RULES of  MILTON OUTDOOR BOWLS CLUB 

(as amended November 16th 2013)

1.        The Club

The Club shall be known as the Milton Outdoor Bowls Club. (MOBC) All reference in these rules to ‘The Club’ or ‘MOBC shall be taken to mean Milton Outdoor Bowls Club.

2.        The Objectives

The objectives of the Club shall be the promotion of flat green bowling amongst the residents of Milton and surrounding areas.

3.        Annual General Meeting

The principal authority of the club shall be the Annual General Meeting (AGM) of fully accredited members. It shall be held as soon as practicable after the end of the playing season as decided by the Executive Committee (EC). The advice of the AGM shall be published by a notice in the club pavilion giving at least 30 days notice warning of the time, date and venue of the meeting. At least one third of the members shall be present at the AGM to provide a quorum. The AGM shall elect members to the EC. Voting shall be by a show of hands or such other written method that the Chairperson of the meeting shall decide.  In the event of a tie the Chairperson may have a casting vote. The amounts of the Annual Subscription, Match Fees and any other fees shall be passed at the AGM.

4.        Extraordinary General Meeting

An Extraordinary General Meeting may be called at any time by the EC. A meeting may also be called at the request of accredited members, provided that such a request be made to the Secretary in writing, having been signed by no fewer than 15 paid up members of MOBC. A written notice will be forwarded to each member, giving 14 days prior notice of the meeting, advising of the time, date and place.

 

5.        Executive Committee (EC)

The AGM shall each year elect an EC to administer the club over the next 12 months.

The EC will elect a Chairperson from the EC for the next 12 months.

In the absence of the Chairperson at any meeting, the EC will elect a Chairperson from those present to run the meeting. The EC shall consist of the Secretary, Assistant Secretary, Treasurer, Assistant Treasurer, Greenkeeper, Web Master and four or more other members.

The Honorary President and all Club Captains will be Ex-Officio members of the EC.

There will be three meetings of the EC each year, the dates to be arranged at the AGM.

The Secretary can call extra meetings of the EC when considered necessary, when 7 days notice will be given. At least 5 members of the EC must be present at a meeting to form a quorum.

Voting at EC meetings shall be by a majority on a show of hands or such written method that the Chairperson shall decide. In the event of a tie the Chairperson shall have a casting vote.

6.        Honorary President

The position of Honorary President shall be awarded at the AGM each year and will hold office for a period of 12 months.

The Honorary President will represent the club in circumstances deemed necessary by the EC.

7.        Secretary

The Secretary shall be elected at the AGM each year. The Secretary will be responsible for efficiently administering the Club’s affairs, such as, keeping records, taking the minutes of meetings, attending fixture meetings and arranging the Club’s fixtures, ensuring that the Club is properly insured and complies with relevant legislation and any other duty as agreed with the EC.

8.        Assistant Secretary

The Assistant Secretary shall be elected at the AGM each year. In the absence of the Secretary the Assistant Secretary will carry out the duties of Secretary.

9.        Treasurer

The Treasurer will be elected at the AGM each year. The Treasurer’s duties will include keeping books of account, except for a small cash float, will keep monies in a Bank or Building Society account as directed by the EC (withdrawals from these accounts will be by two signatures of either, the Honorary President, Secretary or Treasurer), and shall produce for the AGM details of income and expenditure with a balance sheet. The Treasurer will liaise with the Auditor as appointed by the AGM.

10.        Assistant Treasurer

The Assistant Treasurer will be elected at the AGM each year. In the absence of the Treasurer, the Assistant Treasurer will carry out the duties of Treasurer. At other times the Assistant Treasurer shall conduct business on behalf of the Club as agreed by the EC and Treasurer.

11.        Greenkeeper

The Greenkeeper will be elected at the AGM. The Greenkeeper will advise the EC on all matters relating to the green and surrounds, as well as liaising with the contractor who maintains the green.

12.        Committee Members

In addition to the six officers of the Club, the AGM shall elect an additional four, or more members to serve on the EC.

13.        Membership

Any person wishing to become a member of MOBC must complete the application form having been proposed and seconded by two full members of the Club. Only members who have paid their subscriptions are entitled to vote at the AGM or Extraordinary GM.

14.        Annual Subscriptions

Annual subscriptions will be due on or before 1st May each year and not later than the 31st May, otherwise membership will cease.

15.        Club Captains

The AGM shall elect a Captain for each league team and friendly matches. The Captains can appoint their own Vice Captain. The Captain will be responsible for: - team selection; collection of rink fees; catering and travelling arrangements. Captains will be Ex-Officio members of the EC

16.        Auditor

An Auditor shall be appointed at the AGM, to examine and approve the statement of accounts and balance sheets produced by the Treasurer.

17.        Standard of dress

Members will wear recognised bowling shoes when participating in games on the green. When members are taking part in league, cup or competition matches, the dress will be white tops, grey trousers or skirts (white waterproofs in wet weather). The AGM can approve team colours.

18.        Leagues and Competitions

Entry by the Club for external leagues and competitions shall be decided by the AGM each year, and will be played in accordance with the rules laid down by the organising authority.

19.        Club Competitions

The Secretary, or if appointed by the EC a Competitions Secretary which may be the Honorary President, shall present to the EC for approval all the Club Competitions with the proposed rules and entry fees.

Where possible the competitions and dates shall be approved before the start of the bowling season. The person elected to administer the running of the competitions during the season shall post rules and details of the events on the Pavilion notice board.

20.        Changes to Club Rules

Changes to Club rules shall only be made by a proposal carried at the AGM.

Any proposal to change a club rule must be submitted in writing to the Secretary by 31st August in each season. Notice of the proposed change shall be posted by the Secretary on the Pavilion notice board within seven days of receipt and should remain there for the rest of the playing season. A copy of the Club rules shall be placed on the Club notice board at all times.

It is recognised that the rules as approved by the AGM will not cover every eventuality but are provided as a guide to members for the smooth running of the Club. The EC will rule on any matter not covered by the rules in the interest of members.
