Once again, on a holy day of the Jewish calendar, the people of Israel have come under attack. Once again, the brave military forces of the State of Israel are responding and will defend our beloved Jewish state.
And, once again, the Jewish Federations across North America will act immediately and comprehensively to support our brothers and sisters as they defend Israel.

Our Impact
In one month, the Israel Emergency Campaign has provided basic needs, assisted in evacuation, housing, respite, and support for frontline communities, handed out funds for victims of terror, provided trauma relief & psychosocial care, delivered emergency medical services and healthcare, gathered Local volunteers and helped special populations. Today is not a day of simcha in Israel, but it is a day of solidarity, determination and utmost seriousness.

We have been working on a new methodology for expanding lists for research, communication, and fundraising. The lists include thousands of zip code sorted names of likely Jewish individuals identified through machine learning and data analysis.
While we are still in pilot mode, we've decided to make these lists available to all communities for purchase now so that you can be in touch with as many people as possible during the current emergency in Israel.
The cost to purchase these from Civis Analytics is $.03 per name. Each record includes name, address, phone, email, income and wealth score, marriage status, if there are children under 18 in the household, and some giving data around policy issues.

Following the invasion, Jewish Federations launched an action alert encouraging elected officials at the federal, state, and local level to speak out and make a clear and unequivocal statement in support of our ally, Israel, and its right to defend itself. Thanks to you and your support, thousands of elected officials around the country have made their voices heard.

On October 7, 2023, during the holidays of Shmini Atzeret and Simchat Torah, Hamas terrorists launched an unprecedented attack on Israel from Gaza, firing thousands of rockets, breaching the country’s borders, killing hundreds of Israelis, wounding thousands, and taking dozens hostage. Israeli Prime Minister Benjamin Netanyahu convened the cabinet to declare that Israel was at war to defend itself.
The Hamas terrorist attack on Israel was the deadliest day for the Jewish people since the Holocaust.
- This unprecedented and unprovoked attack on Israel, launched during the holidays of Shmini Atzeret and Simchat Torah, was the most significant attack on Israel since the Yom Kippur War 50 years earlier, and the deadliest day for the Jewish people since the Holocaust ended in 1945.
- Hamas infiltrated Israel in order to carry out a series of pogroms, killing over 1,200 Israelis, wounding over 7,000, and kidnapping over 240 civilians and soldiers. When compared to total population, the death toll from the attack is over 13 times that of the September 11th terror attacks on the United States.
- In a cruel and murderous rampage, the terrorist group shot entire families in their homes, took civilians hostage, burned down homes, and stalked innocents fleeing for their lives. Holocaust survivors, the elderly, and young children are among the casualties and hostages, as were dozens of Arab Israelis.
- The terror group has fired over 10,000 rockets toward Israel’s major population centers, breached its borders, and infiltrated its communities.
- At a music festival outside of Re’im, near the Gaza border, Hamas massacred over 360 attendees.
- In such a small country, this attack has personally affected the entire population; Every Israeli knows someone who has lost a relative, is missing a friend, or is desperately trying to find a loved one. Nearly everyone has a family member in the reserves.
- At least 31 American citizens and six Canadians were killed in the fighting, as were citizens of Ukraine, Thailand, Great Britain, Germany, the Philippines, and other countries. Fourteen Americans and three Canadians are still missing.
Jewish Federations stand in total and complete solidarity with Israel, which has every right to defend itself and protect its citizens.
- Like every country, Israel has the right to defend its sovereignty and its citizens from terrorism, rocket fire, and incursions. Self defense is a human right recognized under international law. Jewish Federations stand behind our Israeli brothers and sisters.
- Hundreds of Members of Congress, Governors, and local officials have joined President Biden and leaders from around the world condemning the attacks and supporting Israel.
- Hamas is a terrorist organization backed by Iran that explicitly seeks Israel’s destruction—a goal laid out in its charter and reiterated by its leaders—and seeks to rule the entire territory “from the river to the sea.”
- Since its formation in 1987, Hamas has consistently stood in the way of peace and acted as a spoiler to achieve a two-state solution. This latest attack serves as a reminder of Hamas's brutal track record of terrorism, human rights violations, and repression.
- Purposely killing and kidnapping innocent civilians are war crimes. These are not freedom fighters, they are terrorists.
- The United States and European Union classify Hamas as a foreign terrorist organization, alongside groups such as ISIS and Al Qaeda.
- In response to the attack, Israel’s cabinet has declared a war to defend its sovereignty and its citizens.
- According to the Israeli Ministry of Foreign Affairs: “Israel does and will do everything possible to prevent harm to non-involved people, but the terrorist organizations knowingly operate from within the civilian population, committing double war crimes - indiscriminately shooting at civilians, while using the residents of the Gaza Strip as human shields.”
