CHARTER OF THE

UNIVERSITY OF DAYTON

MODEL UNITED NATIONS ORGANIZATION

·      ARTICLE I: NAME

o      The name of this organization is the University of Dayton Model United Nations Club or UDMUN.

·      ARTICLE II: PURPOSE

o      The purpose of this organization is to educate students about the United Nations and international affairs. This is done through campus activities such as speakers and hosting a United Nations simulation conference for high schools. Another primary purpose of Model United Nations is to participate in regional Model UN competitions as was as national Model United Nations conferences. The club will work to increase members' knowledge about the United Nations, international politics and law, global conflict, human rights and current events. Another purpose of this organization is to improve the researching, writing and public speaking skills of all active members.

·      ARTICLE III: GENERAL ASSEMBLY

o      Membership shall be open to all students at the University of Dayton, regardless of gender, race, or creed, who are interested in learning about the United Nations and participating in Model United Nations conferences. Membership of the General Assembly can be granted to any member of the University of Dayton Community simply by the Secretary General. If members then indicate that they do not wish to continue to be members of the General Assembly the Secretary General may remove them from the Roll. 

·      ARTICLE IV: QUORUM

o      Quorum shall be established in the General Assembly as 2/3 of the body being present. Members who are absent and considered excused from the body by the Secretary-General will not count against a call for Quorum in the body.

·      ARTICLE V:  ELECTIONS

o      Section 1. Election Process

§       The future officers of the UD Model United Nations Club will be nominated by members of the General Assembly and seconded by at least one other member of the General Assembly. The period for the nomination of officers must be open for at least 10 days before elections may be held. Votes will be taken by secret ballot in favor, or against the slate, with a simple majority needed for the slate of officers to pass. Elections will take place annually in April except for the General Committee Chair for UDMUNC, whereby election will take place after the High School Conference. Elections should take place at an official meeting of the General Assembly presided by the outgoing Secretary-General.

·      ARTICLE VI: SECRETARY-GENERAL

o      A. The powers and duties of the Secretary- General will be:

§       1. To serve as chief executive of the organization

§       2. To serve as presiding officer at Secretariat and General Assembly meetings

·       The Secretary General Shall not Vote in Either the General Assembly or the Secretariat unless there is a tie, in which case the Secretary-General must cast a vote in one way or the other to break the tie.

§       3. To Act on behalf of the General Assembly and to carry out the resolutions of the body. 

§       4. To direct and be responsible for the programs and development of the organization including participation in regional and national conferences, and the activities conducted by the organization.

o      B. In event that the Secretary General would resign their position, the Undersecretary General will take upon the position of the Secretary General. Officer positions that are not filled will be appointed by the Secretary General with approval of the Secretariat. 

o      C. In the Event that a the Secretary-General does not meet the expectations of the organization or in some way acts in a dishonorable manner unbefitting a member of that office a motion must be adopted by consensus in the General Assembly to remove that individual from office.

·      ARTICLE VII: SECRETARIAT

o      Section 1. the Secretariat will comprise of the elected Officers and will be headed by the Secretary-General.

o      Section 2. Duties  and Powers of Secretariat

§       B. The powers and duties of the Undersecretary General will be:

·       1. To serve in the place of, and with the authority of the Secretary-General, in the event of the Secretary-General's absence

·       2. To serve as presiding officer at sub-committee meetings 

·       3. Responsible for member participation in Model United Nations conferences outside of the University of Dayton

·       4. To perform such duties as may be assigned by the Secretary- General

§       C. The powers and duties of the General Committee Chair for UDMUNC will be

·       1.  To serve as chief executive and coordinator for the High School Model United Nations conference in the fall 

·       2. To perform such duties necessary to the operations of the conference including but not limiting to correspondence with High School faculty advisors, conference logistics, and conducting advisor meeting with the Secretary- General and Model United Nations Faculty Advisor during the UDMUNC.

·       3. To serve as presiding officer at sub-committee meetings

·       4. To perform such duties as may be assigned by the Secretary- General

§       D. The powers and duties of the Treasurer will be:

·       1. To receive all funds belonging to the organization and pay out orders approved by the Secretariat, while keeping an itemized account of all expenditures and deposits. 

·       2. To serve as the presiding officer at sub-committee meetings

·       3. To perform such duties as may be assigned by the Secretary- General

§       E. The powers and duties of the Secretary will be: 

·       1. To take and send accurate minutes of general assembly meetings and keep a detailed record of the proceedings

·       2. To maintain a list of all officers and members of the organization

·       3. To serve as the presiding officer at sub-committee meetings

·       4. to perform such duties as may be assigned by the Secretary-General

·      ARTICLE VIII: THE SUBCOMMITTEES

o      Duties of the Sub-Committees

§       A. The duties of the Undersecretariat comprising of the Conference Chair and Education Officer are as follows:

·       1. The duties of the Conference Chair

o       i. Responsible for the logistical coordination of all conference participation by members of the general assembly

o       ii. Any other duties appointed by the Secretary-General

·       2. The duties of the Education Officer

o       i. Responsible for training UD Model UN members to serve as committee chairs and Rapporteurs at the University of Dayton Model United Nations Conference, and as delegates to outside conferences

o            ii. Any other duties appointed by the Secretary-General

§       B. The duties of the General Committee headed by the General Committee Chair of UDMUNC and comprising of the committee chairs are as follows:

·       Shall be responsible for successful operations of UDMUNC 

·       Logistical operations shall be delegated to each conference committee chairperson as determined by the General Committee Chair of UDMUNC.

