As a requirement of the CARES Act (HEERF) & the American Rescue Plan (ARP), the following disclosures are provided. This information includes the allocation and criteria of student selection.
- Arkansas Northeastern College (ANC) acknowledges that it has signed and returned to the Department of Education the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
- The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Student: ANC, as part of the ARP (HEERF III), has received $1,179,791.00 for student emergency grants. As of March 31, 2021, $1,006,473.38 has been awarded to eligible students.
- The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act, (ARP - HEERF III) as of the date of submission (i.e., no later than 10 days after the end of each calendar quarter): For the first quarter 2021 (January-March), $418,085.53 has been hand-delivered or sent out to students via paper checks through the U.S. Mail.
- The total number of students eligible to receive Emergency Financial Aid Grants for spring 2022 is 614.
- The total number of students who have received an Emergency Financial Aid Grant to students under the American Rescue Plan (ARP): Total number of students awarded CARES Act grants as of 3/31/2022 is 427.
- Following federal government directives, ANC implemented the following guidelines to determine the eligibility of current ANC students. These criteria must have been met on or after March 13, 2020; therefore, students not meeting guidelines by this date cannot be eligible.
• Non-High School, Certificate or Degree-seeking
• Enrolled in at least 1 credit hour as of January 25, 2021
ANC identified 614 students eligible for CARES Act (ARP) funds. Eligible students were sent an email to their ANC student email notifying them of their eligibility and the steps they must take to receive their CARES Act (ARP) funds. The amount of each grant was either $846.91 or $1,123.65 depending on the student’s Pell status. For the first quarter of 2022, 223 students received $846.91 grants, and 204 students received $1,123.65 grants.
- All students who are receiving a CARES Act (ARP) grant are emailed a certification notice that clarifies what their grant allocation is and the steps necessary to collect the award.

- Following federal government directives, ANC implemented the following guidelines to determine the eligibility of current ANC students. These criteria must have been met on or after March 13, 2020; therefore, students not meeting guidelines by this date cannot be eligible.
• Non-High School, Certificate or Degree-seeking
• Enrolled in at least 1 credit hour as of August 30, 2021
ANC identified 778 students eligible for CARES Act funds. Eligible students were sent an email to their ANC student email notifying them of their eligibility and the steps they must take to receive their CARES Act funds. The amount of each grant was either $714.73 or $946.54 depending on the student’s Pell status. For the fourth quarter of 2021, 146 students received $946.54 grants, and 237 students received $714.73 grants.

Our fall semester is off to a great start! In fact, we have larger numbers of live students in some classes than we expected. Because of the high enrollment numbers we are not able to effectively social distance in every classroom.
For that reason, we are making the following adjustments to our guidelines:
Social distancing is expected whenever possible.
When social distancing is not possible, masks are required.
When classroom capacity is exceeded students will be required to wear a mask.
We continue to monitor the situation and will make changes as necessary to protect the health and safety of our students and our employees. We appreciate your cooperation and support of these efforts!

CARES ACT FUNDS FOR ANC STUDENTS: UPDATE!
On April 14, 2020, Arkansas Northeastern College signed and returned the Department of Education’s Certification and Agreement assuring that ANC intends to use no less than 50 percent of the funds received to provide Emergency Financial Aid Grants to students.
ANC identified 597 students eligible for CARES Act funds. Eligible students were sent an email to their ANC student email account on Thursday, May 14, 2020, notifying them of their eligibility and the steps they must take to receive their CARES Act funds.
To date, ANC has made awards in amounts of $485.00 to 564 students.

CARES ACT FUNDS FOR ANC STUDENTS
The CARES Act Higher Education Emergency Relief Fund provides funding to colleges and universities from the federal government to provide emergency assistance to students. This assistance is for expenses related to disruption of their education due to the COVID-19 outbreak. Please note: Colleges and universities received differing amounts of funds based on criteria determined at the federal level. ANC received $286,000 in CARES Act funds for student assistance. All of these funds will go directly to eligible students (who submit the required documentation) and will be distributed equally—every ANC student who qualifies for CARES Act funds will receive the exact same amount.

