League Objectives And Foreword

The objective of The Rounding Third Baseball League (RTB) is to provide users with a fun and engaging CSFBL classic league environment while allowing the owners themselves to have complete authority over rule changes, the owners, etc. The league is founded on simply enjoyment, however we don’t discourage friendly rivalries or ‘under check’ small talk. Again, as will be mentioned throughout this rulebook, owners have all the authority to make changes to the rules, the admin team, and league membership through popular vote. For example, if owners wanted to lower the soft salary cap from $65,000,000.00 to $60,000,000.00, they have the right to do so if said party is able to obtain 13 votes from other owners and/or admins. This will be talked about in further detail under 5.03 and 5.04 in League Administration on pages 6 and 7.

League Settings

2.01 - Salary Cap

Rounding Third Baseball enforces a $65,000,000.00 soft cap. This means that managers must keep their front office payroll at most or below $45,996,000.00 for full allocations in player development, batting scout, pitching scout, and player drills.

2.02 - Front Office Allocations

        Front Office Allocations in Rounding Third Baseball will remain team-managed with the exception of the first season, so that owners may start whoever they want on Opening Day and retain full scouting for the inaugural draft. Future seasons beyond 2008 will require managers to be responsible for their own Front Office Allocations.

Stadiums And Players

3.01 - Stadium Dimensions

Owners are permitted to make their stadiums with any dimension, any turf, and any wall height.

3.02 - Stadium, Team, and Player Names

Stadium, team, and player names will be slightly moderated to keep it appropriate. Of course, we trust our users to do this already, but please understand there has to be some system in place for certain circumstances. Player names can be reversed by an anonymous vote of 5 owners/moderators. Stadium, team, and player names do not have to be actual names.

3.03 - Player LM reassignment

        Owners are allowed to ask for CSFBL-eligible players to move to LM.

League Events

4.01 - Amateur Draft

The league-wide Amateur Draft will be run by league admins and last for 3 rounds. The draft begins as soon as the draft list comes out on the 6th of May of every season. Amatuer Draft order is decided by team records from the previous season. This can become a draft-lottery or preassigned picks by way of league vote. Sims will have to pause if not completed by the 15th of July. There will always be a 1-day wait period between the release of the draft list and the beginning of the clock for the first block.

  1. For every game that a team is below a 60-win threshold by the end of the regular season, their 1st round pick is dropped as many spots in the draft order IF they own the pick and it is with the original club.
  2. For teams that are dropped spot(s) equal to the number of wins below the 60-win threshold, the higher pick will be given to the lesser-winning team. In case of tied records, the team with the naturally higher pick based on CSFBL's in-game mechanics will be given the higher pick.

4.02 - PSFA Draft

12 Preseason Free Agents (PSFAs) will be automatically generated at the start of each season. Each preseason there will be a PSFA draft held to decide which teams get which PSFAs. Draft slots will run in a queue, or waiting list, and can either select a player and go to the back of the line or skip for that season and move up the draft list. There will be only a one round draft. Any PSFAs not selected in the one round will be eligible to be signed by teams. This draft must be concluded 24 real life hours before the conclusion of the preseason, otherwise sims will have to temporarily pause until we are all ready to move on. The first league PSFA Draft, occurring during the preseason of the 2nd season, will be based on random order. All teams are eligible to participate in the draft, regardless of record. Teams that pick players in the draft are still eligible to sign undrafted players after all other teams have either signed someone or passed. Teams will have their draftees reassigned to them and are allowed to go over the cap. Because PSFA-drafted players are reassigned before Opening Day, they could hurt FOA if not stored in AAA.

League Administration

5.01 - League Event Hosting

League-appointed admins will be expected to host the Amateur and PSFA Drafts. These events are subject to sim pausing if we don’t finish up by a target deadline.

5.02 - Neutral Parties

If required for a lottery or unbiased decision, the league can appoint a neutral party to fit the task. If owners find bias in the selected neutral party, owners can choose to negate the neutral party status by vote of 4.

5.03 - Admin Authority

The main job of a league admin is to host league events and engage the community. With that being said, most of the normal decisions made by admins or commissioners alone have been turned over to the entire league. Admins can not kick an owner out on their own. Admins can not change rules without community approval (again, by vote).

5.04 - League Rule Changes

League rule changes are based on community feedback, activity, and of course, league vote. No matter the number of members or activity of the league, rule changes can be decided by a simple majority of whoever casts their vote, with a minimum of 10 “for votes. Only league owners and/or admins without a team are eligible to cast votes.

Forum Activity And Membership

6.01 - Forum Messaging and Removal Of Owners, Admins

Again, we please ask the owners and the admins to keep everything clean. Doxing, name-calling, and slur-dropping will not be tolerated. Admins can delete a message on sight if they see it as such. Admins can not delete messages calling out the league or suggesting change and are encouraged to work with users to create a healthier environment. I doubt this section will ever come into effect, but there should be procedures prepared for the situation.

6.02 - League Competitiveness

We ask that our users attempt to put forth the best team they can at all times. Draft lotteries and tanking punishments are routes that users can choose to enforce by vote if they feel the need to.