Jewish Federations are responding, working with our core partners to support victims of terror, help rebuild damaged infrastructure, and address the immense levels of trauma caused by this horrific attack.
- Jewish Federations’ abiding support through our annual campaigns make it possible for our primary partners The Jewish Agency for Israel, the American Jewish Joint Distribution Committee (JDC), and World ORT to respond immediately when emergencies like this take place. Our emergency fund, which has already surpassed its initial $500 million goal, has direct additional resources for this critical moment.
- Already, Jewish Federations have allocated over $440 million to over 60 organizations providing emergency relief and support in Israel, including the Jewish Agency for Israel, JDC, World ORT, Israel Trauma Coalition, United Hatzalah, Magen David Adom, ZAKA, Barzilai Medical Center, and the Soroka Medical Center.
- These funds are being put to a slew of immediate and urgent needs, such as medical care, emergency services, evacuation, transport, housing, supporting victims of terror, trauma relief and psychological support, as well as preparing for medium- and long-term needs.
- Jewish Federations have held over 120 solidarity gatherings across North America, sent tens of thousands of messages to elected officials, and engaged thousands of Jewish leaders with updates from the field. We will continue to work across communities and party lines to ensure the strongest possible support for Israel in her hour of need.
- The Jewish Agency’s Fund for Victims of Terror (FVOT) is often the first non-medical responder for families and individuals who have been impacted by acts of terror and violence, providing immediate grants to rebuild homes damaged by rocket fire, and providing for long-term rehabilitation and post-trauma care.
- The Jewish Agency is part of the government's emergency roundtable and is ensuring the safety of thousands of Olim in dozens of absorption centers, caring for the thousands of residents in Amigour senior housing, and is in touch with the thousands of Masa participants, and participants in the Agency’s pre-army academies and youth villages.
- JDC is providing support to those in the line of fire, including elderly, people with disabilities, children and families at risk, and other vulnerable populations adversely impacted during this war and in past conflicts.
- The Israel Trauma Coalition (ITC) is working closely with the IDF’s Home Front Command and local authorities to help address immediate needs and will be sharing a situational assessment shortly.
What Did Vice President Harris mean when she called for an “immediate ceasefire” on March 3?
- The Biden administration’s support for Israel as it responds to the deadliest day of attacks on its soil in its history has been unwavering and steadfast.
- While headlines focused on the Vice President Harris’s call for an “immediate” ceasefire, the Vice President was explicit in her remarks: The onus is on Hamas to accept a deal that would release hostages and allow for additional aid into Gaza.
- In her speech, Harris said: "Hamas claims it wants a ceasefire. Well there is a deal on the table, and as we have said, Hamas needs to agree to that deal. Let's get a ceasefire, let's reunite the hostages with their families, and let's provide immediate relief to the people of Gaza."
- Harris’s team further clarified that she was referring to a a 6-week ceasefire deal consistent with the framework Israel has pursued.
- According to news reports, Hamas is refusing to even tell Israel how many hostages remain alive, holding up an agreement.
What happened with the aid stampede on February 29th?
- Israel has worked to facilitate hundreds of thousands of tons of aid for Gaza in a way that is consistent with maintaining Israeli security, and has pointed to problems and inefficiencies among aid organizations in distributing the aid.
- Last week, reports flooded the media that 104 Palestinians were killed in Gaza when IDF troops fired on a stampede of Gazans seeking aid from an Israeli convoy of 30 trucks carrying humanitarian assistance.
- The media and other international bodies including the EU and UN were quick to adopt Hamas’s account of the incident and to condemn Israel for the tragedy, which claimed that the deaths were due to IDF shelling and shooting.
- The IDF released aerial footage of a stampede. According to IDF Spokesperson Daniel Hagari, “Thousands of Gazans descended upon the trucks. Some began violently pushing and even trampling other Gazans to death, looting the humanitarian supplies. The unfortunate incident resulted in dozens of Gazans killed and injured.”
- The aid convoy traveled along a humanitarian corridor along with IDF tanks deployed to secure the route from Hamas fire to ensure that the aid would safely reach those in need and not stolen. After the mob approached the convoy, the situation became uncontrollable and the tank commander decided to retreat.
- According to an initial IDF probe, the majority of casualties were tragically caused by trampling and being struck by the trucks that were driven by Gazan civilians. Hagari emphasized that Israel wants the aid to reach the people of Gaza, which is why the IDF was present to conduct this humanitarian operation. He added, “No IDF strike was conducted towards the aid convoy.”
- A second incident occurred a short distance away whereby a group of Palestinians approached IDF forces in a war zone. The forces fired warning shots in the air and after the group continued to proceed forward, the IDF identified the threat and fired at the crowd. Lt. Col. Peter Lerner said, “We are aware in the second incident that there is a handful of people that were injured. This is the reality on the ground. This is a tragic incident.”
