TERMS OF REFERENCE (TOR)

Position: Consultancy to Strengthen Feminist GBV Prevention, Accountability and Survivor-Centred MEAL Systems

1. Background

WGNRR Africa is currently implementing institutional strengthening actions under KRA 3 of Justice for Survivor Project: Institutional – Operationalizing Feminist GBV Prevention and Accountability Mechanisms. This includes:

  • strengthening the organisation’s internal feminist GBV prevention, protection and accountability systems;

enhancing its Monitoring, Evaluation, Accountability and Learning (MEAL) system to integrate survivor-centred indicators and learning processes; and

establishing practical tools and institutional capacities to document, monitor and learn from strategic litigation, GBV prevention, advocacy and safeguarding work.

To accomplish this, WGNRR Africa seeks to engage a qualified consultant to review or develop policies, and support the operationalization of an integrated institutional framework that embeds feminist, survivor-centred and accountability principles across governance, programming, advocacy, safeguarding and organisational learning systems.

2. Objective of the Consultancy

The overall objective of this consultancy is to support WGNRR Africa to develop, strengthen and operationalize an integrated feminist institutional framework for GBV prevention, survivor-centred protection, accountability, strategic litigation monitoring, and organisational learning.

Specifically, the consultancy will:

  1. Review and strengthen WGNRR Africa’s relevant institutional policies and systems (Gender Equality and Inclusion policy, Safeguarding and and HR documents, Risk Management policy, whistle blowing policy, reporting tools, MEAL tools, litigation/advocacy documentation tools, and any related governance documents), to align them with feminist, survivor-centred, safeguarding and accountability principles.
  2. Develop a Feminist GBV Prevention, Protection and Accountability Framework that integrates prevention, reporting, response, survivor support, confidentiality, accountability and safeguarding mechanisms across governance, programming and advocacy.
  3. Strengthen WGNRR Africa’s MEAL system to incorporate survivor-centred, gender-responsive and feminist indicators, tools and learning processes for tracking GBV prevention, strategic litigation, advocacy outcomes and institutional accountability.
  4. Develop practical tools and systems for strategic litigation documentation, case tracking, evidence generation and learning.
  5. Build the capacity of staff and board members to implement the revised policies, frameworks, tools and accountability mechanisms in practice.

3. Scope of Work

The consultant will be responsible for:

a) Inception, Review and Institutional Assessment

  • Review relevant organisational documents, including the Strategic Plan, existing policies, safeguarding and HR documents, whistleblowing policy, reporting tools, MEAL tools, litigation/advocacy documentation tools, and any related governance documents.
  • Conduct consultations with management, staff and selected board members to assess institutional needs, gaps, risks and priorities in relation to GBV prevention and protection, safeguarding, accountability, survivor-centred programming, strategic litigation monitoring and organisational learning.
  • Assess the extent to which existing organisational systems, policies and practices reflect feminist, trauma-informed, survivor-centred and gender-transformative principles.
  • Identify practical institutional gaps affecting prevention, reporting, response, documentation, learning, accountability and implementation across governance, programming and advocacy..

b) Strengthening of Institutional Policies

The consultant will strengthen the following institutional policies to ensure alignment with feminist, survivor-centred, safeguarding and accountability standards:

i. Gender Equality and Inclusion Policy

  • Strengthen the existing Gender Equality and Inclusion policy to reflect current national and international standards on gender equality, feminist governance, safeguarding, and Gender-Based Violence (GBV) prevention and protection.
  • Ensure the policy reflects feminist, gender-transformative, anti-oppression and survivor-centred principles.
  • Clarify roles and responsibilities of management, staff, board members, consultants, volunteers and partners in promoting gender equality, preventing GBV and upholding accountability standards.
  • Ensure alignment with the organisation’s Strategic Plan, safeguarding commitments, whistleblowing policy and other institutional policies.

ii. Risk Management Policy

  • Develop a Risk Management Policy that provides a framework for identifying, assessing, mitigating and monitoring organisational risks.
  • Ensure the policy adequately addresses risks related to safeguarding, GBV, survivor protection, confidentiality, strategic litigation, staff/activist security, digital safety, reputational risk, and legal/regulatory compliance.
  • Define risk management responsibilities, reporting lines and risk monitoring procedures.

c) Feminist GBV Prevention, Protection and Accountability Framework

The consultant will develop a comprehensive Feminist GBV Prevention, Protection and Accountability Framework for WGNRR Africa, building on existing policies and organisational systems. The framework shall:

  • Integrate feminist, survivor-centred, trauma-informed, gender-transformative and safeguarding principles.
  • Cover prevention, reporting, response, referral, protection, accountability and learning in relation to GBV and safeguarding concerns within the organisation and its work.
  • Include procedures and mechanisms that embed GBV prevention and survivor-centred protection across:
  • governance and leadership structures;
  • staffing and HR practices;
  • programme implementation and partnerships;
  • advocacy, movement-building and convenings;
  • communications and public engagement;
  • research, documentation and evidence generation processes.
  • Include clear procedures for receiving, documenting, escalating and responding to complaints, incidents or concerns in ways that uphold confidentiality, dignity, informed consent, non-discrimination and safety.
  • Define internal accountability roles and decision-making responsibilities for management, staff and board.
  • Include practical implementation tools such as reporting/referral pathways, accountability procedures, roles matrix, and minimum standards for prevention and response.                          

d). Monitoring , Evaluation, Accountability and Learning (MEAL) System Enhancement and Survivor-Centered Learning Framework

The consultant will strengthen the existing WGNRR Africa’s MEAL system so that it supports feminist programming, survivor-centred accountability, strategic litigation monitoring and organisational learning.