REOPENING RULES & GUIDELINES (PUBLIC) - DATE: MONDAY, MAY 18, 2020
- 6’ Social Distancing AT ALL TIMES.
- All people coming to campus are strongly encouraged to wear masks covering the mouth and nose areas. All persons coming to any ANC campus are encouraged to bring your own mask.
- DO NOT ENTER if:
- You have had a fever of 100.4˚F or higher in the past 2 days
- You have a cough, shortness of breath, or other symptoms typical of Covid-19
- You have had known exposure to someone with Covid-19 in the past 14 days
- You have traveled outside a 100 mile radius, especially to “hot spots” for COVID-19 cases (examples include New York, Louisiana, New Jersey, and Connecticut)
- You may wish to refrain from entering if you are 65 or more years old or have underlying health conditions including high blood pressure, chronic lung disease, diabetes, severe obesity, asthma or immunocompromising conditions, because such individuals are at higher risk for severe illness if infected by Covid-19.
- Hand sanitizing stations are placed throughout the College.
- Lines are marked in high traffic areas for maintaining a distance of 6 feet between people. Please adhere to these distances.
- Refrain from any physical contact with others—no hand shaking, touching, or embracing,
- Seating must follow strict physical distancing protocols with 6 feet between individuals.
- Sanitization of all high-touch surfaces and common areas will take place throughout the day.
- Campus entrances will be limited to help maintain social distancing. All exterior doors will remain locked except for the following (a map is attached).

REOPENING RULES & GUIDELINES FOR BRIGGS/SEBAUGH WELLNESS CENTER
- Screening must be completed on entry for all staff and participants. Those who have any of the following characteristics should NOT be allowed to enter:
- Have returned from travel to NY, NJ, CT, New Orleans area, or overseas within the last 14 days;
- Have had a fever of 100.4°F or greater in the last 2 days;
- Have a cough, difficulty breathing, sore throat, or loss of taste or smell;
- Had contact with a person known to be infected with COVID-19 within the previous 14 days;
- Have compromised immune systems and/or have chronic diseases.
In addition, staff and visitors must have their temperature checked by digital thermometer prior to entry. No one with a temperature greater than 100.4⁰F will be allowed entrance.
- Staff are strongly encouraged wear a face covering or mask at all times. Patrons are strongly encouraged to wear a face covering except when actively exercising.
- NO use of showers at this time. Locker rooms are to be used only for storage of personal items. Maintain physical distancing while in locker rooms.
- Hand sanitizer is available throughout the facility.
- Staff should ensure that all exercise machines or equipment are sanitized after each usage (via wipe-down with disposable disinfectant wipes, Lysol or the equivalent; use according to product instructions).
- Maintain proper spacing from others by working out with 12 feet between each person. This may require closing or moving some equipment.
- Avoid personal contact at all times, including hand shaking.
- Individual training sessions, indoor group fitness classes, and workouts requiring a partner must maintain 12 foot spacing between each person at this time.
- Hours of operation for the Briggs/Sebaugh Wellness Center will be:
- Monday – Friday, 7:00 am – 6:00 pm

