Act to Fund Alpha Phi Alpha Fraternity, Inc., Sigma Sigma Chapter  event

SECTION 1. TITLE.

        This Act may be referred to as the “XXX Funding Bill”

SECTION 2. DEFINITIONS.

1. SGA — The term “SGA” shall refer to the Student Government Association of The Johns Hopkins University.
2. JHU, Hopkins - The terms “JHU” and “Hopkins” shall refer to the Johns Hopkins University.
3. SS- the term “SS” shall refer to the Sigma Sigma Chapter of Alpha Phi Alpha Fraternity, Inc..

2. What is the 2025-2026 Miss Black & Gold Scholarship Pageant?

1. When: Monday, April 7 at 7:06 PM
2. Where: Scott-Bates Commons Salons BC
3. What: A pageant competition and scholarship opportunity for collegiate women that has been held at every level of the Fraternity since 1976. This will be the first ever Miss Black & Gold Pageant to be held by the SS at Hopkins. The women who choose to participate in this pageant run on platforms that address complex social, economic, and political issues that they work to create solutions for as auxiliary members of their representative Chapter for the subsequent academic year following the pageant.
4. This event will be open to the entire Hopkins community.

2. Event History

1. Alpha Phi Alpha Fraternity, Inc. is the oldest, intercollegiate, Greek letter organization founded by African American men on Tuesday, December 4, 1906, at Cornell University in Ithaca, New York.
2. For 118 years, Alpha Phi Alpha has produced the most influential men in American history across every field including Dr. Martin Luther King, Jr., Thurgood Marshall, Lionel Richie, Jesse Owens, and Gov. Wes Moore, himself, an initiate of the Sigma Sigma Chapter and Johns Hopkins alumnus.
3. 85 years later on December 4, 1991, the Sigma Sigma Chapter was chartered at Johns Hopkins University on Wednesday, December 4, 1991.
4. The first Miss Black and Gold Scholarship Pageant ever was held at the 1976 General Convention in New York City, with the first Queen, Miss Denise Smith representing the Zeta Mu Chapter at Georgia State University, receiving the honor.
5. SS is preparing to hold the first Miss Black & Gold Scholarship Pageant ever at Hopkins with a minimum of $1,000 to be given as a prize to the winner and, possibly, smaller cash prizes to be given to the runner-ups.
6. All scholarship money will be paid to recipients by SS

3. SGA Co-Sponsorship

1. This event will require SGA funding for several key items..
2. Event will be publicized as "SGA x [event name/student orgl" on all subsequent flyers, social media posts, and this funding bill (in addition to the prominent SGA logo)

1. If using Instagram to promote this event, it will be done through a collaborative post

3. SGA will reserve the right to table at the event.

SECTION 4. FUNDING OF ITEMS

1. The total amount to be sponsored by SGA would be $2,278.96
2. SS has already committed/will commit $1,300.00 for Scholarships, $300.00 for an Event DJ, $69.00 for the Winner’s Crown, $149.45 for Custom Sashes, and $46.50 for a Pageant Bonding Event. The total amount to be financed by SS would be $1,864.95, not including other sudden costs that may arise.

SECTION 5 . SEVERABILITY.

Should any provision of this Act, an amendment made by this Act, or the application of such provision or amendment to any person or circumstance be held to be unconstitutional or , the remainder of this Act, the amendments made by this Act, and the application of such provision or amendment to any person or circumstances shall not be affected thereby.

The Bill hereby Passes by a vote of x to x with x abstentions.

Upon passage, we have hereunto set our hands and caused the seal of the Senate to be affixed to this bill indicating the Senate’s assent and thus officially designated the bill’s adoption as law.
