REQUEST FOR PROPOSAL
- The Sci-Bono Discovery Centre is an agency of the Gauteng Department of Education. In the course of its operations the Centre is required to procure products and services from external service providers. These will be procured in accordance with Sci-Bono’s procurement policy, the GDE’s procurement framework and the Public Finance and Management Act.
- Sci-Bono invites proposals from service providers with the appropriate expertise, experience and capacity to provide the services and products described below. In submitting a proposal, potential providers acknowledge and accept the terms and conditions defined in section 3.3 of this document and those defined in the policies referred to in 1.1 above.
SCOPE OF WORK
Sci-Bono invites proposals to provide the following:
- Nature of the Work
The project forms part of Sci-Bono’s teacher development programme for 2011. The provider will be required to provide the following:
- To provide training to Intermediate Phase Master Educators in order to execute their key responsibilities of supporting, mentoring and advising the teachers in the following strand: Learning Outcomes 1 –Numbers, Operations and Relationships.
- The training manual should encourage the use of other resources, teaching aids, apparatus, manipulative, Maths Kit, simple constructions, etc,as this is highly recommendable in order to assist learners understand better rather than too much heavy reliant on talk and chalk, traditional methods which have not achieved much.
- The manual should be structured in the following manner:
- The manual should have 3 modules.
- Each module should contain at least 15 pages.
- Module 1: Grade 4 , Module 2: Grade 5 and Module 3: Grade 6 (Refer to attached Assessment Standards)
- Each Learning Outcomes and Assessment Standards should be written in full.
Content
- Explain what the learning outcome is about: Unpack the skills and concepts imbedded in the Learning Outcomes 1.
- Explain the content in the assessment standards using theoretic and practical activities to make educators understand what and how to teach Fractions.
-  Show how integration of the LO form within and across the Learning Areas can be done.
- Show how assessment standards within the LA can be clustered. 
- All activities should be designed from the LO and the AS not the other way round. 
- Clustering of assessment standards should not result in their rephrasing as this is against policy. 
- Teaching and learning activities in the manual should show how assessment should form an integral part of teaching and learning.
- Provide clear, easy to follow activities that are appropriate and relevant to the assessment standards.
- Provide examples of assessment activities, pitched at different cognitive levels (Bloom’s taxonomy) and for different grades.
- Activities should be learner centred, interactive and encourage cooperative learning.
- The content in the material should facilitate differentiated teaching to accommodate learners who are at different levels
 
 Project description
 
The project is threefold and it will include the development of the Intermediate Phase Educators’ manual ,pre & post test for educators, as well as the training of the Master Trainers. The aim is to improve the grades 4- 7 educators’ conceptual understanding of Mathematics and as a result allow them to teach effectively in the classroom. The development of an Intermediate phase educators’ manual will assist educators in understanding the concepts and skills embedded in each LO and be able to interpret them correctly. The activities in this educators’ manual will show them how to teach the LO and AS.
      
The project will commence in March 2011. The GDE and Sci-Bono reserve the right to cancel the project should there be no satisfactory compliance with requirements.
- Scale of the Work
- Training Material Development: 20hours per Module at a rate of R400/hour.
- Development  and Analysis of Pre & Post Test : 10hours at R400/hour
- To provide 5 hours (from 08:30-13:30) of training and 3 hours of preparation at a rate of R400/hour.  
TERMS AND CONDITIONS 
 
The following terms and condition apply:
-  Proposals should indicate the content, approach and methods to be used in delivering the training.
- Photocopying costs, training venues and catering services will be organised by Sci-Bono.
- Service providers should include the names, qualifications and brief statement (max 100 words) of previous experience of teacher training. 
- Sci-Bono will award the project at its sole discretion and will apply a number of criteria including but not limited to the proposed costs, the quality and quantity of previous services, the profile and location of the participants selected for training, etc. 
- Sci-Bono may contract a third party evaluator to monitor and report on the training. In submitting a proposal, service providers accept this as a condition of the project and agree to allow unrestricted access to evaluators for this purpose. Sci-Bono will make all reports available to the contracted service providers.