- The White House said that the incident in Gaza City was “tremendously alarming” and asked for a thorough investigation from Israel.
- The IDF has launched a full investigation to understand what happened and to prevent instances like this from happening again.
- Since the beginning of the war, Israel has facilitated 267,970 tons of aid on 14,545 trucks. Aid includes food, water, medical supplies, shelter equipment, fuel, cooking gas and other necessities.
- All trucks must undergo security screening - due to past instances of weapon smuggling for terror purposes - which inevitably slows down the process of the transfer of aid to the UN. According to Israel, “The volume of humanitarian aid is determined, among other factors, by the ability of humanitarian organizations within the Gaza Strip to absorb the aid.”
- In late February food and medical equipment were air dropped into Gaza for the first time as part of an international cooperation between Israel and the US, UAE, Jordan, Egypt and France. The US followed with its own airdrop in early March.
Does the IDF abide by International Law?
- Israel was attacked by one of the most barbaric, immoral, inhuman organizations that the world has ever known - one that vows to wipe the entire country off the face of the earth. Hamas is a group that purposely targets civilians with documented plans to commit horrific atrocities. These plans were implemented and included beheadings, burning people alive, killing dozens of babies, raping women, taking Holocaust survivors and others as captives. This evil organization was elected by the people of Gaza.
- The IDF is forced to contend with terrorists that embed themselves within civilian neighborhoods, in mosques, schools and hospitals (see below) and in underground tunnels using civilians as shields, as the IDF displayed in a map describing its activities in the Jabaliya camp in northern Gaza.
- Despite the intensity of the battles, coming in response to one of the most heinous and barbaric attacks in modern history, the IDF continues to make overwhelming efforts to uphold its status as a moral, humane military force guided by international law.
- Israel is NOT targeting civilians, and is warning Palestinians before it strikes Hamas’ terror and military targets; losing the element of surprise as the price it must pay for keeping Gazan non-combatants out of harm's way.
- Since the outbreak of the war, the IDF has repeatedly worked to warn civilians ahead of military strikes. In addition to the designation of safe passageways and pauses in fighting, these measures include as of December 10th dropping 4 million leaflets, issuing 42,000 phone calls and 12 million recorded messages and sending 15 million text messages, which have enabled over 1 million people to evacuate from northern Gaza and 400,000 from the south, saving many lives.
- The IDF has released directions in Arabic of safe passage within the battle zones and has deployed high-tech mapping software to reduce noncombatant deaths. The IDF has reiterated that “The people of Gaza are not our enemies."
- Cynically, disturbingly, and once again demonstrating their complete disregard for human life and civilian populations, Hamas has ordered residents not to leave and to stay in place, despite the warnings that Israel has given, potentially condemning some of their own people to die. Evidence has emerged of Hamas blocking the safe corridors created by Israel, forcing their own civilian population to remain in the fighting zone and become human shields and propaganda pawns.
- All military operations carried out by the IDF are coordinated in accordance with the Military Advocate General (MAG) Corps, which is responsible for implementing the rules of war within the IDF. Within the MAG, an International Law Department acts “to assist the IDF to achieve its objectives in accordance with the law, and specifically international law.” Furthermore, IDF military lawyers are involved in advising commanders on the legal aspects of warfare.
- Former Judge Advocate in the U.S. Air Force and international law expert Michael Schmitt explained that, “The IDF has provided unprecedented warnings throughout the conflict,” which have “exceeded what the law required.”
- Efforts of the IDF to mitigate civilian harm have been recognized by NSC Spokesman John Kirby, who said that “It’s not the Israel Defense Forces’ strategy to kill innocent people. It’s happening, I admit that, and each one’s a tragedy,” while Hamas “is deliberately hiding themselves in residential buildings, in hospitals, [and] in tunnels.” He emphasized that Israel goes beyond what “a modern military would do to minimize civilian casualties.”
- Secretary of State Anthony Blinken also acknowledged Israel’s efforts to reduce civilian casualties. In an interview with CNN he said that Hamas “intentionally embeds itself with civilians… and it’s very, very challenging for Israel to do what it needs to do to make sure this never happens again.”
- Military experts have said that the civilian to combatant casualty rate is lower than in many other urban warfare battles in modern history, attesting to the efforts of the IDF to minimize civilian harm.
How does Hamas use Palestinians as human shields?
- While Israel is targeting terrorists and doing everything in its power to limit civilian casualties, including by informing non-combatants of incoming attacks and opening corridors to allow civilians to flee, Hamas deliberately targets Israeli civilians and hides behind innocent Palestinians.
- The IDF released new evidence of Hamas using a Qatari-funded hospital, the Sheikh Hamad bin Khalifa Al Thani Hospital, for military operations. This hospital is the largest in northern Gaza.