Due to the COVID-19 crisis, the College is continuing to close the campus to the public from Monday, May 11, 2020, through Sunday, May 17, 2020. The College plans to reopen to the public the following week, beginning May 18, 2020.
For the immediate future, the following has been determined:
- The College continues to be closed to the general public next week.
- ANC PLANS TO REOPEN TO THE PUBLIC STARTING MONDAY, MAY 18, 2020, utilizing social distancing guidelines. Additionally, masks will be required for visitors and employees in certain parts of campus. All employees and students will be expected to bring their own masks because masks are in short supply. A specific set of guidelines and safety protocols will be forthcoming next week.
- After weeks of awaiting Federal guidelines, ANC will be releasing detailed procedures late next week regarding distribution of Federal CARES Act funds to eligible students. Eligibility requirements and distribution details will be part of the detailed procedures to be released next week. Please be sure to check your emails frequently.
- NO public events/gatherings with 10 or more people will be allowed on campus through the end of May. At that time, we will reevaluate.
- The Briggs/Sebaugh Wellness Center will be open to employees, current students, and community members as part of the College’s May 18 reopening. Social distancing and disinfectant guidelines will be strictly enforced.
- Registration for Summer and Fall terms is currently underway utilizing online and phone resources. Returning students should contact their advisors.
- ANC will be offering ZOOM OPTIONAL and ZOOM INET classrooms for select classes this Summer and Fall.
- ZOOM OPTIONAL is a classroom that is offered in a live classroom for which the student has the option to attend the live classroom OR to attend the class remotely and simultaneously using the ZOOM teleconferencing online. Due to social distancing guidelines, ZOOM OPTIONAL live seating is limited and will be available on a first come-first served basis. Students coming to campus to participate in a ZOOM OPTIONAL class that is full will be directed to seating in another space on campus designed for ZOOM participation.
- ZOOM INET is a classroom where students may ONLY attend class via ZOOM teleconferencing online from a remote location. In ZOOM INET, there is no live classroom.
- Students taking ZOOM classes, who wish to participate remotely, must have a computer with a webcam and internet access or a smartphone capable of using videoconferencing technology to participate. The course instructor will send log-in information for enrolled students to access the ZOOM class at the specified time.
- NOTE: Unlike online classes, ZOOM classes meet at a scheduled time.

- Online/remote delivery will be utilized for the remainder of the Spring semester except for certain Allied Health and Allied Technology courses. The hands-on portion of those courses will resume on a yet-to-be-determined date.

ATTENTION ANC STUDENTS - TIME SENSITIVE!!!
Students who were enrolled in live classes that have now been converted to online, and who DO NOT have a computer and/or Wi-Fi access, please read:
- ANC has a limited number of Surface Tablets available for loan to students.
- To sign up for tablet pick-up (there will be an outside, drive-through, pick-up point – you do not have to leave your car), call 870-762-3189 or 870-762-3172, between 9:00 am – Noon on Tuesday, April 7 or Wednesday, April 8.
- Due to the COVID-19 crisis, ANC DOES NOT have air cards or access to purchase any, but there is FREE Wi-Fi access for ANC students in the parking lots in front of the John P. Sullins Administration Building and the Adams/Vines Library Building on the ANC Main Campus in Blytheville, and the parking lot of the ANC Osceola Center.
Tablets will be available for pick-up at the back (west end) of the Center for Allied Technologies, under the Bus Port awning. You must call to schedule a pick-up time. PICK-UPS WILL BE ON WEDNESDAY & THURSDAY, APRIL 8 & 9.
These opportunities are available for ANC Students ONLY. Wi-Fi capability will begin to degrade with too many users at a given time.

- Online classes will continue as scheduled.
- All “live” courses that could be converted, have been converted to online courses, and will remain online until the end of the semester. If you are having issues with the online delivery, contact your instructor IMMEDIATELY so that you do not get behind. PLEASE CHECK YOUR ANC STUDENT EMAIL DAILY.
- Students who cannot (or who choose not to) complete a converted online course may either withdraw or receive an Incomplete (I) grade. The last date to withdraw from classes is extended from April 17 to April 30.

