TEMPORARY OCCUPANCY AGREEMENTCentral Oregon Peer Services (COPS) offers adult males that are motivated and active in their recovery a very structured, short term, sober, faith based home environment as a safe place to live out their accepted recovery plan. The Rest Stop is to be used as short term, gap housing to help connect individuals with where they are at in their recovery to where they are trying to go. The standard timeline is short term, and is up to 4 months. Eligibility for renewal of this agreement will be on a case by case basis, however it is up to the discretion of COPS to determine the length of stay and eligibility for return stays. We cannot accept anyone with a sex offence conviction, or that cannot pass our general health requirements. We are unable to accommodate any physical, mental or medical conditions that will conflict with our scheduling or activities. All applicants must be physically and mentally able to work and participate in our community activities. We are a peer run home and do not provide any direct medical services, or accommodate clinical services or needs, outside of IOP SUD services. We also cannot accept any pets at The Rest Stop. The Rest Stop offers a two week respite service for individuals that have committed to being placed in a residential program, along with three program phases. All occupants are required to attend all scheduled events, classes, volunteer activities, group meetings and outings, while in phase 1 & 2 and are allowed a modified schedule in phase 3 that accommodates their personal and employment schedule, after an approved schedule is accepted. Occupants must maintain all house schedules and rules, as well as the thirty day requirement to move to their next phase. Violating house rules or failing to maintain our schedule or recovery plan will result in additional time to move to the next phase. The Rest Stop is not a sober house or shelter where someone may come and go as they please. This is a very structured program with a full schedule focussed around recovery and biblical discipleship. Respite: Our respite is designed for individuals coming out of detox clinics, or similar situations who have committed to enroll in a residential program, however are not a place in their recovery to be able to put together a recovery plan. The respite is designed to give them an opportunity to take a moment to be able to put together a recovery plan, without the pressure of being discharged to the street, or other dangerous situation. Individuals will have two weeks to establish an acceptable recovery plan to be considered for phase 1 where they will await a bed in a residential program. Phase 1: This is our full accountability phase. This phase does not allow individuals to be unsupervised by staff, interns or volunteers. The only exception is with approved opportunities using the buddy system during scheduled free times between 12pm-1pm and 5pm to 8pm. Phase2: In this phase individuals are still expected to follow all program scheduling and rules, with the exception that they can replace the scheduled work hours with other employment opportunities. They will also be allowed to schedule personal time during free time. All of their scheduling that is outside of the program scheduling will require pre approval the week prior from the office. Phase:3 This phase individuals are not bound to the house schedule at all and may maintain their own personal and work schedule, while complying with house curfew. All schedules shall be approved the week prior by the office. Zero Tolerance Policies: Violating the below will automatically result in the immediate dismissal from the program. The only exception is if an individual self-reports their own violation to staff.No NON-prescribed, accepted drugs, including any THC products, controlled substance, alcohol, or any drug paraphernalia on the property allowed or person. The use of any illicit drugs, controlled substances, or alcohol No porngraphy or elicit material on any media devicesNo visitors are allowed at The Rest Stop. Any visitations must be approved by the office and will take place off site or the office.Occupants must not break any laws and shall obey all court and PO requirements No occupant is allowed off the property, or off of any location associated with the house schedule without written permission. House Rules: Violating house rules will result in disciplinary action, up to dismissal from the program.All occupants must maintain Respectful Conduct. It is expected that house members always treat each other with respect and dignity. The Golden Rule always applies, this means: Treat others as you would like to be treated. If an occupant experiences a problem with another house member they are to immediately report the issue to the house manager. If the problem is with a staff member or intern, occupant shall file a grievance form at www.co-ps.org/forms Every member is required to report to the house manager. If you see something, say something. If an occupant is aware of someone breaking house rules, they are required to report the issue, or they are considered culpable and will be under the same penalty. We will not tolerate a culture contrary to biblical principles. If a house member is suspected of being under the influence of mind-altering substances, or alcohol at the house, they will be required upon request by a housing staff member to submit to an instant UA or a breathalyzer. If you are asked to provide a sample and refuse to do so, it is grounds for immediate removal from housing.Temporary occupants must provide urine sample drug tests upon request both randomly and upon suspicion of use. Temporary occupants are to remain in a common area while waiting to provide a sample & waiting for the results. If the instant test is positive, the member may contest at their own expense and have the sample tested at Mid Oregon Personal.. COPS staff have the right to search any area of the house, personal belongings and personal vehicle at any time.Temporary occupants shall not have an expectation of privacy within the Rest StopTemporary Occupants will have a lockable locker to keep their personal belongings. This space will be subject for COPS staff to search at any time. Noise and Media Policies:It is expected that house members be courteous and polite to neighbors and keep outside noise levels down.Quiet time is at 10pm. No outside activity after 10pm. Lights out at 10pm in bedrooms. Ear buds may be used in bed after 10pm as long as sound coming from them does not disturb other members.Personal Vehicles:For a temporary occupant to have a vehicle on the property, they must have written permission, with a separate vehicle agreement:The client must have a valid driver’s license.The vehicle must have:A valid RegistrationValid Insurance.Any inoperable vehicle on COPS property will be towed at the owner’s expense. Auto maintenance is not allowed on the premises without the consent of the office managerTemporary occupants will be responsible for the cost of any damage made to the house due to negligence or disrespect. Be conscious of the cost of heating and cooling. Please keep doors and windows shut and heat set at a reasonable temperature. Temporary occupants are not allowed to have mail delivered to the residents. Any mail received will be returned to the sender. Members are strongly encouraged to obtain a post office box for their mail.Smoking and vaping is not allowed in the house. Smoking is only allowed in designated areas only. No burning of candles or incense or use of essential oils is permitted. In addition, no combustible substances are allowed in the house at any time. All occupants will be provided with designated sleeping and personal areas for their belongings. The entirety of the house, outside of these areas are communal spaces and must be kept clean and free of personal belongings. Members of the house have no expectation of privacy. COPS staff have the right to search all personal propertyCO-PS staff reserve the right to search at any timeHouse MaintenanceYou are responsible for keeping your room clean and contributing to the maintenance of the common areas in your house, which includes the deck, porch and parking areas. House members are expected to:Clean up dishes, pots, and pans you have used in preparation for your meals as soon as you have finished eating. Use the provided hot pads when setting hot pans on the countertop.Always keep your bedroom area neat and tidy i.e. your bed must be made daily and your area free of clutter and mess. This is temporary housing. Your clothing must be hung up in space provided or folded neatly on the shelves provided. You may not leave the house until your area is clean and neat. Be courteous and mindful of how you leave the bathroom for your house mates. Please do not flush anything besides toilet paper down the toilets.Daily chores are expected to be performed to maintain common areas. Unannounced room inspections will be done as needed. REMEMBER: It is a privilege to live here, and it is expected that every house member treats the home with dignity & respect for other house members in the home, as well as for future house members yet to come.