- The IDF provided extensive video footage explaining how Hamas terrorists operated beneath the hospital and used the hospital to launch rocket attacks, and revealed access shafts that Hamas terrorists used to emerge from the hospital. The IDF also exposed that an Indonesian-funded hospital in Gaza was built on top of terrorist infrastructure, and that rockets were launched nearby.
- This follows evidence supplied by the IDF that Al-Shifa hospital, the largest and most advanced hospital in the entirety of Gaza, is being used as a base for Hamas’ command center.
- Earlier this week, the IDF also released footage of Hamas rocket launchers next to a playground and a children’s swimming pool in Gaza.
- Hamas attempted to prevent civilians from evacuating a humanitarian route the IDF opened in northern Gaza, endangering the lives of Palestinians trying to evacuate to the South, and attempted to smuggle terrorists out of Gaza in an ambulance.
Is Israel cutting off electricity and other supplies to Gaza?
- Hamas, elected by the people of Gaza, is the authority in charge of the Strip, and responsible for the well-being of its citizens. In the past, the regime has diverted large quantities of provisions and aid for military and terror purposes, while its wealthy leadership has squandered urgent resources for themselves.
- For example, we have seen again and again that emergency supplies of much-needed diesel fuel (used to power generators for hospitals, among other purposes) has been redirected to Hamas’ rocket program and other military uses. It should also be noted that in regular times, Israel only supplies 10% of Gaza’s water and 50% of its electricity (a further 25% comes from solar power, and the rest from Egypt and other sources).
- Israel has created a humanitarian corridor allowing Palestinian civilians to safely evacuate to southern Gaza. Since the onset of the war, the IDF has repeatedly issued messages and phone calls in Arabic urging civilians to evacuate southward, and has made personal phone calls to Palestinians asking them to evacuate entire buildings ahead of Israeli airstrikes, in order to save civilian life.
- As of November 9th, an estimated 850,000 have evacuated northern Gaza since the beginning of the war.
- While Hamas has prevented civilians from moving southward by setting up roadblocks and firing on IDF convoys, the IDF is protecting Palestinians along the route.
- Prime Minister Benjamin Netanyahu said that there will be no ceasefire “without the return of our hostages.” He has added that short term pauses for humanitarian purposes are on the table.
- Top Hamas officials don’t express regret for the death of civilians, but have presented mass civilian deaths as a “sacrifice” that is necessary “for the liberation of the Palestinian people,” and have removed responsibility from Hamas for protecting Palestinian lives.
- In early November, Israeli sources reported that more than 28.5 million liters of water are now entering Gaza daily with the opening of a second pipeline from Israel. IDF sources provided evidence that Hamas was taking fuel for its own purposes, and that it has stockpiled over half-a-million liters of fuel. In addition, Israel coordinated with Jordan a humanitarian air drop into Gaza by Jordanian Air Force planes.
How much aid has Israel delivered to Gaza?
- Israel continues to emphasize that it is fighting Hamas, a terrorist organization dedicated to Israel’s destruction, and not against the Palestinian civilians.
- All humanitarian aid delivered by Israel is facilitated through COGAT, a unit of the IDF that works around clock to ensure that the aid is being delivered. Its spokesperson has said that COGAT is checking more trucks than the U.N. is able to process in Gaza.
- On December 17th Israel opened a second border crossing, Kerem Shalom, to allow for more aid to be transferred. Since the beginning of the war, all aid had arrived through the Rafah crossing via Egypt.
- According to the latest data released by COGAT, as of February 12 over 238,000 tons of aid and more than 7,500 trucks have now been transferred into Gaza. This includes containers of diesel fuel, medical supplies, food and water and cooking gas that are delivered to UN agencies.
- In December, COGAT facilitated the delivery of 80,000 vaccines that were donated by UNICEF.
- These efforts are ongoing with trucks accessing the Gaza Strip every day under IDF supervision, despite documented efforts by Hamas to sabotage those efforts, steal supplies before they can reach their intended targets and hide in ambulances and humanitarian convoys.
- Only 10% of drinking water typically used within Gaza is provided by Israel where the rest is locally sourced. Yet over the course of the war, COGAT opened two water lines from Israel into Gaza providing water to hundreds of thousands of Palestinian residents in the southern part of the strip. These pipes have been destroyed by Hamas on several occasions and Israel has overseen their repair.
- In December the United Nations Security Council passed a resolution that called for increased aid to Gaza. U.S. Ambassador to the UN Linda Thomas-Greenfield praised the resolution but abstained from voting in favor of it. She asked, “Why is it so hard to condemn Hamas for slaughtering young people at a concert, for butchering families alive, for the reports of widespread sexual violence? I will never understand why some council members have remained silent in the face of such evil.”
