E40 and NE2K League Rules
LEAGUE FORMAT:
1. Seeding for the National Championship in Kentucky
2. Every HS League Play game will count as 1 victory or 1 loss.
a. Session #1. May 16-18 (Houston or Louisville)- 4 Games for each team
b. Session #2 July 10-12 NE2K (Run 4 Roses Classic)- 4 Games for each team
c. Session #2 July 13-15 E40 (Run 4 Roses Championship)-4 Games for each team
d. Session #3. July 19-21 (National Championship-Kentucky).
3. Every MS League Play game will count as 1 victory or 1 loss.
a. Session #1: April 25-27 (Dallas or Louisville)- 4 Games for each team
b. Session #2 May 16-18 (Houston or Louisville)- 4 Games for each team
c. Session #3 July 10-12 NE2K (Run 4 Roses Classic)- 4 Games for each team
4. Teams will be seeded into a bracket by their record and where they stand.
a. Tie Breakers are below:
i. Head to Head (Only if 2 teams are tied and the 2 teams played each other during the 12 game season)
ii. Point Differential in League Games Only. The Point Differentials will be posted at the end of each game.
iii. On the leaderboard after each Session records will be charted along with cumulative point differential.
iv. Points Scored. On the standings leaderboard, total points scored will be included as the 3rd determining factor.

a. Shot Clocks are used for the below league games: 30-second shot clock
i. E40 games with a Shot Clock: 17U, 16U
ii. NE2K games with a Shot Clock: 17U
6. Actual game rules are played by Event Rules (available on our website) - these are also on every score table. All league games will be played by these rules.
GAME RULES
- All Games Will be Played under National High School Federation Rules.
- Halftime is 4 minutes long
- Warm-ups are 5 minutes long (minimum)
- Each team is given 3 (45-second) timeouts per game.
- No carryover in overtime.
- Each team is allowed 1 timeout per overtime session.
- A Player can only play on one team in the tournament.
- 10-second backcourt rule will be used.
- 5 seconds closely guarded rule will be in effect.
- Overtime will last 2 minutes
- On foul shots players are allowed in the lane upon release.
- Bonus will begin on the 8th foul: 1 and 1
- Double Bonus will begin at 11 Fouls: 2 shots
- Personal fouls: 6 per player.

2030-2029 14 Minute Halves
2028-2026 16 Minute Halves
Clock Stops on all normal whistles

3-way tiebreaker to determine the top seed.

After the top team is determined 2nd and 3rd will be determined by following the 2 Team Tie Breaker Rules above.
Mercy Rule in the last 8 minutes of the 2nd half only, Clock becomes continuous if the one team is ahead by 20 or more points. If the score goes below 20 points, the clock stops again on all whistles.
Event will provide a clock operator. The official book will be kept by the Home team.
WNBA Balls will be used as the official game ball. HOWEVER, if both coaches agree to NOT use the ball, that will be allowed.
A Coach must sit after his 1st technical Foul
The Away Team (Black/Dark color uniform) will be listed 1st/Top of the Schedule or Bracket The Home Team (White/Light color uniform) will be listed 2nd/Bottom of the Schedule or Bracket
FIGHTING AND PLAYER/COACH/SPECTATOR MISCONDUCT ON COURT OR OFF COURT IS STRICTLY PROHIBITED AT ALL OHIOBASKETBALL.COM EVENTS!
The court referee/officials have the final say in all player fouls and or misconduct. Once a a personal, intentional, or technical foul is issued any further player misconduct could lead to an ejection and continued physical altercations after the whistle can be viewed as fighting. If the first action is deemed excessively violent any parties involved may be suspended. Fighting will be defined as any deliberate action taken by an individual to cause physical harm to another player, spectator, coach, or official.
If a referee witnesses player(s) engaging in a fight, an immediate ejection can/will follow. An ejection carries a penalty of suspension for the players/parents/coaches involved for the the remainder of the tournament. The suspended parties then cannot participate in any more games for the remainder of the weekend as a player, coach, or spectator. With regards to the suspended individuals if a second instance of player misconduct follows anywhere inside an event facility, the tournament director has the authority to eject the whole team.
SHOT CLOCK RULES:
Shot Clocks are used for the below league games: 30 second shot clock ● E40: 17U, 16U
● NE2K: 17U
● When using shot clock- no closely guarded defensive 5 second call ○ 10 second backcourt IN EFFECT
1. START shot clock when:
1. A team gains possession on a:
a. Rebound.
b. Jump ball.
c. Loose ball after a rebound or jump ball.
2. An official signals that an inbounds player legally touches the ball on a throw-in.
2. STOP shot clock when an official’s whistle sounds.
3. FULL RESET when:
1. There is a change of possession with a new team in control.
2. Offensive rebounds
3. Opponents commit fouls which stop play and one foul is unsportsmanlike or disqualifying. 4. There is a single technical foul on the defensive team
5. A try/shot (not a pass) hits the rim or flange then a team possesses the ball.
6. There is a violation (except a kicking or fisting violation).
7. There is an inadvertent whistle with no team control.
8. There is an intentionally kicked or fisted ball with 14 seconds or less on shot clock.
4. NO RESET when:
1. The offense retains possession after the following:
a. A held ball.
b. An out-of-bounds violation.
2. There is an intentionally kicked or fisted ball with 15 seconds or more on the shot clock. 3. There is an injured player.
4. There is a timeout.
5. A double foul occurs, or opponents commit fouls of equal gravity.
6. There is a technical foul on the offensive team.
7. There is an inadvertent whistle with team control.
5. ALLOW shot clock to run:
1. During loose ball situations.
2. During a try for goal.
6. TURN OFF shot clock when there is a reset situation and there is less than 30 seconds remaining on the game clock.
