Section 1: Purpose and Principle The Grand Army of the Republic shall be established for the sole purpose of safeguarding the security, territorial integrity, and sovereignty of the Republic. The Army shall act strictly in accordance with principles of defensive warfare and non-aggression. The Republic shall not seek territorial expansion or dominance through military power, but rather ensure peace, stability, and mutual cooperation among its member systems.

Section 2: Prohibition of Acts of War The Republic renounces the use of armed force as a means of settling interplanetary disputes, asserting political dominance, or pursuing expansionist aims. War as an instrument of policy, conquest, or retaliation shall be permanently renounced. This provision is inspired by the precedent of post-war interstellar accords that proved successful in deterring unilateral military aggression.

Section 3: Composition and Role of the Grand Army (a) A Grand Army shall be maintained for defense only. (b) Its functions shall include planetary and interstellar defense, peacekeeping within Republic territory, anti-piracy patrols, and emergency response including disaster relief and evacuation during crises. (c) It shall not be deployed outside Republic borders except in cases of direct attack, Republic-approved humanitarian missions, or to fulfill defensive treaty obligations, and only with explicit authorization from the Galactic Senate.

Section 4: Equipment Restrictions (a) All armaments, vehicles, and technologies developed, maintained, or procured by the Grand Army must be designed and purposed for defense, civilian protection, and force preservation. (b) The possession, development, or use of explicitly offensive weaponry—defined as armaments intended primarily for the projection of power beyond Republic territory or for the destruction of non-military infrastructure—is strictly forbidden. (c) Weapons of mass destruction, including but not limited to planetary siege weapons, annihilation-class explosives, or autonomous lethal systems with offensive targeting protocols, are categorically banned.

Section 5: Export and Trade Restrictions (a) No offensive weapon systems, components, or technology originating from or developed under the authority of the Grand Army shall be sold, transferred, or licensed to the Intergalactic Republic or any other external entity. (b) Export of defensive equipment may be permitted only under stringent oversight, and solely to trusted allies for verified defense purposes. (c) Violations shall be treated as crimes against the Republic and prosecuted accordingly.

Section 6: Oversight and Compliance An independent Oversight Council shall be established to audit military acquisitions, deployments, and technology development to ensure strict adherence to this bill. Reports shall be submitted to the Senate annually and made available to the public.

Section 7: Establishment of Military Infrastructure To support the Grand Army and Navy, military academies shall be constructed and maintained on the following key worlds:

  • Coruscant – Urban Warfare and Shock Troopers Training Academy
  • Naboo – Naval Support and Diplomatic Affairs
  • Alsakan – Sole Army Officers War Collage,  Secondary Naval Officers War Collage, and Strategic School
  • Christophis – Urban Defense and Mountain Warfare
  • Anaxes – Fleet Strategy, Naval Officers School Primary, Logistics, and Starfighter Doctrine
  • Ryloth – Desert and Irregular Warfare
  • Kashyyyk – Guerrilla Tactics, Jungle, Underwater Combat and Survival Training
  • Arkania – Freezing weather training and Cyber Defense

These academies will ensure a steady flow of voluntary recruits trained in ethical, strategic, and defensive practices, grounded in the values of the Republic.

Section 8: Voluntary Service and Civilian Integration All service in the Grand Army shall be voluntary. No system shall be compelled to conscript its citizens. Every soldier shall have the right to withdraw from service after their standard term and return to civilian life with full honor. Veterans of planetary defense forces under the age of 50 may transfer to equal rank for first ten years after this bill is written.

Section 9: Contracting and Procurement (a) All military equipment, uniforms, rations, and supplies shall be acquired through a transparent, competitive bidding process. The lowest responsible bidder shall be awarded contracts. (b) Exceptions:

  • Cybot Galactica shall exclusively provide tactical and protocol droids to assist any commanding officer of 100 or more troops.
  • Industrial Automaton shall supply astromech droids (R-series and later models) for all starships and field operations.
  • Theed Palace Space Vessel Engineering Corps shall manufacture and supply all support ships, starfighters, and mobile transports. (c) Rations and food supplies will be purchased locally within Republic systems whenever possible to support local economies and reduce logistic strain.

