Call for communication for a colloquium :

"Biology for the conservation of Plovers breeding

on the shore above high water mark"

Caen (14), 17th and 18th November 2012

The Kentish Plover (Charadrius alexandrinus) population of Eastern Atlantic and Western Mediterranean coasts is considered as “isolated” according to Delany and Scoot (2006) and shows a slow decrease on a European scale according to Birdlife International (2004). As a consequence, the Kentish Plover is listed on appendix 1 of Birds Directive 79/409. In France, the species has been added to the red list of threatened birds (2010) and is considered as an endangered species. The last estimate of the breeding population of the Kentish Plover in France dates from 1996, and amounts to 1200 to 1500 pairs (Birdlife International, 2004).

The Kentish Plover breeds on the shoreline, at the mercy of inclement weather and tide conditions as well as the effects of climate changes. Its breeding sites are also often places of strong socio-economical issues. The impact of these different types of disturbance should be assessed in order to conserve the species and the habitats that it needs.

Faced with this situation, a Regional Action Plan (PRAGCI 2010-2012) for the protection of the Kentish Plover in Basse-Normandie was drawn up at the request of DREAL of Basse-Normandie, subsequent to five regional surveys of the species carried out by the Groupe Ornithologique Normand (1979, 1984, 1995, 2000 and 2007) and many  local studies. The GONm has been entrusted by the DREAL of Basse-Normandie and the Seine-Normandy Water Agency  with overseeing this plan, in partnership with the different structures involved in the research into and the management of natural sites and species protection measures (CRBN, CG14 et 50, DDTM 14 et 50, SMCLEN, SyMEL, CEL, PNRMCB, ONCFS, etc.). The aims of this three-year Plan are to improve scientific knowledge of the species and the habitats it frequents, protect its coastal breeding sites and create channels of communication between professionals and the general public (GONm, 2009).

Within this framework the GONm and the DREAL of Basse-Normandie are organizing a symposium entitled "Biology for the conservation of Plovers breeding on the shore above high water mark" in Caen (14), on 17th and 18th November 2012.

Primarily, this meeting will be an opportunity to bring together national professional and amateur experts on the species (or species facing similar problems such as the Great Ringed Plover - Charadrius hiaticula) so as to produce as complete a picture as possible of current knowledge on a national scale. In particular the results achieved after the Basse-Normandie Regional Action Plan has been in effect for three years, will be presented.

This colloquium will also permit discussion between scientific researchers and those involved with carrying out environment protection of the Kentish Plover (as well as breeding shorebirds of the genus Charadius) in France and in Europe.

Finally, the pooling of information and procedures at the end of this Conference should facilitate reflection on a national or even European strategy for the protection of the species.

ORGANIZATION :

The seminar will be divided into four sessions :

1.      State of current knowledge on the Kentish Plover in France and Europe: status (nesting, wintering, migration) distribution, evolution of populations, regional study programs in France and in Europe.

2.      Presentation of scientific research programs on the breeding biology of the Kentish Plover or other members of the Charadrius genus.

3.      Feedback on measures for conservation and management of the species and targeted nesting sites in France and Europe so as to develop a coherent conservation strategy.

4.      Field visit.

Targeted speakers: scientific researchers, managers and administrative staff of public agencies, association members.
