FINANCIAL SUPPORT

Canada Emergency Response Benefit (CERB)

Apr. 15 update from Government of Canada website:

Canada Emergency Response Benefit

If you have stopped working because of COVID-19, the Canada Emergency Response Benefit (CERB) may provide you with temporary income support. It is a taxable benefit of $2,000 every 4 weeks for up to 16 weeks to eligible workers who have lost their income due to COVID-19.

The CERB is available to workers who meet all of the following conditions:

  • live in Canada and are at least 15 years old
  • stopped working because of COVID-19 or are eligible for EI regular or sickness benefits
  • have not voluntarily quit their job
  • had income of at least $5,000 in 2019 or in the 12 months prior to the date of their application.

On April 15, we announced changes to the eligibility rules to:

  • Allow people to earn up to $1,000 per month while collecting the CERB.
  • Extend the CERB to seasonal workers who have exhausted their EI regular benefits and are unable to undertake their regular seasonal work because of COVID-19.
  • Extend the CERB to workers who have recently exhausted their EI regular benefits and are unable to find a job because of COVID-19.

An online questionnaire will help us direct you to the service option that best fits your situation (i.e. eligibility for Employment Insurance benefits or not).

Do not apply for the CERB if you have already applied for EI.”

Important Details:

  • When submitting your first claim, you cannot have earned more than $1,000 in employment and/or self-employment income for 14 or more consecutive days within the four-week benefit period of your claim.
  • When submitting subsequent claims, you cannot have earned more than $1,000 in employment and/or self-employment income for the entire four-week benefit period of your new claim.

  • The next eligibility period is May 10 to June 6.

How to Re-Apply:

  • If you applied through Employment Insurance, you will need to complete your EI report online or by phone (1-800-531-7555) to continue receiving CERB.
  • If you applied through the CRA, you can re-apply via CRA My Account or by phone (1-800-959-2019 or 1-800-959-2041). Re-apply based on your birth month:
  • Jan, Feb, March - apply Mondays (first day to apply is May 11)
  • April, May, June - apply Tuesdays (first day to apply is May 12)
  • July, Aug, Sept - apply Wednesdays (first day to apply is May 13)

B.C. Employment Insurance (E.I.)

From Government of Canada website (April 6, 2020):

If you have stopped working because of COVID-19, you should apply for the Canada Emergency Response Benefit, whether or not are eligible for Employment Insurance. The Benefit is available for the period from March 15, 2020 to October 3, 2020. If you applied for EI regular or sickness benefits on March 15, 2020 or later, your claim will be automatically processed through the Canada Emergency Response Benefit. Starting now, there will be a single portal to assist you with the application process.”

Canada Child Benefit

From Government of Canada website (April 6, 2020):                                            “We are providing up to an extra $300 per child through the Canada Child Benefit (CCB) for 2019-20. This will mean approximately $550 more for the average family. This benefit will be delivered as part of the scheduled CCB payment in May. Those who already receive the CCB do not need to re-apply.”

GST Tax Credit

From Government of Canada website (April 6, 2020):

“We are providing a one-time special payment starting April 9 through the Goods and Services Tax credit for low- and modest-income families and individuals. The average additional benefit will be close to $400 for single individuals and close to $600 for couples. There is no need to apply for this payment. If you are eligible, you will get it automatically.

People Getting Income Assistance or PWD

May 4 update: Transit fares resuming on June 1; at this point top up will stop. It is unclear if this will be reflected in May or June cheques

From Indigenous Harm Reduction Team( see Street Survival in COVID Times for details): April, May, and June cheques will be automatically topped up by $300 (starting on Apr 22). No application needed… There is also a $52 top up for people on PWD who get BC Bus Pass”.

Climate Action Tax Credit

April 6 update from Government of Canada website:

“A one-time enhancement to the climate action tax credit will be paid in July 2020 for moderate to low-income families: An adult will receive up to $218.00 (increased from $43.50). A child will receive $64.00 (increased from $12.75).”

