Allows any person to bring an action for injunctive relief against a social media operator if the social media operator fails to implement a verifiable parental consent method. Allows the attorney general to: (1) bring an action against a social media operator that fails to implement a verifiable parental consent method; and (2) issue a civil investigative demand if the attorney general has reasonable cause to believe that any person is engaged in a violation. Creates a civil cause of action if a minor user is subject to social media bullying.

Provides that if a student is suspended, the student must be provided: (1) appropriate and available support services, as determined by the school, during the suspension period; and (2) an opportunity to receive credit for completion of make up work.

Authorizes a town, city, or county to establish or designate an agency to act for the town, city, or county as a local air pollution control agency (agency). Requires the commissioner of the department of environmental management (department) to enter into a contract with the agency of a town, city, or county if the agency is willing to enter into the contract. Provides that a contract between the department and the agency of a town, city, or county must: (1) require the department to advise, consult, cooperate with, and provide technical assistance to the agency; (2) authorize the agency to undertake air pollution control activities on behalf of the department or initiate enforcement of ordinances of the town, city, or county; and (3) provide for the payment of fair monetary compensation for the air pollution control activities performed by the agency. Provides that: (1) the compensation paid to an agency under a contract must be at least sufficient to cover the agency's staffing and operating costs; and (2) the rate of compensation must be adjusted each year according to changes in the Consumer Price Index.

Exempts the owner and operator of a significant ground water withdrawal facility that withdraws water to irrigate crops or provide drinking water for livestock from compensating a utility in instances where the utility's significant ground water withdrawal facility fails to furnish the normal supply of water or potable water. Provides that the owner or operator of a significant ground water withdrawal facility that withdraws water to irrigate crops or provide drinking water for livestock shall compensate an impacted owner of a nonsignificant ground water withdrawal facility or significant ground water withdrawal facility that is not a utility in instances where an impacted nonsignificant ground water withdrawal facility or significant ground water withdrawal facility fails to furnish the normal supply of water or potable water.

Establishes the voluntary family leave insurance program trust fund (trust fund) for the purpose of paying program benefits. Provides that the trust fund consists of employer or employee contributions, appropriations from the general assembly, and money received from any other source. Provides that certain employers are entitled to an adjusted gross income tax deduction equal to the total amount of contributions made by the employer to the trust fund during the taxable year multiplied by 200%.

Requires a provider to disclose specified information to an individual who submits biological material to the provider for genetic testing. Prohibits a provider that performs, or causes to be performed, genetic testing on an individual's biological material from: (1) taking specified actions with regard to: (A) the biological material; or (B) data resulting from genetic testing performed on the biological material; unless the provider has solicited and received the individual's consent to the action; or (2) providing data, other than deidentified data, resulting from genetic testing performed on the individual's biological material to: (A) an insurer; (B) a business that provides information or data to insurers for the purposes of underwriting or rating of risks; or (C) the individual's employer. Imposes requirements on a provider with respect to: (1) controlling access to an individual's biological material and data; (2) complying with the individual's revocation of consent with regard to the individual's biological material and data; and (3) marketing or advertising sent to the individual as a result of the individual's solicitation and use of the provider's genetic testing services or use of a website or other remote or virtual service associated with the provider's genetic testing services. Provides that a provider may not charge a fee for the provision of biological material or data resulting from genetic testing performed on biological material: (1) to a law enforcement agency on the basis of a search warrant; or (2) as required by a court order; that is more than the provider's actual cost of providing the material or data. Provides for enforcement of the bill's provisions by the attorney general.

Allows a municipal legislative body to adopt a resolution to place a referendum on the ballot to impose a capital projects referendum tax levy (capital projects referendum levy) to pay for capital expenditures incurred by the municipal park district. Requires a municipal legislative body to certify a copy of: (1) the resolution to place a referendum for a capital projects referendum levy on the ballot; and (2) the language for the question; to the department of local government finance for review and approval. Specifies that if the voters approve the capital projects referendum levy, the maximum term of the capital projects referendum levy is eight years. Allows a capital projects referendum levy to be reimposed or extended. Provides that during the period beginning with the adoption of a resolution by a municipal legislative body to place a capital projects referendum levy question on the ballot and continuing through the day on which the referendum is submitted to the voters, neither the municipal legislative body nor the municipal park district may promote a position on the referendum by taking certain actions. Provides that specified elected or appointed municipal officials may discuss and personally advocate a position on a capital projects referendum levy outside a park's or park facility's regular operating hours as long as public funds are not used. Sets forth when a referendum is to be held and specifies various duties for the: (1) clerk of the circuit court with respect to the referendum; and (2) county auditor, including: (A) determining the estimated average percentage of property tax increase on property owners in the municipal park district that must be included on the question; and (B) distribution of proceeds attributable to property taxes imposed after being approved by the voters in a referendum to the municipal park district. Places limitations on: (1) holding successive capital projects referendum levies if a referendum is approved by the voters in a calendar year; and (2) the simultaneous imposition of more than one additional capital projects referendum levy approved in a subsequent referendum when a municipal park district is already imposing a referendum. Requires the municipal park board to establish a capital projects referendum tax levy fund (fund) if the voters approve the capital projects referendum levy. Specifies that money in the fund may be used only for capital expenditures, including the acquisition of land, incurred by the municipal park district.

