7. MINI-SOCCER NOTES
All League Rules are contained in the League Handbook, which also gives details of league officials and other member clubs. Your Club Secretary should provide you with a copy, and you can also download it from the League website at www.cyfl.btck.co.uk
You can register up to 14 players, including transfers, by following the correct procedure from the handbook.
You can also de-register players by informing the Registration Secretary and returning the respective player’s ID card.
After 31st January no players can be transferred or re-registered for a club, but you may register new players to the League until 31st March.
A player who hasn’t reached the age of 8 by 31st August at the start of the season in question is too young under FA Rules and cannot play mini-soccer in the League that season.
The three-team format requires one of the teams to supply goals. This team is highlighted on the fixture spreadsheet sent by e-mail to all Club Secretaries regularly.

The team supplying the goals must ring the other teams and the referee by 8pm on the
Thursday before the game to ensure the other teams are aware of the order of play,
opponents’ team colours, and the venue with directions if necessary.
Before each fixture please ensure that you know what your opposition’s team colours are, and take an alternative kit or different colour training bibs to avoid a clash.
The first game starts at 10am prompt. The team supplying the goals must arrive early enough to set up the goals in time. Please make sure the goals are maintained in a good condition.
League fixtures are 15 mins each way; Cup matches are 20 mins each way. In the event of a draw in a Cup tie 5 mins each way extra time is played, followed by penalty kicks if required.
The penalty shoot-out will be 5 penalty takers per team who must be on the pitch at the end of extra time, followed by sudden death if scores are still level. This will involve the other two players on the pitch at the end of the game and then if required the original penalty takers taking penalties in the same sequence.
Each manager must take his/her ID cards to every game and exchange them with the opposition manager before the game. If a team refuses to show their ID cards when requested please inform the Mini-Soccer Co-ordinator and/or League Secretary.
League officials will perform spot checks of ID cards to ensure that the players are bona fide members of the team. Any team playing unregistered players is likely to be removed from the league with immediate effect.
IMPORTANT -
To avoid a fine, all results must be phoned or e-mailed to the Mini-Soccer Co-ordinator by 5:15pm at the very latest on the Sunday after your game.
All teams must submit their results, not just the team supplying the goals. If you get the Mini-Soccer Co-ordinator’s answermachine, then leave a message with the result.
If you want a prompt and up-to-date results service we suggest you phone in your results after your games finish on the Saturday.
The Mini-Soccer Co-ordinator will only update the Full-Time website when all results for that weekend have been received.
Please do not phone the Mini-Soccer Co-ordinator to find out your main rivals’ results; look at Full-Time, which will be updated as soon as possible.
IMPORTANT-
To avoid a further fine, result cards must be sent to the Results Secretary (not the MiniSoccer Co-ordinator) to arrive within three days of the match being played.
It is acceptable to scan them and e-mail them to the Results Secretary.
IMPORTANT-
Every result card must be signed by all team managers, contain the referee’s name - regardless of whether it’s a league appointed referee or not - and contain a mark for the referee. If, for any reason, you are unable to get a required signature, print the name.
Basically if there’s a box to fill in, fill it in.
If you’re unavailable to play a fixture on a particular date you can cancel it by giving 28 days notice to the Mini-Soccer Co-ordinator. You have three uses of this facility per season. All fixtures are controlled by the league and we will not allow managers to simply re-arrange fixtures on an ad hoc basis by mutual agreement.
Failure to play a fixture on the allocated date will result in a fine and deduction of 3 points.
Any objection to a cup semi final or final date must be made by 31st October of the relevant season. After this the dates for these ties are fixed.
As virtually all clubs are FA Charter Standard now, the parents of the players should be aware of the standard of behaviour required on the touchline, in particular with regard to showing respect to the referee and not questioning his/her decisions.
The Respect Codes of Conduct are contained in the league handbook.
It is the team manager’s responsibility to ensure the team’s supporters behave in the appropriate manner, and if this doesn’t happen the referee has the right to report the team to the County FA, which will result in the manager having to face a disciplinary hearing for not controlling his team or supporters.
Please explain the advantage law to your parents as amongst the new U9 teams the referee seems to spend the morning dealing with cries of “c’mon ref !!!!” every time there’s a collision and he waits to see if an advantage is to be played. At this age there does tend to be a lot of bumping into each other and the referee will endeavour to let the game flow as best he can.
IMPORTANT-
Referees also complete a result card which they send in to the league after each game. This card includes their comments on teams’ sportsmanship and the general behaviour of managers, coaches and supporters, and they are taken very seriously by the league.
IMPORTANT-
Please don’t forget to pay the referee before departing the venue.
Each mini-soccer match costs £7 in referee’s fees, split between the two teams (£10 for cup ties).
For venues which require the referee to travel more than five miles, travelling expenses may be requested by the referee at 35p per mile, but can be claimed back from the league as long as the relevant form has been signed by the referee. These forms can be downloaded from www.cyfl.btck.co.uk
(LRFC NOTE - Referee fees are to be reclaimed via the Expenses Form found in the Documents & Forms Section on our website and will paid direct to your bank account by our Club Treasurer).
If you need access to changing rooms at Borough Council venues please contact the Council to arrange for you to have a key. This may involve paying a deposit.
The council pitches are booked for the whole morning, so if there are only two fixtures on a particular morning it isn’t a problem if you stay on for a friendly afterwards.