- The Lieber Institute of Law & Land Warfare at West Point published a review of Israel’s commitment to protecting civilians and providing humanitarian aid, arguing that its actions are wholly legitimate given the nature of combat and the obstacles that Hamas puts forth specifically to endanger civilians.
- While the humanitarian situation in Gaza is dire, Israel continues to facilitate aid to Gaza and encourages donations of humanitarian assistance through COGAT.

Is Israel guilty of genocide?
- As the war enters its third month, anti-Israel activists are increasingly attempting to accuse Israel of genocide, one of the most serious accusations that can be leveled in international law.
- The use of such a term is an insult to victims of genocides throughout history and contradicts the reality of Israel’s intentions in the war, which is the result of a brutal attack on Israeli citizens by Hamas, and is aimed at destroying the terror group whose stated mission is to wipe Israel off the map.
- South Africa filed a case against Israel in the United Nation’s highest court, the International Court of Justice (ICJ), alleging that Israel’s actions in Gaza constitute genocide.
- National Security Advisor Tzachi Hanegbi said: "The Jewish people have experienced genocide more profoundly than any other nation with six million of our people brutally slaughtered. A similar cruelty was inflicted on Israeli citizens in the massacre of October 7th, but this time we have the capability to defend ourselves against those seeking our destruction. The absurd petition against the right of the victim to self-defense is disgraceful, and we expect all civilized nations to stand with our determination."
- In response to the South African case, NSC Spokesman John Kirby described the filing as “meritless, counterproductive and completely without any basis in fact.”
- The defined concept of genocide is relatively new, coined by a Polish lawyer in only 1944 to describe actions taken by the Nazis, including attempts to eliminate the Jewish people. The legality of the concept was established by the Convention on the Prevention and Punishment of the Crime of Genocide.
- The key element in the convention is that in order for killings to be described as genocide, there must be “a proven intent on the part of perpetrators to physically destroy a national, ethnical, racial or religious group.”
- Israeli military and government leaders have repeatedly declared that the country is at war with Hamas and not the Palestinian people. Furthermore, the IDF does not target civilians and has established multiple measures to minimize civilian casualties in accordance with international law, including by warning and evacuating civilians ahead of attacks and establishing safe zones.
- Earlier in the war NSC Spokesman John Kirby stated: "Israel isn’t trying to wipe the Palestinian people off the map. Israel isn’t trying to wipe Gaza off the map. Israel is trying to defend itself against a genocidal terrorist threat. So if we’re going to start using that word, Fine. Let’s use it appropriately.”
- In contrast, Hamas’s charter calls for the annihilation of Israel and murder of Jews, and Hamas leaders repeatedly incite violence against Israel and vow to repeat the October 7th attacks until Israel is wiped off the map.
Why did Israel order Gazans to evacuate the Northern Gaza Strip?
- This war was not inevitable. Hamas—an internationally armed, financed, and trained terrorist organization whose stated purpose is the destruction of Israel—started this war. Israel is taking the necessary steps to keep all its residents safe, no matter their identity.
- Hamas, whose stated purpose is the destruction of Israel and murder of Jews, targeted men, women, children, babies and the elderly in the worst massacre in the history of Israel.
- Hamas has militarized cities and neighborhoods in Gaza, using schools, hospitals and mosques as storehouses for ammunition aimed at destroying Israel.
- Hamas places the citizens of Gaza directly in harm’s way, committing war crimes against both Israelis and Palestinians, sometimes killing Palestinians from misfires or rockets that fall short.
- Israel, a sovereign nation, has a moral right and obligation to defend itself and protect its citizens from this terrorist entity.
- Israel does not target civilians. The IDF warns Gazans in advance of attacks so that citizens can flee.
- The IDF has been urging civilians to evacuate the northern strip, where its military operations are focused. As of November 7th, The IDF had distributed over 1.5 million pamphlets across Gaza, sent 4.3 million text messages and issued over 5.9 million prerecorded phone calls and 20,000 live phone calls.
- Despite the IDF’s calls, Hamas has ordered Palestinians to remain in their homes.
- Any loss of civilian life is a tragedy whose responsibility lies with Hamas.
- The only way to prevent this destruction is for Hamas and other terrorist groups in Gaza to put down their weapons and accept Israel’s right to exist.
Who was responsible for the blast outside a Gaza hospital?
- At around 8PM on Tuesday, reports emerged of an attack outside the Al-Ahli Hospital in Gaza with Hamas claiming as many as 500 people killed in the attack.
- Within minutes of the attack, media outlets, including large mainstream outlets like CNN, The New York Times and many others released reports suggesting it was the result of an Israeli airstrike, and international condemnation directed at Israel intensified.
- After taking the time to investigate, at 11:00 PM the IDF released a statement establishing that Islamic Jihad was responsible for the attack due to a “failed rocket launch.”