§       C. The duties of the Secretarial Committee headed by the Secretary and comprising of the Social Chair and Web Master are as follows:

·       1. To maintain communication between the Secretariat and the General Assembly

·       2. The duties of the Social Chair are as follows:

o       i. To direct social activities of the general assembly

o       ii. To coordinate Recruitment by the Organization, and conduct several information sessions centering on what the Model United Nations is.

o       iii. work actively to get new members involved in the club in coordination with the education officer. 

o            iv. Any other duties appointed by the Secretary-General

·       3. The duties of the Web Master are as follows:         

o       i. To maintain and update the UD Model UN club website accurately

o       ii. Any other duties appointed by the Secretary-General

·       D. The duties of the Treasury Sub-Committee headed by the Treasurer and comprising of the Fundraising Chairperson and Service Chairperson are as follows:

o       1. To maintain financial stability of University of Dayton Model United Nations Organization  

o       2. The duties of the Fundraising Chairperson are as follows:

§       To coordinate all Fundraising efforts by UDMUN

§       To track all time spent by members of the General Assembly in fundraising efforts on behalf of UDMUN

§       All other tasks as assigned by the Secretary-General.

o       3. The Duties of the Service Chairperson are as follows:

§       To Coordinate the Community Service of UDMUN

§       To Track the service hours of each member of the General Assembly.

§       Any other duties as assigned by the Secretary-General

·      ARTICLE IIX: REPLACEMENT AND REMOVAL OF OFFICERS

o      All officers of the organization serve at the discretion of the Secretary General therefore may be removed by the Secretary-General, and replaced with the approval of the Secretariat.

·      ARTICLE IX AMENDMENTS

o       Proposed amendments to the charter will be first accepted by the Secretary-General then edited and approved by the Secretariat. The vote of the Secretariat to amend the charter must be adopted by consensus. the proposed amendment must be then ratified by a simple majority of the General Assembly. If the Secretariat is unable to reach consensus then a 3/4 majority of the General Assembly can pass amendments without the consensus of the Secretariat. 

·      ARTICLE X: DUES

o      Dues may be levied by the organization from its members as a requirement of membership in the General Assembly.

o      All Dues levied by the organization must be first accepted by the Secretary-General then approved by the Secretariat. The vote of the Secretariat to levy dues must be adopted by consensus. If the Secretariat is unable to reach consensus then a simple majority of the General Assembly can levy dues without the consensus of the Secretariat. 

·       AMENDMENT I

o      Applies to all conferences that UDMUN attends where the number of members interested in attending are greater than the number of available delegations;

o      The Academic Advisor and Secretary General of UDMUN are guaranteed attendance at any conference;

o      All other members interested in attending the conference are to fill out an application for said conference;

o      Applicants will be selected to attend the conference by a panel of five judges that is to be created before each conference in question;

o      The panel of five judges will include;

§       The Academic Advisor;

§       The Secretary General;

§       One member of the Secretariat that is interested in attending the conference, voted on by all members in attendance;

§       One member of the officers that is interested in attending the conference, voted on by all members in attendance;

§       One member of the general membership that is interested in attending the conference, voted on by all members in attendance;

o      All members are allowed to be elected to represent the general membership, the Secretariat and the officers are allowed to be elected to represent the officers membership, the Secretariat is allowed to be elected to represent the Secretariat membership;

o      Members must declare their nomination before the voting is to begin and may only enter their name into one race;

o      Any nominated member that is voted into the panel of judges is guaranteed a spot in the conference and they are responsible for assuming the duties of the panel

o      Failure to fulfill said duties of the panel will result in removal from the panel of judges and possible denial of conference privileges;

·       AMENDMENT II

o      Strike Article VII Section C Clause 2 and Rewrite Clause 2 to read,

§       “To perform such duties related to the conference including, but not limited to, coordinating all relations between the Director of High School Affairs and the Director of Conference Services in order to ensure all tasks assigned are accomplished in a timely manner, executing all duties on the day of the conference and dealing with all issues or conflicts that may arise on the day of the Conference, and organizing the advisors meeting on the day of the conference in cooperation with the Secretary General and the University of Dayton Faculty advisor.”

o      Strike Article VIII Section B and Rewrite Section B to read:

§       “The Duties of the General Committee under the Direction of the General Committee Chairperson composed of The Director of High School Affairs and the Director of Conferences services who answer directly to the General Committee Chairperson and the committee chairs who answer to all of the above:

·       Shall be responsible for the successful operation of the High School Conference

·       The duties of the Director of High School Affairs are as follows:

o      Coordination of all registration activities including letters to schools who have participated in the past, letters to schools seen as potential candidates to join the conference, all communication with the High Schools, Country assignments for the schools, and registration packets for the day of the conference, and

o      All duties deemed necessary by the General Committee Chairperson and/or the Secretary General

·       The duties of the Director of Conference Services are as follows:

o      Coordination with Kennedy Union, selecting room assignments for committees, arranging affairs with catering and parking services, ensuring the all committee chairs and rapps are properly educated in the functioning of a committee, approving all committees and committee topics, and helping to edit background guides, and all duties deemed necessary by the General Committee Chairperson and the Secretary General

·       The duties of Committee Chairpersons are as follows:

o       Completion of a well researched background guide, participation in all conference preparation activities deemed necessary, and knowledge of the committee, and All duties deemed necessary by the General Committee Chairperson and the Secretary General.
