Secret Service (SS) & United Nations (UN)
Alliance Agreement

1. Introduction
   
   We are pleased to announce the joint alliance agreement between Secret Service (SS) owned by SS-Director and United Nations (UN) owned by UN_Founder. This agreement acknowledges that both SS & UN are active organizations part of the agency community on Habbo.com and emphasizes the importance of collaboration and partnership between both agencies. All policies that are found in this agreement are in effect as of April 5, 2025.
   
2. Entry Protocols
   
   Both parties are in agreement to permit employees who meet specific rank criteria to enter into each other’s respective headquarters.
   
   SS Entry Conditions:
   SS Employees with the rank of Ownership and above along with all External Affairs team members are eligible to request for UN’s “Recognized Partnership Badge,” and enter into UN’s HQ.

UN Entry Conditions:
UN Employees with the rank of Ownership and above along with all External Affairs team members are eligible to request for SS’s “SS Alliance Badge,” and enter into SS’s HQ.

3. Agreement Regulations
   

1. Both parties agree to treat each other with the utmost respect whilst on each other's premises and will be held to the respective Code of Conduct. Any complaints must be accompanied by appropriate evidence.
2. Both parties agree to appoint a representative to be their point of contact and speak on their behalf if communication is required.
3. Both parties agree not to influence each other's business operations.
4. Both parties agree not to employ/keep employed individuals/groups that carry any intent on committing any criminal offenses such as “hacking”, “doxing”, leaking “IRL” information, etc. or being affiliated with organized crime and/or mafia related organizations.
5. Both parties agree to never conduct any form of poaching from each other’s agencies.
6. Both parties agree to allow transfers between each other. However, if an iC member (OOA+ in United Nations and Moderator, Supreme Command, and Ownership+ in Secret Service) decides to transfer to any of both agencies, each agency agrees to notify the other about the transfer out of mutual respect.
7. Both parties agree to honor all regulations stated in this agreement.
   

4. National Punishment / Ban on Sight / CIW-T
   
   Each Agency's National Punishment / Ban on Sight list will be enforced by both organizations. NP / BoS only applies if an individual is currently employed at either organization. Both organizations hereby agree to never hire or transfer to any individual that is present on each other's NP / BoS without first regarding this individual with one another.

If SS or UN is found to have hired someone from the other agency’s NP / BoS, the other agency reserves the right to terminate this agreement for failing to comply with the conditions after a calm and respectful discussion of the matters that have taken place.

If an agency is on SS or UN’s NP or BoS, and the other agency has a desire to affiliate with the said agency, a meeting with both parties present shall be scheduled to discuss the other agency’s stance with the agency at hand and explain why they have been placed under that list, then discuss further actions.

Lastly, each agency has agreed to abide by the CIW-T list, to ensure the safety and well being of our respective communities and to continue the fight against IW.

5. Inter Agency Communication
   
   Both parties agree to keep lines of communication open. It’s not necessary for each party to update the other about every single new item/event / etc., however, it’s important that each party maintains a healthy flow of communication.
   
   Both parties are in agreement to communicate to solve matters, situations, express their concerns and explain their reasonings behind said concerns in order to resolve any issues.
   
6. Amendments to Treaty
   
   Any amendments to this agreement may be proposed to the respective iCs. No changes can be made without review and final approval by both parties.

7. Termination of Agreement
   
   Both parties reserve the right to terminate this Agreement for any reason; however, negotiations and resolution must be the priority before making such a decision. Each party recognizes the importance of maintaining a unified relationship; however, we also acknowledge the need for decisive action in the event of serious breaches of this agreement.
