do we REALLY need a top player to destroy everyone with a character to determine whether or not they're ban worthy?

http://www.youtube.com/watch?v=rvlIAlSQFLo&feature=youtu.beAgain this is not a absolute decision but feedback is appreciated and I'll make sure all communities involved with the game have this information at their fingertips.
OH and PS BBCP will for sure be hosted at CEO2014 :)
