Can nobles be independent of kings? Theoretically no, all power flows from the king and his vassals wield it at his mercy. In practice, nobles can have substantial independence (marcher lords) and can get ideas above their station. The ultimate idea above your station, of course, is to eat the king and therefore become the new king.

Multiple Hours can oversee an ascension. For example, the Sun-in-rags normally oversees Winter ascensions, but the current plan for Ghoul involves ascending under the Elegiast.
