Childcare

HeadStart

          ●    Head Start is not expected to have major impacts immediately.

 

Food

SNAP/CalFresh

          SNAP recipients should have received their October 2025 payments (FRAC).

          If the shutdown lasts beyond mid-October, the USDA could tap reserve funds to continue funding benefits, but payments may be delayed or interrupted, according to FRAC.

          Continue monitoring BenefitsCal, which is available in 21 languages, and will share benefits updates.

 

WIC

          California WIC offices are open during the federal government shutdown and continue to serve and enroll families. Families should continue to use their WIC benefits and attend their scheduled appointments.

          What California households can also do:

                        ○    Stay in contact with your WIC office. Your local WIC office can offer you support and

 

guidance.

Check the MyFamily website. Visit this website regularly for updates and announcements.

Check the California WIC App. Download and check the California WIC App for alerts, appointment reminders, and your food benefits. The WIC App is available for iPhone and Android phones.

 

Financial Security

Social Security & Disability Insurance

          Recipients will continue to receive their SSI and SSDI payments.

          However, customer wait times may be higher than usual, and people calling into customer service may experience limited service.

          Also, Social Security workers say the federal government shutdown means they are unable to help with benefit letters, per NPR.

 

Unemployment Insurance

          Unemployment and Disability Insurance programs remain open.

          However, since state agencies receive federal funding, a long federal shutdown may impact administrative funding, which could impact the processing of new unemployment claims or affect timely payment to individuals (Legal Clarity).

 

Housing

Rental Assistance

          Most tenants who live in HUD and USDA housing should not experience a disruption in their housing because of the shutdown (National Housing Law Project).

          However, a longer government shutdown may lead public housing agencies to stop reissuing housing vouchers (National Alliance to End Homelessness).

 

Healthcare

Medicaid/Medi-Cal and Medicare

          Medicaid/Medi-Cal coverage remains available “throughout the rest of this year and some of next year” (CNBC).

          According to CNBC, “Coverage for the Children’s Health Insurance Program — which provides health care coverage to children and pregnant women in families that earn too much money to qualify for Medicaid — will also remain.”

          “For Medicare beneficiaries, coverage and access to care remain intact, and 1-800-MEDICARE is still operating,” according to CA Health Advocates. However, the federal shutdown has “slowed or halted many federal operations.”

 

Miscellaneous

Air Travel/TSA

          TSA lines at airports may be longer.

          Flight delays may continue, as Air Traffic Controllers are working without pay.

 

Passport Services

          According to USA Today, “passport and visa services will continue to operate during the government shutdown.” Processing times remain the same as well.

 

Mail Services/USPS

          “Postal workers and postal operations are not interrupted. As an independent agency that is almost entirely self-funded, postal operations will continue as usual with no disruption in pay for employees.” (APUW).

 

IRS

          As of Tuesday, October 7, the IRS does not have the funding to continue operating as normal. Half

of the IRS workforce is furloughed.

          According to Forbes, “The tax filing deadline remains unchanged. Taxpayers who are filing with a valid extension for the 2024 tax year still face a deadline of October 15, 2025. Taxes and payments are stil due on schedule.”

          Also according to Forbes, some IRS functions that may be impacted include:

                      ○    Tax refunds will be delayed or halted

                      ○    No processing of non-disaster relief transcripts

                      ○    No non-automated collections

                      ○    Limited to no call site operations

 

DMV

          The Department of Motor Vehicles will not be impacted by the federal government shutdown (USA Today).
