Please note that, due to space constraints, we will have to limit the number of observers and so we cannot guarantee you a space. We will confirm by 5.00 pm on Wednesday 18th February. This form will close at 5.00 pm on Monday 16th February.
The citizens' jury has been commissioned by the Shifting Tides Project and is facilitated by Involve. It will bring together a small group of diverse residents from both sides of the Lough broadly representative of the local population.
The jury will look at the key choices people have already raised, such as balancing nature recovery with economic activity, access with protection, and tourism with local livelihoods. Participants will receive clear, balanced information based on what communities have already shared, keeping the discussion firmly rooted in local experience. Participants will have time to learn about and discuss the issues amongst themselves and then make recommendations, which will be presented in a report to policy makers and officials.

As an observer at this process, you will be present for the plenary presentations of evidence to the Jury.
Below are some guidelines for observing:
- Anyone who wishes is welcome to observe plenary sessions of the citizens’ jury, but must register in advance.
- You will receive a confirmation email by Wednesday 18th February 2026.
- We kindly ask that observers do not speak when the jury is in session.
- There will not be observers present in the small group discussions.
- Please protect the anonymity of jurors and do not take photographs or share any information that may make a juror identifiable without their explicit consent.
- The organisers reserve the right to remove observers from the session at any time if they feel their presence interferes with the activity of the citizens' jury.