Rule 10(D) The Secretary of the home club must give notice, in writing, of full particulars of the location of, and access to, the ground and time of kick-off to the match officials and the Secretary of the opposing Club at least seven clear days prior to the playing of the match. The away Club shall seek and acknowledge receipt of such particulars. Any club failing to comply with this Rule shall be liable to a fine of £5.

Rule11. Reporting Results
(A) The Registration Secretary must receive, within 5 Days (excluding Sunday) of the date it is played, the result of each Competition match in the prescribed manner. This will involve an official card being forwarded to the Registration Secretary (postmark to be evidence of date) detailing the correct result of each match, the forenames and surnames, in BLOCK LETTERS, and Registration Numbers of team players, opponents sportsmanship marks, together with the name and marks of Officially Appointed Referees, in accordance with Rule 13. Sportmanship Marks for opponents shall be awarded out of 100.
Any Club defaulting or providing the name or marks for club volunteer referees shall be fined £5 for each offence. In the event of incorrect names being sent an additional fine (minimum £1) shall be imposed.

PLEASE COMPLETE THE TEAM AND RESULT CARD AND EMAIL TO THE SECRETARY ASAP SO THAT HE CAN SIGN AND FORWARD ONTO THE REGISTRATION SECRETARY WITHIN TIMESCALES.
(B) The Home Club shall telephone the result (including details of postponements) of each match to Mr Ben Hill (01452 690911) by the time that is 2 ½ hours after the stipulated kick off time. The results (including details of
postponements) of County Cup fixtures shall also be telephoned to Mr Ben Hill (01452 690911) by 5.00pm on the day of the fixture by the HOME team, OR BY THE AWAY TEAM IF THE HOME TEAM IS FROM ANOTHER LEAGUE. Any Club in default shall be fined minimum sum of £5. This minimum fine shall be increased by £5 for the second and each subsequent offence.
(E) Each Captain must supply the correct names and initials of his team to the opposing Captain or any member of the Management Committee at the field of play, if requested to do so. In the event of a refusal to comply, or incorrect names being supplied the Club shall be fined a minimum of £10. If such refusal or incorrect names are given to a member of the Management Committee the Club shall be severely dealt with by the Management Committee.
(F) For all fixtures, each club SHALL hand a list of names of players taking part in the fixture (including the names of nominated substitutes) to the referee and a Representative of the opponents in the presence of the referee at least 15 minutes but no earlier than 30 minutes before the stated time of kick off. This list should be signed by the club official in charge of the team, the referee and the representative of the opposition to whom the sheet is handed. Each player named on the team sheet must be assigned a number and this number must be written on the sheet next to the player’s name. The numbers on the shirts must correspond to the number the player has been given on the team sheet. Any Club failing to carry out these provisions shall be fined a sum of £10. No player who is named on the team sheet and who was eligible to play in the match in question at the time that the team sheet was handed to the match referee shall be able to subsequently become ineligible for that match, for whatever reason.
Rule 13
(E) - The Home club shall pay the Officials for each fixture within 15 minutes of the completion of the match or be liable to a fine of £10.
(H) Each Club shall, in a manner prescribed from time to time by the Football Association, award marks to the Referee for each match. The name of the Referee for each match and the marks awarded shall be submitted to the Registration Secretary on the Result Card provided. Clubs failing to comply with this rule shall be fined £5 for each offence. A mark of sixty or less MUST be accompanied by a full statement giving the reasons for the low mark. No half marks are to be allowed. Emphasis should not be given to isolated incidents. This statement MUST accompany the Result Card or the Club shall be fined £5. The Management Committee shall review all markings of sixty or less.
( J ) The referee shall complete an Official Referee’s Result Card giving the result of the match, the number of players in each team and the time of kick-off and any other details as required on the card, sign it and hand it to a representative of the home side within 15 minutes of the completion of the match. The home Club Secretary shall then submit the
official Referee’s Result Card and home team’s copies of the Team Sheets provided by both teams in the fixture to the League Results Secretary within five days of the match. A fine of £10 shall be imposed on any Club failing to submit the Official Referee’s Result Card within this time. A fine of £5 shall be imposed upon the home club for each team sheet that is not submitted within 5 days of the match.

