The Village Board is considering a resolution to change the current Fall Leaf Collection Program of vacuuming loose leaves placed curbside. Starting in 2015, the modified program would still allow for curbside collection by the Village but would require leaves placed at the curb to be in biodegradable paper bags. Leaves collected on residential properties could also be brought directly to the Village's Leaf Transfer Station at no charge or to an alternate location outside of Scarsdale. Residents also have the option of mulching leaves on their property, thereby eliminating the need to bag or haul them elsewhere.
Changes to the Leaf Collection Program are being contemplated partially to mitigate costs (the Fall Leaf Collection Program in 2013 cost almost $800,000) but more importantly to encourage the environmentally beneficial practice of leaf mulching. Leaf mulching simply involves mowing over leaves and shredding them into small pieces. The shredded leaves are quickly absorbed in the lawn, providing natural nutrients, oxygen and moisture to the soil. Leaf-mulched lawns need less fertilizer and less watering. Mulch mowing can be done by both homeowners with small mowers or by commercial landscapers. Special blades are available which are specifically designed for mulching.