Beginning January 1, 2026, provides that from June 21 through September 23 (in addition to the period from December 1 through March 15, under current law) of any year, an electric or gas utility may not terminate residential electric or gas service for an individual who is eligible for and has applied for assistance from a home energy assistance program administered by the lieutenant governor. Amends the same section of the Indiana Code as follows: (1) Prohibits an electric, gas, or water utility from terminating service for any residential customer on any of the following days: (A) A Friday, Saturday, or Sunday. (B) A legal holiday. (C) Any day, or after noon on the day preceding any day, during which customer service representatives of the utility are not available to respond to customer inquiries during regular business hours. (2) Strikes a provision that authorizes the Indiana utility regulatory commission (IURC) to establish a reasonable rate of interest that a utility may charge on the unpaid balance of a delinquent customer bill. (3) Prohibits an electric, gas, or water utility from charging or collecting a deposit or reconnection fee as a condition of, or in connection with, restoring service to a residential customer after a termination of service for nonpayment. Requires the IURC to amend, not later than December 31, 2025, its administrative rules as necessary to conform the rules to these provisions. Requires a utility to: (1) amend its residential tariffs as necessary to conform the tariffs to these provisions; and (2) file with the IURC a petition for approval of each amended tariff; not later than June 15, 2025. Requires a utility that: (1) is under the jurisdiction of the IURC for the approval of rates and charges; and (2) provides residential electric, natural gas, water, or wastewater utility service at retail to customers and low income customers in Indiana; to report to the IURC on a quarterly basis certain data concerning customer accounts and low income customer accounts. Provides that the first reports submitted to the IURC must include the required information with respect to the third calendar quarter of 2025. Provides that: (1) a utility shall report all required information in the aggregate and in a manner that does not identify individual customers and low income customers; and (2) the IURC may not require utilities to disclose confidential and proprietary business information without adequate protection of the information. Requires the IURC to adopt rules to implement these provisions. Provides that, beginning in 2026, the IURC shall annually compile and summarize the information received from utilities for the previous calendar year and include the summary in the IURC's annual report.

Provides that after becoming a participating employer in an NLC program, a state agency shall allow an eligible employee to: (1) voluntarily request and establish payroll deductions for an NLC loan at any time; and (2) revoke the employee's authorization for payroll deductions for an NLC loan at any time; including any time that falls outside a designated open enrollment period for benefits. Defines an "NLC loan" as a loan that meets certain requirements with respect to the principal amount, loan term, finance charge, authorized fees, method of repayment, and other loan terms. Authorizes the state comptroller to authorize the electronic transfer of funds from the state treasury to a designated NLC lender in payment of an NLC loan on behalf of an eligible employee who has voluntarily given the state comptroller written authorization to make the transfer. Specifies that: (1) a loan made under the bill's provisions; or (2) a person that makes a loan under the bill's provisions; is subject to the requirements of the Uniform Consumer Credit Code chapter governing consumer loans. Provides that a depository institution may make a loan under the same terms and conditions that apply with respect to a nonprofit loan center loan to an employee of: (1) a state agency; or (2) any other employer; as long as the loan is made in compliance with any applicable law. Allows a wage assignment to be made for the purpose of making payment to a depository institution in repayment of a loan that is made to the employee by the depository institution under the same terms and conditions that apply with respect to an NLC loan. Authorizes the electronic transfer of funds from the state treasury on behalf of an employee of a state agency in payment of a loan made by a depository institution to the employee under the same terms and conditions that apply to an NLC loan.

Sets forth acts and omissions constituting violations and establishes remedies for these violations. Provides that a violation of these provisions constitutes an incurable deceptive act that is actionable by the attorney general under the deceptive consumer sales act. Authorizes the attorney general, in consultation with the department of financial institutions, to adopt rules to implement these provisions. Requires that the executed contract or a memorandum of land contract be notarized.

Provides that, as a prerequisite for the department of natural resources (department) to issue an integration order in regard to the underground storage of carbon dioxide, a storage operator must obtain the consent of: (1) the owners of the pore space underlying at least 85% of the surface area above the proposed storage facility or amended proposed storage facility; and (2) the county executive of each county in which the storage facility is proposed to be located. Limits the length of a pipeline for purposes of a carbon sequestration project to 30 total miles. Increases the annual injection fee a storage operator must pay to the department from $0.08 to $0.15 per ton of carbon dioxide estimated to be injected into a storage facility.

Requires a court in certain circumstances to make decisions to promote continuity of relationship by both parents with the child through maximum practical parenting time with each parent. Provides that the ability of the parties to encourage the sharing of love, affection, and contact between the child and the other party is a permissible factor to consider in weighing the best interests of a child. Provides that: (1) parents must be encouraged to develop the parents' own parenting plans and parenting time calendars, but if the parents cannot agree to a part of the plan, the court shall provide the required components according to the best interests of the child; (2) if the parents cannot agree at all, the parenting time guidelines apply; and (3) the court must make specific findings of fact and conclusions of law on the record to support any deviation of parenting time that falls below the minimum standards in the parenting time guidelines.

Amends the definition of "countable resources" for purposes of the Medicaid buy-in program (program). Removes consideration of income in determining an individual's eligibility for participation in the program. Requires the office of the secretary of family and social services (office of the secretary) to apply for a state plan amendment or waiver to implement this provision. Increases the maximum age to be eligible for participation in the program from 64 years of age to 67 years of age. Allows a recipient's participation in an employment network recognized by the federal Social Security Administration to qualify as participating with an approved provider of employment services. Changes the monthly maximum premium that a recipient must pay. Requires that the premium scale be promulgated by administrative rule. Allows the office of the secretary to annually review the premium amount that a recipient must pay in the program. (Current law requires annual review of the premium amount.) Specifies changes in circumstances that must result in an adjustment of the premium. Specifies that a recipient in the program is eligible for the same services as offered in the Medicaid program. States that an individual's participation in the program does not preclude the individual from participating in a Medicaid waiver program. Specifies that a recipient of the program may simultaneously participate in a Medicaid waiver program and requires the office of the secretary to individually determine eligibility for both programs based on the individual's medical need requirements.