- The IDF provided video evidence of the scene of the attack indicating that crater impacts which result from Israeli Air Force strikes are not visible anywhere within the hospital campus. The IDF also released recordings intercepted from Hamas operatives as they realize the true source of the attack, as well as photo evidence.
- Upon landing in Tel Aviv, President Biden addressed the terrible incident and said that “the other team” is responsible for the attack and not Israel.
- Failed rocket launches from Gaza have been the cause of many Palestinian casualties in past rounds of the conflict, with the IDF stating that in the current war as many as 450 rockets have already fallen within Gaza. Terrorism from Gaza does not only harm Israelis, but also Palestinian lives.
What are the details of the hostage deal?
- Documents recovered from Hamas terrorists included instructions to “kill as many individuals as possible, and capture hostages until receiving further instructions.”
- After more than 46 days of war following the horrific massacres on October 7th, Israel’s Government voted to approve a limited hostage deal with Hamas, with 50 women and children who were cruelly abducted by Hamas against international law to be released over the coming days.
- Almost all the hostages still have immediate family members being held in Gaza or have come out to discover that loved ones had been murdered on October 7th.
- In exchange, Israel agreed to a four-day humanitarian pause and the release of 150 Palestinian terrorists from a potential list of 300, who might be released if further hostages are allowed to return home.
- A two-day humanitarian pause was extended in exchange for the release of more Israeli hostages.
- The Ministry of Justice released the names of the 300 prisoners. The vast majority are males aged 18 and under - held for murder attempts, stabbings, hurling firebombs and rock-throwing. Thirteen are adult women, including those convicted of stabbings. One of the female Palestinian prisoners set to be released is Misoun Mussa, who was sentenced to 15 years in prison for a 2015 stabbing attack against an Israeli soldier in Jerusalem. One of the minors is 17-year-old Muhammad Abu Katish, who was convicted for stabbing and seriously injuring a yeshiva student in 2022.
- Also in the agreement, Hamas agreed to allow representatives from the Red Cross to visit the hostages who will remain in captivity and supply them with medicine. In addition, fuel can enter Gaza during the pause in the fighting. Hamas has not yet complied with this promise.
- Unfortunately, Hamas continues to deny the remaining hostages visits from the Red Cross and access to their medications.
- Israel’s President Isaac Herzog stated that the deal is, “a moral and ethical duty that correctly expresses the Jewish and Israeli value of securing the freedom of those held captive, with the hope that it will be the first step in returning all the hostages home.”
- U.S. President Joe Biden shared, “I am extraordinarily gratified that some of these brave souls who have endured weeks of captivity and an unspeakable ordeal will be reunited with their families once this deal is fully implemented.”
- A statement from Hamas claimed that, “the provisions of this agreement were formulated according to the vision of the resistance and its determinants that aim to serve our people and enhance their steadfastness in the face of aggression.”
- The Government made it clear that despite the ceasefire, the military will continue its war against Hamas, stating, “immediately after the end of the pause in fighting needed to secure the release of the hostages, fighting will resume in the Gaza Strip in order to destroy the military and organizational capabilities of Hamas and Palestinian Islamic Jihad in Gaza and to create the conditions for the return of all the hostages.”
- The deep emotional and practical complexities involved with the decision were described by senior journalist Herb Keinon as, “a quintessential Israeli moment; placing responsibility for its citizens above everything else.”
- A new poll released by Jewish Federations found that 72% of the American public support short-term humanitarian pauses to allow for the return of hostages, while only 20% of the general population support an immediate and unconditional ceasefire.
Is a ceasefire good for Israel?
- Israel did not choose this war. Hamas—an internationally armed, financed, and trained terrorist organization whose stated purpose is the destruction of Israel—started this war. Israel, a sovereign nation, has a moral right and obligation to defend itself and protect its citizens from this terrorist entity. The war against Hamas is one of the free world against the forces of evil and barbarism. It is a war of self-defense and self-preservation against an enemy that tortured, mutilated, and decapitated its victims of all ages.
- The IDF released harrowing, unedited bodycam footage that shows terrorists slaughtering, torturing and decapitating innocent Israelis (warning: graphic footage). Hamas terrorists also kidnapped over 240 innocent civilians, including small children, the elderly and individuals with disabilities, in defiance of international law.
- Israeli military and government leaders have repeatedly declared that the country is at war with Hamas and not the Palestinian people. Furthermore, the IDF does not target civilians and has established multiple measures to minimize civilian casualties in accordance with international law, including by warning and evacuating civilians ahead of attacks and establishing safe zones.
- Any ceasefire that does not lead to the release of all hostages and the removal of Hamas from power is unsustainable.
- History has proven that Hamas repeatedly violates ceasefires, launching attacks on Israel every few years that continue to be more deadly and involve the use of more sophisticated weaponry.