Ministry of Social Development and Poverty Reduction

Restricting number of people allowed into the building; phone if possible. In-person Ministry offices remain open to serve applicants and clients. Call 1-866-866-0800 or use My Self Serve instead of coming into an office if you have:

  • COVID-19 symptoms like cough, shortness of breath or fever

  • Been around someone sick, like a family member

  • Not completed 14-day isolation after travel abroad

Federal Financial Support for Seniors

May 13 update: For those who are 65+ and receive Old Age Security (OAS), there will be a one-time, tax-free payment of $300 in addition to your regular cheque.

For those who receive Guaranteed Income Security (GIS), there will be a one-time, tax-free payment of $200 in addition to your regular cheque. 

There is no need to apply; one-time payments will be automatically added.

May 13 update from Government of Canada website:

“We are temporarily extending GIS and Allowance payments if seniors’ 2019 income information has not been assessed. This will ensure that the most vulnerable seniors continue to receive their benefits when they need them the most. To avoid an interruption in benefits, seniors are encouraged to submit their 2019 income information as soon as possible and no later than by October 1, 2020”.

“We reduced the required minimum withdrawals from Registered Retirement Income Funds (RRIFs) by 25 per cent for 2020.”

Students

May 11 update from Canada's COVID-19 Economic Response Plan: The Canada Emergency Student Benefit (CESB) provides emergency financial relief    to students and recent graduates who are unable to work, or unable to find work, due to reasons related to COVID-19. It is also available for those who are working but not making more than $1,000 (before taxes) over the four-week period for which they are applying.
This benefit provides $1,250 per month for eligible students or $2,000 per month for eligible students with dependents or disabilities. This benefit will be available from May to August 2020. You cannot apply for the CESB if you already applied for the CERB or EI.

Loans: B.C.: Starting March 30, 2020: B.C. student loan payments are automatically frozen for six months; Federal: The Government of Canada has paused the repayment of Canada Student Loans until September 30, 2020, with no accrual of interest.

B.C. Emergency Benefit for Workers

May 2 update: Apply now for the B.C. Emergency Benefit for Workers, a tax-free, one time $1,000 payment for B.C. residents whose ability to work has been affected due to COVID-19: eTaxBC - Province of British Columbia

To be eligible for the emergency benefit, you must:

  • Have been a resident of British Columbia on March 15, 2020
  • Meet the eligibility requirements for the Canada Emergency Response Benefit (CERB)
  • Have been approved for the Canada Emergency Response Benefit, even if you haven’t received a federal benefit payment yet
  • Be at least 15 years old on the date you apply
  • Have filed, or agree to file, a 2019 B.C. income tax return
  • Not be receiving provincial income assistance or disability assistance
  • Not be incarcerated in a provincial or federal correctional facility for a period of 90 days or longer that includes March 15, 2020

If you're eligible for the Canada Emergency Response Benefit and receive a CERB payment, then return to work, you may still be eligible for the B.C. Emergency Benefit for Workers if all other requirements are met, provided you are not required to repay the CERB benefit. If you receive a payment and we later determine that you are not eligible for it, you may be required to repay it with penalties and interest.

What You Need To Apply

  • Your Social Insurance Number

  • Your direct deposit information

  • An approved Canada Emergency Response Benefit (CERB)

You have until December 2, 2020 to apply. You can expect to receive payment within 10 business days after your application is approved. Documentation isn't required when you apply. However, all applications will be verified and we may ask you for proof of your eligibility at a later date.

Fraud Alert: We will not contact you by text message. If you receive a text about the B.C. Emergency Benefit for Workers, it may be fraud. If you’re not sure, call or email us directly.

Support Fund for Former Youth in Care

Federal Financial Support for Indigenous Peoples

$305 million for a new distinctions-based Indigenous Community Support Fund to address immediate needs in First Nations, Inuit, and Métis Nation communities.