Section 10: Committee on Defense and Deployment A Galactic Military Committee shall be established to oversee defense force structure, deployment, and long-term needs. It shall be composed of:

  • Two Senators from Outer Rim systems
  • Two Senators from Core Worlds
  • The Chancellor of the Republic (or designee)

This Committee shall set limits on fleet and army size in accordance with defensive needs and threat assessments, maintaining balance and avoiding arms races. It will have wide ranging executive like powers, and will be in charge of further enacting the spirit of this bill. It shall oversee the Chief of staff of military which will be created from appointees of the Chancellor with approval of the committee. Once chiefs of staff is assembled it will be primarily in charge of day to day functions, and will be the advisory board for the committee on defense and deployment.

Section 11: Department of Defense and Headquarters The Department of Defense shall be formally constituted with its primary headquarters located on Anaxes, long known for its strategic importance and military heritage. This site shall include:

  • The Joint Command Center
  • Republic War College
  • Fleet Coordination Towers
  • Tactical Simulation Chambers

Section 12: Economic Measures for Defense Funding To finance the Grand Army and Navy without burdening civilian services, the following fiscal measures are enacted: (a) Ship Tax – All non-Republic ships operated within Republic space and owned by planetary governments, corporations, or citizens shall be taxed at 20% of the ship’s current value. Up to 3% may be deducted annually for depreciation from the previous year’s tax. (b) New Ship Tax – All newly sold ships within the Republic shall be taxed at 10% of their sale price. (c) Commemorative Defense Bonds – Defense bonds will be sold through the Intergalactic Banking Clan, dedicated to the memory of those lost aboard the Resolute, a Republic vessel destroyed by Hutt aggression. Citizens may voluntarily invest in the security of the Republic. These bonds are to never be cashed and kept as a commemorative investment into the state.

Section 13: Role of Jedi in Republic Military The Jedi Order shall be integrated into the structure of the Grand Army only as peacekeepers, diplomats, and emissaries. Their role shall not be primarily combative in nature but focused on conflict resolution, negotiation, and the preservation of life. Jedi Commanders may be assigned during emergencies but shall remain autonomous of direct military command. They will also be kept to assist as needed as supreme commanders and generals when needed.

Section 14: Mission and Engagement Doctrine (a) The primary mission of the Army and Navy is the defense of Republic borders and protection of interstellar commerce routes against piracy, criminal syndicates, and rogue elements. (b) Intervention shall occur only upon request from judicial authorities, local planetary defense forces, or by Senate resolution with ¾ vote. (c) Rules of engagement will emphasize restraint, de-escalation, and preservation of civilian life.

Section 15: Ethical Standards and Civilian Protections (a) All members of the Grand Army must abide by the Republic Military Code of Ethics. (b) Civilian casualties, infrastructure damage, and collateral loss shall be avoided at all costs. (c) Military trials and conduct reviews will be standard for any soldier involved in unauthorized use of force.

Section 16: Technological Standards and Safeguards (a) Defensive technology includes planetary shields, orbital defense platforms, stealth-based sensor jamming, medical droids, rapid response ships, and communications relays. (b) All AI-based systems must be supervised by human or sentient operators with override protocols. (c) Cybersecurity protocols will be monitored by the Republic Cyber Defense Directorate.

Section 17: Continuity and Adaptation This bill shall be reviewed every ten years by a Joint Senate Commission on Defense. Amendments may be passed with a two-thirds majority to adapt to future defensive needs without altering the core doctrine of non-aggression.

Section 18: Legacy and Memory The Grand Army of the Republic shall serve not only as a shield against chaos but as a symbol of unity, peace, and sacrifice. Let its creation be a testament to the lives lost in past conflicts and the enduring will of the Republic to preserve peace.