- “Calls for a ceasefire are calls for Israel to surrender to Hamas, to surrender to terrorism, to surrender to barbarism. That will not happen," Prime Minister Benjamin Netanyahu declared.
- According to State Department spokesman Matthew Miller, “any ceasefire would give Hamas the ability to rest, to refit, and to get ready to continue launching terrorist attacks against Israel.”
- When discussing the call for a ceasefire, Hillary Clinton said, “People who are calling for a ceasefire now, don’t understand Hamas... It would be such a gift to Hamas because they would spend whatever time [that] there was a ceasefire in effect rebuilding their armaments... to be able to fend off an eventual assault by the Israelis.
- A recent poll of Americans found that 61% hold that Israel should only agree to a ceasefire with Hamas after Hamas has been disarmed and dismantled and the hostages are released.
What are some of the details that have been exposed about sexual violence on October 7th?
- An in-depth report by The Times of London found that committing acts of sexual violence was part of the stated mission of the Hamas terrorists; further investigations have revealed the widespread extent of this.
- An Israeli police investigator told the Knesset that more than 1,500 testimonies of acts of sexual violence, from alleged gang rape to post-mortem mutilation, have been provided. Disturbing details have been shared by survivors of the Supernova music festival and described by volunteers who received bodies at the morgue.
- Head of the International Crime Investigations Unit of the Israeli police Meni Binyamin said that autopsies, forensic evidence, and confessions from captured Hamas terrorists corroborate that sexual crimes were committed.
- Chair of the Israeli Civil Commission on Oct 7th Crimes by Hamas against Women and Children, Dr. Cochav Elkayam-Levy, said that the difficulty in completing the investigations will be extremely challenging as many of the women who were sexually assaulted and raped were subsequently murdered.
- Despite the UN’s stated commitment to protect women and girls from gender-based violence, it took The United Nations Entity for Gender Equality and the Empowerment of Women, known as UN Women, over 50 days to issue a public statement condemning the acts of violence perpetrated on that day. UN Secretary General António Guterres waited until November 29th to issue a statement.
- A bipartisan group of 80 Members of Congress issued a letter to UN Women Executive Director Sima Bahous that expressed outrage over international skepticism and denial of the atrocities and urged “UN Women to maintain its credibility by publicly denouncing the atrocious violation of women’s rights by Hamas terrorists.”
- A social media campaign sprouted with hashtags such as #MeTooUnlessUrAJew” and “#BelieveIsraeliWomen.” Social media influencers have joined the condemnation of the deafening silence; among the most prominent influencers are Sheryl Sandberg and Gal Gadot.
- Among those at the special session at the UN hosted by the Israeli Mission to the US yesterday was Zaka volunteer Simcha Greiman, who recounted that the body of one woman had “nails and different objects in her female organs.” In another house, a person’s genitals were so mutilated that “we couldn’t identify if it was a man or a woman.”
- Hillary Clinton also addressed the UN session by video, saying: "Many women and girls were attacked brutally on October 7th. We must respond to weaponized sexual violence, wherever it happens, with absolute condemnation.”
- Grave concern remains over the hostages still in captivity. State Department Spokesman Matthew Miller said that the department has “seen the reports that Hamas has committed sexual violence, they’ve committed rape, we have no reason at all to doubt those reports” and suggested that one of the reasons Hamas apparently does not want to release the remaining women hostages is because “they don't want those women to be able to talk about what happened to them during their time in custody.”
Why is Israel fighting in the Shifa Hospital?
- The IDF has made it clear that the war is not against the Palestinian civilian population but is about two sole goals, eliminating Hamas and returning the hostages.
- Shifa hospital is a key target in Israel’s operations to dismantle the terrorist organization and end Hamas’ oppressive rule over Gaza.
- According to the IDF, special forces carried out a “precise and targeted operation against Hamas in a defined area in the Shifa hospital,” based on operational necessity and intelligence of the hospital’s usage as a headquarters for Hamas activities.
- On November 15th, the IDF released initial footage of some of the Hamas rifles, ammunition, bullet-proof vests and booklets with instructions on how to attacks Israelis that were hidden within the hospital in closets and behind MRI machines, calling the findings just “the tip of the iceberg.”
- After finding weapons and other ammunition in Shifa hospital, The IDF released video footage revealing what it calls a significant 164-foot-long tunnel, 32 feet underneath the hospital, fortified with an explosion-proof door with a firing hole to block Israeli troops from entering the underground complex.
- The IDF released footage from hospital cameras on October 7th showing two Thai and Nepalese hostages being brought into the hospital by Hamas terrorists armed with weapons, after the men were abducted earlier that morning. The terrorists are seen entering the hospital in a captured IDF military jeep.
- The IDF also revealed that it found laptops in the hospital with photos and videos of hostages taken after they were kidnapped to Gaza.
