Value Capture refers to a set of tools available to governments that capitalize on increased economic activity and revenue associated with infrastructure investments to help fund maintenance and future improvements. Examples of Value Capture tools include development impact fees, special assessment districts, and joint development. The Capital Regional Planning Commission (CRPC) has partnered with the Louisiana Department of Transportation & Development (DOTD) to explore the use of Value Capture strategies as a means of transportation infrastructure funding and financing in Louisiana. Villavaso and Associates, contracted with CRPC, developed the following survey to better understand utilization of Value Capture strategies in Louisiana. Information provided will be used in a white paper on the use of Value Capture tools in Louisiana, however your agency will not be specifically listed unless permission is granted to Villavaso and Associates.
