2018 Grant Proposal Application for Short Video Production
BACKGROUND
Since 1981, CALOP (Commission for Access and Local Original Programming) in University City has produced programming. As stated in its articles, “CALOP authorizes grants to produce programming, encourage and train filmmakers and otherwise support the development and distribution of programming that showcases the art, culture and history of University City and the region.” CALOP has supported the work of numerous filmmakers over its 37 years and is now building on the mandate to showcase the art, culture, and history of University City through this new invitation for short video proposals.

SCOPE: What
CALOP seeks proposals for high quality production short videos of 3 to 5 minutes that document and promote the stories of University City and its people. They can tell specific stories or project dreams of what University City could be. They can be live action, short documentaries, or animations. Videos should highlight the rich and varied art, culture, businesses, personalities, architecture, or history of University City as a unique place to live, work, and play.

Completed videos will be screened on social media sites and the University City web sites. Other venues may be added.

ELIGIBILITY: Who can apply?
In short: anyone. CALOP specifically encourages artists and professional filmmakers to apply as well as college students and high school students. Groups and collaborations are welcome.

With the advent of easily accessible video cameras and laptop editing, CALOP hopes to encourage students, emerging artists, filmmakers, and professionals to submit their proposals for short videos.

Only one proposal from an individual or group will be accepted for this grants round.

For students and emerging artists, the University City Public Library has video equipment and computers available for use. http://www.ucpl.lib.mo.us/technology

APPLICATION/PROPOSALS
All applicants must complete the application/proposal form and provide the requested attachments. Incomplete application/proposals cannot be accepted. The deadline for all applications is Monday, December 17 2018 by 5:00 pm.

Proposals and attachments must be submitted in this form.


CRITERIA:
The selection committee will be looking for proposals that:
• Provide clear outlines or shooting scripts for the video
• Will produce works 3 to 5 minutes long
• Highlight the art, culture, or histories of University City and its people
• Show a creative approach to the chosen subject
• Demonstrate an ability to complete the project with an excellent outcome

GRANTS to be awarded from a pool of $15,000:
For Artists and Professionals or Professional Collaborations: $3000
Half the grant will be awarded at the beginning of the project and the final half at the completion.
For College or High School Students or Student Groups: $1500
Half the grant will be awarded at the beginning of the project and the final half at the completion.

SELECTION PROCESS:
A committee of artists, filmmakers, grantmakers, and citizens of University City will read each application and base their selections on the above criteria. Artist/professional proposals and student proposals will be considered separately. The goal of the selection committee is to choose proposals from both sectors.
