Overview

        The Pan-Sayvillian Commission on the French Language (French: Commission pan-sayvillien sur la langue française), or “PSCFL” in English for short, is to be the principal regulator and promoter of the French language in the Commonwealth of Sayvillian Regions (CSR). While closely associated with the Commonwealth, it shall be an independent government agency jointly overseen by the Kingdom of Sayville (KOS), Kingdom of West Sayville (KWS), and the Empire of Sayville (EOS). Outlined below is its operational structure and key responsibilities.

Governance

        The Commission shall be organized as follows, in decreasing order of precedence:

• Chair of the Board of Commissioners

• The Chair is the official head of the Board of Commissioners (and therefore de facto head of the entire Commission). He or she is appointed by the combined governments of the CSR; the post has no set term limit. The Chair establishes policy initiatives for the Commission to achieve, and reports directly to members of the CSR’s regional governments.

• Vice-Chair of the Board of Commissioners

• The Vice-Chair is appointed by the Chair, and fulfills the Chair’s duties in his or her absence. Additional responsibilities may be vested in the position at the discretion of the Chair.

• Members of the Board of Commissioners

• Members of the Board of Commissioners include those who head specific agencies within the Council (ex. Commissioner for Orthography or Commissioner for Public Relations) and the Vice-Chair when not exercising power as “acting Chair” in the Chair’s absence. These individuals serve as advisors to the Chair and carry out specific orders issued by him or her.

Duties and Responsibilities

        As the preeminent association for the French language in the CSR, the Commission is responsible for promoting and standardizing its use throughout the Commonwealth. This includes ensuring proper use of orthography, vocabulary, grammar, punctuation, and following French language conventions. The Commission also advises regional governments on matters concerning the French language, works closely with regional Ministries of Culture to ensure its entrenchment into Pan-Sayvillian society, and advocates for the interests of Franco-Sayvillians (i.e. French speakers) of the CSR.