- A number of medical professionals who worked at Shifa hospital provided testimony of non-medical activity in the hospital. A British doctor told France 24 about the warnings he received during his stint at the hospital in 2021. As far back as 2007, a Palestinian doctor at Shifa hospital was quoted in a medical journal as saying, “The medical staff are suffering from fear and terror, particularly of the Hamas fighters, who are in every corner of the hospital.” In 2014 the Washington Post reported that the hospital has become, “A de facto headquarters for Hamas leaders, who can be seen in the hallways and offices.”
- As troops were operating inside the hospital, the IDF also delivered medical supplies and baby equipment - including incubators - that were brought into Gaza in Israeli tanks and Armored Personnel Carriers. The IDF brought in medical teams and Arabic-speaking soldiers to ensure that the supplies reach the patients who are still being treated in the hospital.
- The Pentagon acknowledged that, “Hamas and the Palestinian Islamic Jihad uses some hospitals in the Gaza Strip, including the al-Shifa hospital, as a way to conceal and support their military operations and hold hostages."
- The IDF opened a safe passage on the eastern side of the hospital to evacuate civilians. The IDF is continuing to urge residents of northern Gaza to move southward towards safety, taking advantage of what it called “a tactical pause of military operation for humanitarian purposes.”
- Using hospitals as a base for terrorist operations is not a new tactic. The Al Salem hospital in Mosul was used by ISIS as a base for its attacks and was bombed by American troops.
What is the threat Israel faces in the north?
- Since October 7th, Israel has faced attacks on multiple fronts, including over 2,000 rockets, drones and anti-tank missiles that have been launched into northern Israel by Hezbollah in Syria and Lebanon. The fire, which has intensified in the last few days, began on October 8th when Hezbollah launched an unprovoked barrage of rockets into Israel.
- Hezbollah is a Shi'ite political and militant group based in Lebanon that was founded in 1982. Its doctrine calls for the destruction of Israel, stating that Israel “is the hated enemy that must be fought until the hated ones get what they deserve.” Among its objectives is “to expel the Americans” from the Middle East.
- The group was founded and is funded by Iran and operates in very close coordination with Iran until this day. Hezbollah is designated as a terrorist organization by the United States and many other countries.
- Hezbollah has been described as “the world’s most heavily armed non-state actor, and as “a militia trained like an army and equipped like a state.” It is estimated that the group maintains an arsenal of between 70,000 and 150,000 missiles and rockets, including a small number of precision-guided missiles.
- In a 2016 speech, Hezbollah chief Hassan Nasrallah said, “Today Israel has its own nuclear bomb. All our rockets plus the ammonia tanks in Haifa result in a nuclear bomb. In a region that populates 800,000 people, a few tens of thousands will be killed.”
- In a recent video released by Hezbollah simulating an attack on Israelis, the group stated that “[Israel] will disappear where Palestine will remain Arab and dear to its sons.”
- There is tremendous fear among residents of northern communities, which in many cases are even closer to the border fence than along the southern border with Gaza. The threat to the north has forced the evacuation of about 80,000 people.
- Prime Minister Netanyahu addressed Hezbollah saying, “I suggest that Hezbollah learn what Hamas has already learned in recent months: No terrorist is immune.”
- Following the Second Lebanon War, the United Nations passed UN Resolution 1701 which called for the complete cessation by Hezbollah of any attacks on Israel, while Israel is required to cease any offensive measures against Hezbollah. Hezbollah’s actions including attacking Israeli infrastructure are a violation of the Resolution.
- Israel has retaliated by launching counter-strikes on Hezbollah targets in Syria and Lebanon. It was reported in early January that Wissam al-Tawil, senior commander of Hezbollah’s elite Rawdan force, was killed by a targeted IDF air stike. Tawil was one of the most senior members of Hezbollah to be eliminated since the war began. Later that week it was reported that Hezbollah’s drone chief Ali Hussein Barji, another senior member of the terrorist group, was killed.

- Support for terror victims: Jewish Federations’ partners, including the Jewish Agency for Israel, JDC, and the Israel Trauma Coalition, are addressing needs on the ground. The Jewish Agency’s Fund for Victims of Terror is providing immediate financial support to families whose homes were directly hit by rocket fire and is helping them with urgent needs. The Israel Trauma Coalition (ITC) reports that close to 60% of residents living near the Gaza border have temporarily left their homes and are staying in areas further away from the conflict.
- Support for Israel’s defense capabilities: Jewish Federations of North America are proud to continuously support Israel’s right to defend herself through U.S. military aid to uphold Israel’s Qualitative Military Edge and missile defense funding – including necessary supplemental aid for Iron Dome.

Iran and Hamas work together to prevent Israeli-Palestinian reconciliation. In recent years, Tehran has contributed upwards of $70 million per year in financial and military support to Hamas.