2. INSURANCE - PUBLIC LIABILITY AND PERSONAL ACCIDENT
Each year the Club purchases PL & PA Insurance - the Policy is held by
the Club Treasurer.
3. DISCIPLINARY ISSUES
Bookings - If a player is booked, the club will be fined by the
Gloucestershire FA. The Club promotes fair play at all times and,
therefore, any fine incurred by the Club as a result of a booking is to be re-imbursed by the player booked.
4. PITCHES
4a1. CHELTENHAM BOROUGH COUNCIL -
CONDITIONS OF HIRE PITCHES AND PAVILIONS
1. Cheltenham Borough Council shall carry out all pitch maintenance, preparation and marking.
2. The Club will provide all its own equipment for the playing on the pitch, i.e nets and corner flags for football and wickets for cricket etc. The Council will provide goal posts.
3. The Club will take care to use all the facilities provided in a reasonable manner and will reimburse the cost of any damage caused by any of its members or members of any other Club that it is playing against while using the facilities provided.
4. The Club shall take out a policy of insurance to cover its liability to a minimum value of £5 million in the event of injury to its members while playing on the pitch and in an event of injury to third parties resulting from the Club's use of the pitch. The Club shall indemnify the Council against all liability arising from the Club's use of this pitch and other facilities granted by the Company.
A copy of the Club's insurance policy must be given to the Council when booking pitches.
5. The Club shall provide the Council with two copies of its fixture list for the current season.
6. The Council accept no responsibility for personal property in changing rooms or vehicles parked in the car parks. The Club is advised to ensure it has a safe arrangement for care of valuables.
7. The Club shall ensure that its members and members of opposing teams shall wear suitable footwear appropriate to the sport being played on the pitch.
8. It is an offence to discard or leave litter on a public playing field. All litter, water bottles and orange peel must be removed from the pitch immediately after the game. Failure to do so may result in a fine, anclJor meeting the costs associated with the Council collecting and disposing of the litter. All litter, water bottles etc. in changing rooms must be placed in the litter bins provided.
9. No washing of boots in showers or urinals.
10. Ensure all Pavilion lights, showers and taps are turned off before leaving and check the Pavilion door is locked on leaving.
11. (a) Any matches cancelled by the Club will not qualify for a refund.
(b) Games cancelled by a Council officer when he/she considers the pitch unfit for play will qualify for a refund or the offer of an alternative pitch at a later date.
(c) Games cancelled by match Referees or League officials with delegated responsibility from the Council, will only qualify for a refund"where notification is received by Customer Services (tel. 01242262626 or email parksandlandscapes(a)cheltenham.gov.llk) within four days of the cancelled game.
11. All keys issued to the Club for the purpose of securing Pavilions during and after games remain the property of Cheltenham Borough Council. A deposit of £10.00 must be paid by the Clubs for keys to the pavilion. 4a2 CHELTENHAM BOYS COLLEGE PITCH AGREEMENT SIGNED BY LRFC
1) Cheltenham College is committed to ensuring, so far as is reasonably practical, that the sports facilities at Cheltenham College Sports Complex are safe and that the necessary measures to prevent or control risk have been introduced.
2a) I have read and understand the Terms and Conditions of Hire ieaflet.
2b) I have been shown the evacuation procedures in event of fire, including the location of fire alarms, extinguishers, fire exits and assembly points.
2c) I acknowledge that I am responsible for First Aid provision.
2d) I confirm that those responsible for children U16 will meet all statutory vetting requirements and are suitable qualified. I am able to provide evidence to support this upon request.
3) In the event of a fire, emergency or accident I shall alert the College immediately by ringing: 01242 706706
4) There is a telephone (internal calls only. but including 999 and the emergency number) situated in the sports hall foyer at times when the complex is open.
5a) I shall provide evidence of my Public Liabilitity Indemnity Cover, which is at least £5m or ......
5b) I would like to be covered under the College's Hirer's Liability Policy and I acknowledge that there may be a charge. (please delete as appropriate)
6) There is a Manager on duty in the sports complex from 6pm - 10.15pm Monday to Friday.
7) Food, drink, glass containers are not permitted in, or around the Sports Complex and Astroturf.
8) No smoking is allowed within the Sports complex and Astroturf.
9) No animals are allowed into the Sports Complex or onto the Astroturf.
10)Only clean, non-marking shoes are allowed to be worn in the hall.
11) Only clean trainers or Astroturf boots are to be worn on the Astroturf pitches. Under no circumstances are football boots to be worn.
12) The weights (supplied) must be fitted when using the soccer goals.
13) Hockey goals are not to be used for soccer.