Specifically, the consultant will:

  • Review the existing MEAL framework, tools and reporting systems and identify gaps in relation to feminist, gender-responsive and survivor-centred programming.
  • Develop or strengthen a MEAL framework that integrates survivor-centred and gender-responsive indicators across programme monitoring, advocacy, strategic litigation, safeguarding and organisational accountability.
  • Develop a set of indicators and tools for tracking, at minimum:
  • GBV prevention and protection efforts;
  • survivor-centred response and accountability practices;
  • strategic litigation progress and outcomes;
  • advocacy and policy influence outcomes;
  • organisational learning and adaptive management.
  • Define roles and responsibilities for data collection, reporting, analysis, learning and use of findings.
  • Develop guidance on ethical and safe collection, storage, use and protection of sensitive survivor-related and case-related data.
  • Strengthen data quality assurance, accountability and feedback mechanisms.
  • Develop practical MEAL tools/templates, including where relevant:
  • indicator matrix;
  • reporting templates;
  • learning and reflection tools;
  • data collection and review tools;
  • case-related monitoring templates linked to strategic litigation and advocacy learning.

e) Strategic Litigation Documentation, Monitoring and Evidence Systems

The consultant will support the development of institutional systems for documenting, tracking and learning from strategic litigation and related advocacy work. Specifically, the consultant will:

  • Develop standardized case documentation templates for strategic litigation and related evidence gathering.
  • Design a case tracking tool/system for monitoring strategic litigation cases and related follow-up actions.
  • Develop a legal/advocacy analysis tool to support analysis of cases, patterns, lessons, advocacy opportunities and accountability outcomes.
  • Ensure the strategic litigation tools align with the survivor-centred and safeguarding principles of the broader framework and with the organisation’s MEAL system.
  • Ensure the tools support evidence generation for advocacy, learning and institutional accountability.

f)  Validation, Capacity Building and Operationalization Support

The consultant will support validation and practical uptake of the revised policies, frameworks and tools.

This will include:

  • Facilitating at least one validation workshop with management, staff and board representatives.
  • Revising draft documents based on feedback received.
  • Developing user-friendly implementation materials, including guidance notes, tools and reference materials to support operationalization.
  • Facilitating capacity-building sessions for staff and board members on:
  • feminist GBV Prevention, Protection and Accountability Framework;
  • revised Gender and Risk Management Policies;
  • survivor-centred and trauma-informed approaches;
  • use of the MEAL framework and survivor-centred indicators;
  • strategic litigation documentation and monitoring tools;
  • accountability, confidentiality and safeguarding responsibilities.
  • Producing a practical implementation roadmap outlining key actions, responsibilities and sequencing for rolling out the revised systems and frameworks.

4. Deliverables

The consultant shall provide the following deliverables:

  1. Inception Report including methodology, work plan, stakeholder consultation plan, and a brief diagnostic of the assignment approach.
  2. Institutional Review / Assessment Brief summarising key findings, gaps and recommendations arising from the review of existing policies, systems and institutional practices.
  3. Updated Gender Equality and Inclusion Policy reflecting feminist, survivor-centred, safeguarding and accountability standards.
  4. Developed Risk Management Policy including safeguarding, GBV, confidentiality, litigation, digital safety and organisational accountability risks.
  5. Feminist GBV Prevention, Protection and Accountability Framework including operational procedures/mechanisms for prevention, reporting, response, referral, accountability and survivor-centred protection across governance, programming and advocacy.
  6. Enhanced Survivor-Centred MEAL Framework / MEAL Toolkit including:
  • key survivor-centred and gender-responsive indicators,
  • monitoring and reporting tools/templates,
  • accountability and learning mechanisms,
  • guidance for data quality and ethical handling of sensitive data.
  1. Strategic Litigation Management Tools including:
  • case documentation template,
  • case tracking tool/system,
  • legal/advocacy analysis tool.
  1. Validation Workshop Report summarising the validation process, key feedback received and how it was addressed.
  2. Capacity Building Package and Training Report including training materials, participant summaries, key capacity-building outcomes, and recommendations for sustaining implementation.
  3. Implementation Roadmap / Operationalization Plan outlining practical next steps, responsibilities, timelines and priority actions for rolling out the policies, frameworks and tools.
  4. Final Consultancy Report summarising the process undertaken, key outputs delivered, recommendations and handover notes

5. Duration of the Assignment

The assignment is expected to be completed within 30 - 40 working days from the date of contract signing.

6. Required Qualifications and Experience

The consultant should possess:

Education

  • Master's degree or higher in Monitoring and Evaluation, Organizational Development, Governance, Public Administration, Law, Development Studies, Business Administration, or related field.

Experience

  • Minimum of five (5) years of demonstrated experience in organizational capacity strengthening and policy development.
  • Demonstrate understanding and application of feminist, gender-responsive and survivor-centered approaches in the development of organizational policies, systems, and institutional frameworks,
  • Proven experience in developing governance, accountability, monitoring and evaluation, risk management, or compliance policies for NGOs, CSOs, or development organizations.
  • Experience facilitating stakeholder consultations and validation workshops.
  • Familiarity with Tanzanian NGO regulatory and governance frameworks.
  • Excellent report-writing and policy drafting skills.
