#WaterGeneration Grants: Supporting creative water projects led by European youth
Solidarity Water Europe (SWE) has a long history of supporting youth involvement and action in the water sector. With #WaterGeneration Grants, SWE will provide European youth with the tools to develop and implement innovative and creative projects based on the theme of the 14th European Youth Parliament for Water, Water and Peace.
Directed at members of the wider European community, all the participants of current and previous European Youth Parliaments for Water, as well as other youth-oriented national, basin-level and regional water parliaments at a European level, are invited to participate in this Call for Proposals. We are looking for original, high-quality projects that accomplish two main goals:

• Growing and strengthening youth participation in the cause of water.
• Contributing to positive and lasting change in the areas of water supply, sanitation and water resource management.

Projects selected by the jury will receive a financial award from the Swiss Agency for Development and Cooperation, an agency of the Ministry of Foreign Affairs, and from the Agence de l’Eau Artois Picardie.

If applicants need technical assistance with the application, SWE is able to provide limited last-resort assistance so long as does not give an unfair advantage to the applicants receiving this help.

Process
• Projects must be youth-led – that is, they must be developed and coordinated primarily by youth applicants.
• Proposals must be received on or before the deadline. Proposals received after this date will not be considered. One proposal per applicant only.
• All project proposals must follow the Project Proposal Template included below
• The Selection Committee will select the projects with the potential for the best results and the greatest positive impact.
• Each grant provides a maximum of CHF 3000. All expenses must be incurred during the Project Implementation Period (March 1 – July 1).

Objectives
The objective of the projects is to allow dedicated teams to act on the theme of 14th European Youth Parliament for Water, "Water and Peace", and on the recommendations contained in the Collective Commitment (download here: http://v.ht/RBar).
The theme "Water and Peace" highlights how water cooperation can contribute to the establishment of a dialogue-based society, not only at a local scale but also at the international level.

Successful projects will propose solutions for one or more of the Collective Commitment recommendations, that are original, innovative and likely to make an impact. Show that you know your local community's concerns and listen to the voices of the people there. Think like a social entrepreneur. We are not looking for projects that try to address all the water problems out there, but for those with the potential to effect specific and lasting change, however small it may seem at first, in key areas. Be aware who this project is for and who can benefit most from it. Think about your audience and your supporters.

The recommendations from the Collective Commitment are:

• Raising awareness on the general theme of “Water and Peace”, through formal and informal education
• Increasing communication and data sharing on water issues with key stakeholders
• Encouraging water management experts to share their knowledge and best practices
• Promoting transboundary cooperation for shared water resources
• Improving social dialogue and knowledge through tools such as surveys, meetings and conferences, or activities related to the implementation of negotiated water agreements;
• Building a network of young European water leaders;
• Supporting youth interested in raising awareness-for-change in water supply/sanitation/water resources management.

Applicant Eligibility
To be eligible :
•  Applicants must have participated in at least one prior European Youth Parliament for Water,  or in other Youth Parliaments for Water (national, regional, basin levels)
•  Applicants must be between 18-27 years old and have a valid European bank account.
•  Applicants must be nationals of one of the countries represented during the previous European Youth Parliaments for Water, or one of the member states of the Council of Europe.
•  Co-applicants must have a legal registered address and be above 18 years old. They can be individuals or organizations.
• If a co-applicant organization has a pre-existing legal or capital link to an applicant, it may take part in the project as an affiliated entity and declare eligible costs that it incurs as a result of this process.
How to complete the proposal
Completing this proposal requires some understanding of the basic principles of project planning. This means understanding the current situation, setting clear and realistic objectives, and being as specific as you can about how those objectives will be achieved.

If project planning is new to you, use your resources! Ask for help or support from people with experience, so you can dedicate as much time as possible to coming up with great project ideas. SWE is available to provide limited technical assistance in the event that help from other sources is not forthcoming. A complete proposal will:

• Provide a clear definition of the problems/issues you identify, and how your proposed solution will address these issues.
• Identify the specific recommendation(s) of the Collective Commitment that your project addresses.
• Use creative thinking to come up with original and innovative solutions.

Timeline
January 15: Launching of the call for proposals
February 15: Closing date to receive proposals for round 1
March 1: Closing date to receive proposals for round 2
March 15 (tentative): Announcement of selected projects and signing of contracts
July 1: End of project implementation period. You will not be reimbursed for expenses incurred after this date.
July 15: Last day to submit final technical and financial project implementation report to SWE

Start date
Project expenses may be incurred starting from the date indicated on the letter of acceptance for the project. This means that you will be reimbursed for your valid expenses starting from the day you sign the contract.
Funds available
A total funding pool of 15000 CHF is available for the projects. Each grant provides a maximum of CHF 3000 The amount awarded, and the number of projects chosen, depends on the quality, originality and scope of submissions.

SWE reserves the right to not distribute all the available funds at its sole discretion.
Alternate Revenue Streams
All projects and applicants must demonstrate a degree of entrepreneurship and willingness to find support and funding from other sources. The grants are intended to make a major contribution to covering project costs, but not to be the only source of revenue.
Applicants must ensure that a minimum of 20% of project costs are funded from alternate sources. This can include: grants or partnerships from other organizations, or personal financial contributions. In kind contributions will also be considered.

Admissibility Requirements
• All projects must have a lead applicant and up to four co-applicants.
• Applications must be sent no later than the deadline for submission referred above.
• Applications must be submitted using the Project Proposal Template (see below) in google form format.
• Applicants must submit their project proposal in English or French.

Failure to comply with the above requirements will lead to the rejection of the application.
Selection Committee and Evaluation Criteria
SWE will form a selection committee to evaluate the proposals and select the winners.
The committee will consist of :
- Representatives of the ISW-SWE team (staff, board of directors)
- One young external expert

The proposals will be assessed on the following evaluation criteria:

•      Relevance to the primary goals and objectives of this Call for Proposals.
•      Degree of originality, creativity and problem-solving skills
•      Quality of contribution to the social dialogue around water and peace
Originality of project's response to a well-identified problem/issue.
Quality of partnerships – including the types of partners and their degree of involvement in the project proposal
Value added – the lasting impact and multiplier effects likely to be generated after the project's conclusion
Cost effectiveness – efficient use of budget
Clarity, completeness and feasibility of the communication plan
Overall quality, clarity and completeness of the proposal and budget explanation.

Bonus criteria
Proposals that comply with any or all of the following criteria will receive a bonus that the Selection Committee will take into account for their evaluation.
Projects undertaken in partnership between multiple EYPW delegations (several delegations can either work together on the same project or work on a similar project separately and share their results)
Transnational projects implemented by collaborators in different countries

Legal Commitments
If the project is selected, a grant agreement, drawn up in CHF and detailing the conditions and level of funding, will be sent to the lead applicant, who is considered the beneficiary, or to the coordinator in the case of multi-beneficiary grant agreements.
SWE may at its discretion set conditions that modify certain aspects of the project proposal. If this occurs, SWE and the applicant must agree mutually in writing before funds can be disbursed.
Selected beneficiaries will have a valid independent account to implement the project.
2 copies of the original agreement must be signed by the beneficiary, or the coordinator in the case of multi-beneficiary grant agreements, and returned to the SWE immediately. SWE will sign it last. The awarded person/organization will submit a copy of a valid piece of government-issued identification.