These funds could be used for measures including, but not limited to:

  • support for Elders and vulnerable community members,
  • measures to address food insecurity,
  • educational and other support for children,
  • mental health assistance and emergency response services,
  • preparedness measures to prevent the spread of COVID-19.”

Indigenous Community Support Fund

“$100 million to support a range of federal health measures, including support for preparedness in First Nation and Inuit communities. These funds will:

  • respond to identified needs to update and activate pandemic plans
  • support an effective allocation of public health and primary health care capacity to respond to the COVID-19 outbreak
  • align response efforts with scientific evidence as determined by a medical officer of health
  • address immediate needs in the short term”

Taxes

Income Tax filing deadline has been extended until June 1, 2020.

May 15 update from Income tax filing and payment deadlines: CRA and COVID-19:

People receiving GST tax credits and/or Canada Child Benefit (CCB) payments will continue to receive payments until the end of September 2020. If your 2019 tax return has not yet been assessed due to the extended deadline, payment amounts will be based on your 2018 return. If the government is unable to assess your 2019 tax return by early September 2020, your benefits/credits will stop as of October 2020, and you will have to repay payments from July 2020 onward. Submit your 2019 tax return as soon as possible.

BC Hydro

Will make bill payment plans or allow bills to be deferred during this time with no penalty. Contact: 1 800 224 9376.

Fortis BC

Fortis BC has waived late payment fees. No customer will be disconnected during this time.

ICBC

Customers on a monthly payment plan who are facing financial challenges due to COVID-19 may defer their payment for up to 90 days with no penalty.

May 11 update: All Bottle Depot locations open from 9am-5pm daily. Locations include 4261 Glanford Ave., 655 Queens Ave., 3961 Quadra St. 

Renters & Homeowners

From Government of Canada website (April 6, 2020): “Funding for housing supports are increased to ensure people can maintain their housing in the event of job or income loss. BC Housing has temporarily suspended evictions of tenants in subsidized and affordable housing due to non-payment of rent. A temporary rent supplement will provide up to $500 per month paid directly to landlords. Applications for the supplement will open soon on the BC Housing website.

Mortgage support includes: Permitting lenders to defer up to six monthly mortgage payments (interest and principal) for impacted borrowers: Consult your bank's dedicated COVID-19 page. You are eligible for Internet for Good if you have received either:

  • A letter from the British Columbia Ministry of Social Development and Poverty Reduction with a unique access code. If so, please call TELUS at 1-866-835-8744 to sign up.

  • A letter from the Government of Canada with a unique access code.If so, please visit connecting-families.ca to sign up.

What if I haven't received a letter?

If you have not received a letter, but believe you qualify, please submit your 2018 Canada Child Benefit (CCB) statement showing your family net income of less than or equal to $31,120 to TELUS at InternetForGood@telus.com. The Internet for Good account must be under the name of the individual named on page 1 of the CCB statement. Please note that TELUS will be recording your name, address as it appears on your CCB, email address and last four digits of your SIN. We will not be recording the names of your eligible children or your family net income.

Once your application is approved we will email you back at that same address with a unique access code and instructions on how to sign up.

June 3 update: Services expanding to include on-site or outdoor child, youth and family support.  In addition, youth programs will be providing outdoor and on site access to youth workers as part of selected programs.  Except for School Aged Childcare, public access to Quadra Village Community Centre's building is limited to pre-arranged appointments (drop-in appointments if available) related to the services above and no contact food pick up. Copying and faxing of important documents is available as we are able to provide it. School based staff Youth and Family Counsellors and Family Liason staff will be available based on the procedures and practices at each school.

May 21 update from Vancouver Island Drug Checking Project: Free and confidential drug checking. In-person services at:

  • “Points (Travelodge) from 1-5pm M-F at 123 Gorge Road East. Results are given on the spot within 15-20 minutes.
  • Drop off/pick up service is available through SOLID Outreach at 1056 North Park between the hours of 10am-4pm M-F. Service users can drop off a small sample for testing and will be able to receive results within 1-2 business days.”
