We’re all reeling from the impact of Coronavirus. Many of us have lost jobs and sources of income. Others don’t have enough food and household staples. Let’s work together to make sure everyone in Peekskill has what they need to endure this crisis.  This Directory is a Google shared document that contains  helpful information for families, businesses and nonprofit agencies. Please join the effort to help keep this document updated by suggesting edits to the document administrator.

Mental Health, Wellness and Staying Connected

American Red Cross Virtual Family Assistance Center in New York State

The American Red Cross across the regions of New York State have developed a program in response to COVID-19 to support individuals and families who have lost family members to death as a result of COVID-19. The program will link crisis counselors with families to provide emotional and spiritual support, as well as targeted short-term case management to assist with navigating through the challenging processes they might be faced with as a result of the death. This might include challenges with moving the family member’s body through the hospital, nursing home, medical examiner and funeral home systems in this time when those systems may be overwhelmed and their processes may be different than they normally are. They may also include linkage to legal resources for estate, custody, immigration or other issues related to the death.

The following links to an online intake form can be submitted by a family member, a friend who thinks someone needs help, or an agency on behalf of the family. For those without access to the needed online technology, the phone number will link the caller to an intake person who will assist with the initial steps for getting assistance.

Healthy Kids will be offering extended emergency childcare from 3pm-6pm Monday-Friday Cost: $15/first hour per child - $5/each additional hour per child.

The goal is to be able to get through this together responsibly and take the precautionary measures adopted and recommended by the United States Department of Health and the State of NY. We have decided the following:

• Detect vulnerable, isolated, quarantined or positive people with COVID-19.

• Contact and listen to the needs of people in the states mentioned.

• Help deliver food, medications prescribed by your pharmacy doctors, etc.

In order to prevent these individuals from the risk of going out or putting the health of others at risk and avoiding more infections.

Metro-North Essential Travel Schedule Modification

Starting Monday, April 13, Metro-North will operate on an hourly schedule on the Hudson, Harlem and New Haven Lines on both weekdays and weekends.

 

The new, temporary schedule is in response to a reduction in ridership of more than 95 percent as customers in the region have honored stay-at-home orders as a precaution against COVID-19.

 

We would like to remind customers that trains are running for healthcare workers, first responders and essential personnel only. If you don't absolutely need to be traveling, please stay home.

 

The service modification also includes the following changes:

-On the Harlem Line, trains will operate every two hours on weekdays between Southeast and Wassaic; there is no train service between Southeast and Wassaic on weekends.

-Ferry service between Haverstraw and Ossining and Newburgh and Beacon will be replaced with substitute bus service.  The Hudson Rail Link bus service at Spuyten Duyvil and Riverdale stations will continue to operate.

-Trains will operate hourly on the New Canaan Branch and every three hours on the Danbury Branch, and on the Waterbury Branch there will be substitute bus service every three hours daily.

 

During this special schedule, off-peak fares will remain in effect systemwide.

Field Library-With the extension of the NYS on Pause Executive Order The Field Library will now remain closed through April 29th. Staff members come to the library a couple of times per week to pick up items returned in the book drop. We make sure that only one person is in the library at any time

Essential Businesses Defined: Here is the link of the guide of essential businesses as designated by the government.  This is where the essential businesses have been extended to include the shut down of construction projects.  It’s not in a specific executive order.  Just the guide has been updated as to what is included in previously issued executive order 202.6.

General Support for Families

United Way of Westchester County and Putnam County-United Way helps local residents in Westchester and Putnam become self-sufficient and thrive in a stronger community. They start where people are most in need – helping people in crisis get connected to services through United Way’s 2-1-1 helpline.  United Way’s 2-1-1 is a free, confidential, multilingual information and referral helpline open 365 days a year, 24 hours a day.  United Way’s 2-1-1 Call specialists can give you information about things such as: Food assistance,  Housing assistance and shelters, abuse prevention, elder care, mental health services, recycling regulations, services for people with disabilities, how to become a foster parent, where to get medical help, and more.  General fund for dispersing to families who need financial assistance: United Way of Westchester and Putnam activated up to $50,000 from The John M. Bendheim Community Response Fund to provide grants to local nonprofits directly helping the underprivileged, marginalized or ALICE populations (those who are employed but are living paycheck-to-paycheck) and who are displaced or actively impacted by the Coronavirus in Westchester County.  This is the first of several rounds of funding United Way of Westchester and Putnam will offer in response to the Coronavirus.

