S.H.I.E.L.D. began to counter the threat of HYDRA during the second World War. Much of its history is shrouded in mystery and highly classified. The talk of the military and espionage group is definitely distrustful and/or troublesome. You hear whispers that they knew someone who was a top mind in their field or saw something they shouldn't have, that a group from S.H.I.E.L.D. agents came along, and they were never heard from again. The gossip around the MCU world is just that, unless you're in the know. S.H.I.E.L.D. is led by a war hero named Nick Fury. He wears a leather trench and an eyepatch, you wouldn't be surprised if he turned out to be a robot with how awesome (and kind of scary) he is. Nick Fury is the only S.H.I.E.L.D. agent to have the locations of all covert bases and safe houses under S.H.I.E.L.D.'s thumb. Getting on his bad side is like getting on Captain America's bad side, except he would probably just go ahead and kill you. Or let one of his agents torture you. His right hand woman is Maria Hill. They tend to butt heads, which is, honestly, how he prefers it. S.H.I.E.L.D. answers to the World Security Council, which is similar to the United Nations, just a bit less goody-two shoes and a lot more shadowy. The people involved in the council have no problems sending Manhattan into a nuclear winter without approval of the UN or even the United States government. S.H.I.E.L.D. has decided to hold that over the WSC's heads. While the nuclear warhead that threatened Manhattan in May 2012 is not widely known, there are blogs and some people swear they saw some sort of bomb, but with all the shooting and weird things going on that day, they're not ENTIRELY sure. S.H.I.E.L.D. made sure those people aren't looked on too kindly in the media. Or on the internet. Sorry you guys. Tesseract Refugees have the option of joining S.H.I.E.L.D. in an official capacity if they have the skills to get them noticed. S.H.I.E.L.D. has a tendency to approach people on its own to hire them, unless it's an administrative position. If your character expresses an interest in joining, the moderators will work with you on how they will be approached, security levels, and job description. These will be handled case by case. No one under 18 will be asked to join, and we will not accept any characters under the age of 18. Information about how training works can be found here. This grants you automatic access to Potts Tower and puts you into the United States systems. There's no real S.H.I.E.L.D. access in this. Level One: Technicians, Janitorial and Cleaning staff, Maintenance, Mechanics, Generalists, Trainees, Human Resource Interns, eventually Skye. Level Two: Administrators, Human Resource Generalists, Schedulers, Security, Security Guards Level Three: Field Agents, Research and Development, Biologists, Pilots, Medical, Public Relations Generalists
Level Four: Regional Officer, Managers, Regional Administrators, Human Resource Specialists Administrators, Public Relations Specialists, & Special Agents,
Level Five: Special Officer, Special Agents, Refugee Heads of Divisions
Level Six: Specialists, Admin, Unknown (All of these are MCU characters only)

Level Ten: Director Outside Consultants: These are people who have had experience in their world with SHIELD or SHIELD-like entities. They are called in when things are exceptionally bad and back-up is needed. Or if there is specialized needs they can fulfill.
