GUIDELINES FOR ELECTION
for the 2026-2027 PAARL Executive Board/Board of Directors
(*Updated as of 31 October 2025, pursuant to Board Decision dated 27 October 2025)
WHO CAN BE NOMINATED?
Nominees must meet the following criteria:
- A regular PAARL member in good standing for the past three (3) years, as of 31 August 2025.
- Demonstrated involvement in PAARL or other library organizations (e.g., attendance at seminars, conferences, or related activities).
- Willing and able to dedicate time to the responsibilities of the office and to PAARL affairs, if elected.
- Not currently serving as an officer or board member of any other professional organization.
- Affiliated with an academic or research institution.
- Obtained official approval from their institution or the library head to run for office.
- Affiliated with an institution that is a current institutional member of PAARL.
WHO CAN NOMINATE?
Any regular PAARL member.
NOMINATION PROCEDURE
- Members may submit their nominations by completing the Nomination Form.
- The nomination period will run from 18 October to 27 October 2025.
- Upon receipt of a nomination, the NOMELEC will email the nominee a Nomination Acceptance Form.
- To confirm their candidacy, the nominee must complete the Nomination Acceptance Form on or before 27 October 2025.
- The list of official nominees will be announced on 29 October 2025 through PAARL’s official channels.
WHO CAN VOTE?
PAARL members with 2025 PAID membership and Past Presidents in good standing.
GUIDELINES FOR ELECTION
The election will be conducted online via the PAARL Directory Database platform (https://directory.paarl.org.ph).
Voter Eligibility and Account Activation:
Eligible members must activate their accounts in the PAARL Directory Database using their registered email address.
An activation link and temporary password will be sent to the member’s registered email address.
Account activation begins on 03 November 2025.
During this period, instructions and reminders will also be sent to the members via email.
Upon successful activation, members are encouraged to update their personal profiles in the Directory Database.
Voting Process and Term of Office*:
Each voter may select up to four (4) five (5) nominees for the 2026-2027 Board of Directors.
Although there are only four (4) regular vacancies, members are allowed to vote for five candidates in anticipation of a forthcoming vacancy due to the resignation of a sitting Board Member by the end of January 2026.
The top four (4) candidates who receive the highest number of votes shall serve the full two-year term (2026–2027).
The candidate who ranks fifth in the vote tally shall be deemed elected to serve the remaining one-year term (2026) of the vacated seat.
Voting period is from 07 November to 05 December 2025.
Canvassing and Results*:
Election returns will be canvassed and reviewed by the NOMELEC on 05 December 2025.
The four (4) five (5) candidates receiving the highest number of votes shall be declared elected.
In the event of a tie, the incumbent Board of Directors shall resolve the outcome by secret ballot.
NOMELEC will announce the winning candidates via the official PAARL website and social media platforms (e.g., Facebook) immediately after canvassing.
Complaints and Reporting:
- Any complaints or protests must be submitted in writing to NOMELEC no later than 07 December 2025.
- An Election Report, including the vote tally and other relevant details, duly signed by NOMELEC, shall be submitted to the Board of Directors no later than 07 December 2025.
Election of Officers:
- The newly elected Board of Directors shall meet on or before 13 December 2025, to elect the Officers of the Association:
- President
- Vice-President
- Executive Secretary
- Treasurer
- Auditor
- Public Relations Officer
- NOMELEC will announce the newly elected Officers and Board of Directors within 24 hours after the election of Officers.
- If the election is declared null and void, the incumbent Board shall continue to serve until a new Board of Directors is duly elected and proclaimed.