Hispanic Coalition of Peekskill- Peekskill Hispanic Community Corp. is an organization with multiple goals: communicate, guide, inform, educate, denounce, defend, integrate, participate, serve and assist in emergencies or catastrophes.

NY Presbyterian has created a COVID-19 Healthcare Worker Relief Fund for community members who wish to send snacks and "appreciation meals" and other wellbeing resources to our staff.

On our end, we are using these donations to purchase meals for our employees. This process was centralized to ensure that healthy meals are safely delivered and distributed to our most impacted departments on a consistent basis.

Provisions have been put in place to help workers and families survive the economic hardships associated with coronavirus. Changes as of 3/24/2020 are:  NYS is waiving the 7-day waiting period for Unemployment Insurance benefits for people who are out of work due to coronavirus closures or quarantines.

If you are filing a new unemployment insurance claim, the day you should file is based on the first letter of your last name. If your last name starts with A - F, file your claim on Monday. For last names starting with G - N, file your claim on Tuesday. For last names starting with O - Z, file your claim on Wednesday. If you missed your filing day, file your claim on Thursday, Friday or Saturday. Filing later in the week will not delay your payments or affect the date of your claim, since all claims are effective on the Monday of the week in which they are filed.

Telephone filing hours have been extended. They are currently Monday-Thursday 8am-7:30pm, Friday 8am-6pm, and Saturday 7:30am-8pm.  Read more HERE.

If you filed for unemployment during the COVID-19 pandemic, you do not need to prove you are searching for employment to make a claim. Department of Labor Commissioner Reardon has signed a new order that limits all work search activities for all unemployment claimants. No activities are required during the pandemic to receive unemployment benefits

CHOICE is a successful peer-run non-profit mental health advocacy agency based in Westchester CountY, NY, with over 15 years of experience and many awards for Excellence in Service for Peer Advocacy and Homeless Outreach programs. CHOICE is also the only peer agency in New York State to receive Medicaid reimbursement for eligible Case Management clients.

Westchester Community Opportunity Program/Peekskill Community ActionProgram

Offer utility assistance  for anyone that may have an active shut off notice (Con Edison). There are absolutely no income restrictions. Once approved, they will receive $200 towards the bill and then an installment plan for the balance as low as $10 a month.

Extensions, Waivers and Policy Changes

New York State's income tax filing deadline is delayed until July 15, 2020. Because New York State requires electronic filing, the date for filing state personal income taxes automatically travels with the federal filing date, which is now July 15. Further guidelines will be released soon. 

Sales Tax Remission On March 20, 2020 the State of New York issued an Executive Order that, among other things, issued the authority of the Commissioner of Taxation and Finance to abate interest, for a period of 60 days, for taxpayers who were required to file returns and remit sales and use taxes by March 20, 2020, for the sales tax quarterly period that ended February 29, 2020. The Department of Taxation and Finance already had the authority to abate late filing and payment penalties. If you are a sales tax vendor affected by COVID-19, you may apply to have penalty and interest waived if you were unable to file or pay by the March 20, 2020 due date. To apply for this relief go to https://www.tax.ny.gov/press/alerts/sales-tax-relief-for-covid-19.htm select Request Relief and complete the form as follows:

1.       Enter COVID-19 in the subject line

2.       In the question section, provide the following:

·         EIN (considered public information)

·         Business name

·         Business address

You will receive confirmation that your request was successfully submitted.

You still have a sales tax liability that would be considered a personal liability for the “responsible persons”

This does not include the prompt tax payment due March 25, 2020 (for ACH debit 5:59 PM March 24, 2020)
