4) Creating a Mobile Web Site
When you go to a website that also has a mobile version, there is typically a redirect in the header of the webpage that sends your handheld browser to a moble site.
The mobile site is formatted to look and navigate better in your smaller screen or with a touch screen (as in the case of the iPad especially)

Dudamobile (a service that does this) http://www.dudamobile.com. I’ve used the free version and it works well. It not only converts but lets you edit as well.

Phone gap is a tool/service that converts Web-based content into a mobile app.
