Willdan Homeland Solutions City of Pompano Beach Feasibility Study for Police Services Response by the Broward Sheriff’s Office Sheriff Al Lamberti October 2009
Study Built on Two Foundations
Willdan Feasibility Study Response: Introduction
1. A “locally controlled” police department, especially one serving a City of 100,000 population or more, should be completely in harmony with the City’s Mission, Vision, Goals, and Objectives; and
2. A transition to “re-form” the police
department will not only fit the first premise, but save the City of Pompano Beach substantial money.

The “Good”: Where We Agree
Willdan Feasibility Study Response
•We appreciate acknowledgements that BSO provides “quality law enforcement services.”
•Comparative Analysis Summary Table (p.39).
•We must address issue of “local control.”
The “Good”: Where We Agree
Willdan Feasibility Study Response
•Absence of City Strategic Plan – we can help.
•Understanding the City – Chief and Exec. have 60 years in policing, all in Pompano Beach.
•Better structured municipal services contract.

The “Bad”: Inaccuracies
Willdan Feasibility Study Response
•No information on Willdan participants.
•No reference list or sources to support claims.
•The “local control” argument is subjective, with no objective (facts or figures) support.
The “Bad”: Grants & Forfeitures
Willdan Feasibility Study Response: Inaccuracies
On page 39: “City…does not receive direct benefit of grants or asset forfeiture seizures unless the contract specifies.”
•All assets seized in Pompano Beach and forfeited are deposited in the City’s Law Enforcement Trust Fund account for use in the City.
•Pompano Beach LETF total amount: > $2,500,000.

The “Bad”: Specialized Services
Willdan Feasibility Study Response: Inaccuracies
On page 64: “It should be noted that while many municipal police departments serving a community the size of Pompano Beach have their own specialized services the County is required to provide…to the community regardless of whether a city is served by its own sheriff’s department or its own police department.”
•BSO has built a philosophy of providing regionalized services throughout the County as a matter of policy, not requirement.
•Policy has long served as core of our countywide commitment.
•Municipal departments electing to fund, staff, and provide their own specialized services do so as a matter of choice.

The “Bad”: “Notion of 100,000”
Willdan Feasibility Study Response: Inaccuracies
On Page 69: “The 100,000 (population) figure appears to be the tipping point or moment of critical mass, the threshold or boiling point when change is required to maintain the level of service with strategic philosophies that uniquely identify a transformation to a new identity that becomes Pompano Beach.
•The notion of 100,000 population to shed contracts – where does this come from?
•There is no mention in any reputable source.

Willdan Feasibility Study Response: Inaccuracies
