I very much doubt it. I am almost certain that no one from my office has done so (it's not really a human rights activity). I can't speak for the rest of the (big and complex) UN system, but it sounds pretty unlikely. To be absolutely sure, however, we would need slightly more information about which bit of the UN is suspected of doing such a thing
