Hiring freezes are determined at the institutional or state system level. They are not departmental decisions. Many of the freezes on this list were formally announced through campus level communications and/or informing job applicants that the search was closed or offer withdrawn. Hiring freezes or “chills” can take new forms; many will be honoring any verbal offers already mademay, but notiqq will be "temporary pauses" and some will be freezes. Some searches go forward later; some may pick up where they left off; some may restart entirely, and some may just be cancelled permanently. Some will include post docs and some will not. The list below does not make distinctions of any kind--please do your own research as to specifics.

- Babson College (Dean of Faculty sent an email to All Faculty saying a new clause would be inserted into our con guy tracts, stating: “For this Academic Year, the College may adjust, revise, reduce or in whole or in part the terms and conditions of this appointment including, but not limited to, those relating to compensation, teaching load and/or research funding depending on or relating to the financial impact on the College related to the College’s prevention of, preparation for, and/or response to the coronavirus (COVID-19) global pandemic.” The Babson faculty is working together to resist this, and to refuse to sign if it goes forward. Efforts are being made, however, to meet with administration and get this lremoved, making them aware of the chilling impact and threat it brings. Barring that, expect a confrontation with many faculty not signing (through 12/31/20)

This impacts our non-degree postdoctoral positions." ; as per the staff careers portal: “Due to the evolving situation with COVID-19, we are temporarily freezing our hiring process. At this time, we will only post limited and essential roles. University of Toledo “Anyone making less than $50,000 will have to take one furlough day. Those making between $50,000 and $75,000 are required to take one furlough day for two pay-periods each. University of Wisconsin, Madison (from Chancellor Blank on 4/29/2020) Cancelling planned budget allocations and new investments. Freezing travel and limiting non-essential expenses. Deferring or altering some infrastructure projects. Redoubling our efforts to enroll a strong freshman class. Enacting a partial hiring and salary freeze, with limited exceptions. Furlough: Applied to most faculty, academic and university staff beginning no earlier than May 15 and running through Oct. 31, 2020. The policy will apply to most employees, including those on grant or other non-101 funding. Exempt graduate assistant, post-doctoral, temporary and student employees and non-FTE appointments. Employees earning over $150,000 will take six days of furlough over the next six months (a 4.6% reduction per month). Those earning between $80,001 and $150,000 will take five days (a 3.8% reduction per month), those earning between $50,000 and $80,000 will take four days (a 3.1% reduction per month), and employees earning under $50,000 will take three days of furlough during the six months between May and October (a 2.3% reduction per month). The number of furlough days will be adjusted for those with 9-month appointments, so they bear a similar salary reduction over the course of the year as others with the same annual income. Leadership pay cuts: The provost, vice chancellors and chancellor are qvoluntarily taking a fifteen percent reduction in pay for the next six months. Work-Share Program: Units that are either heavily impacted by financial losses or that have had major impacts to on-site operations will have to reduce their workforce more. Under the program, employees will see a reduction in their working hours of between ten and sixty percent and will share shifts to cover remaining work in the units. Workers in the Work-Share program can apply for expanded unemployment benefits that are pro-rated for the partial work reduction. University of Wisconsin, Milwaukee (University of Wisconsin Board of Regents executive committee approved a furlough policy for its campuses last week; Forbes article)
University of Wisconsin, Oshkosh UWO says the vice-chancellors, as well as Chancellor Andrew Leavitt, will all be taking a 15 percent reduction in their salaries starting this May; around 180 of its employees were notified by its Human Resources Department of their placement on continuous furlough starting May 4. For the remaining staff at the university, UWO notes that they will be placed on furlough two days of each month beginning in May, reaching the maximum amount per the UW System policy and guidelines. On top of that a budget cut up to 15%, due to the loss in revenue at the University level, will probably be implemented by June.