ANC Executive staff has been in communication daily and meeting regularly to monitor the COVID-19 crisis and to plan for future operations of ANC and its classes. The safety and wellbeing of ANC students, staff, and the public are of paramount consideration.
There are still no confirmed cases of CVOID-19 on the Arkansas Northeastern College campus at this time. However, as a cautionary method, the College is continuing to close the campus to the public from Monday, March 30, 2020, through Sunday, April 5, 2020.
For the immediate future, the following has been determined:
- ALL Campus events for the month of April have been cancelled.
- Spring Commencement exercises scheduled for May 15 has been postponed to a future date yet to be determined. However, a Commencement event for our 2020 graduates WILL be held at the earliest feasible date.
- Online classes will continue as scheduled.
- All “live” courses that can be converted to online/remote delivery have been converted or are in the process of being converted. You will be contacted by your instructors by phone and/or email regarding changes in your course delivery. PLEASE CHECK YOUR EMAIL FREQUENTLY.
- Students who cannot, or who choose not to, complete a converted class may either withdraw or receive an Incomplete (I) grade. Students receiving an (I) grade will complete course assignments by sitting in on the next offering of the course at no additional cost to the student. No refunds will be issued.
- Some applied courses, such as certain Allied Health and Allied Technologies classes, are converting parts of the work to online. Once the campus resumes limited public access, the remaining parts will be taught “live” to SMALL Groups, utilizing social distancing recommendations, additional sanitization, and other precautionary methods to keep students and instructors safe.
- The Allied Health Division will utilize simulation to the greatest extent available with live clinical rotations resuming in coordination with ANC healthcare partners. Please note that this will not likely occur before the end of the semester and will end with an Incomplete (I) grade. The live instruction will be offered and completed as soon as possible with no additional costs associated.
- The Career Pathways Initiative has purchased 150 Surface tablets for student use. CPI also has purchased air cards for Internet access. If you are a CPI student or may be CPI-eligible (dependent child under 21 in the home & income less than 250% of poverty), please contact Pauline Linam-Parks (plinam@smail.anc.edu) for assistance.
Students are strongly encouraged to:

The following is the latest update on the College’s strategy to minimize the exposure to Coronavirus on campus. We continue to monitor the situation. As new information continues to come in, please be patient as we try to make the best decisions for Arkansas Northeastern College students and employees.
The campus will be CLOSED TO THE PUBLIC next week (March 23-27). This is Spring Break week. The College’s campuses are currently undergoing a thorough, daily cleaning and sanitization regimen that will continue throughout spring break week.
ANC Executive staff is corresponding daily to monitor the situation and will provide updates as they occur.
All community activities and community meetings will be suspended until April 17, 2020, at which time the College will reevaluate.
There will be an announcement next week regarding how ANC will be proceeding with student coursework and other college operations from March 30th and beyond.
ALL announcements concerning work conditions and/or closings of any part of the College will come through the President and/or the Information Services Department and will be posted on the ANC website and official ANC social media.
Please continue to practice “Social Distancing.” Try to keep six feet between yourself and others. Shaking hands and physical contact is discouraged.

There are NO confirmed cases of COVID-19 on the Arkansas Northeastern College campus at this time. However, as a cautionary method, the College is closing the campus to the public for a deep cleaning from Tuesday, March 17, 2020, through Sunday, March 29, 2020. During this time, ALL campus events have been canceled. Online classes will continue as scheduled.
Students are strongly encouraged to:

I am reaching out on behalf of Arkansas Northeastern College to assure you that in times of uncertainty surrounding the spread of the Coronavirus (COVID-19), we are implementing plans to keep our students and employees as safe as possible. I want to reach out to you to let you know what Arkansas Northeastern College is doing in preparation.
Every room on campus is being sanitized on a daily basis with additional sanitization occurring in the evenings. Additional cans of disinfectant and hand sanitizers have been placed throughout the campus.
Signs have been placed throughout campus to offer reminders and directions for the best methods of prevention of the spread of the virus.
As we monitor the spread of the virus, we are also planning for a change in the delivery of our live classes to online, so that students may continue their courses should a closure of campus be necessary.
Upcoming campus events will be evaluated and possibly canceled or postponed.
Administration is convening daily to monitor the situation and working with staff to plan for any changes or accommodations needed.
Any one experiencing ANY symptoms are asked to STAY HOME or they will be asked to leave. Symptoms include: runny nose, sore throat, cough, fever, difficulty breathing (severe cases).
Students and employees will receive updates by email regarding any changes.
We are taking every precaution possible, and we ask the same of those who visit our campus. Be responsible for your own health. Wash your hands often, cover your mouth and nose with your elbow or a tissue when you cough or sneeze, avoid touching your eyes, nose and mouth with unclean hands, avoid close contact with anyone who is sick, stay home if you are sick.
Again, please know that we are monitoring the Coronavirus (COVID-19) situation closely, keeping those who are affected in our hearts, and are listening carefully to the questions and concerns we receive from faculty, staff, students, and the community.
